The Minutes (copies of which had been circulated) of the meeting held on 8 November 2016 were approved as a correct record and signed by the Chair.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the position on ward delegated budgets.

RESOLVED– (1) That the report be noted.

(2) That the Corporate Director for Place Management be requested to ensure that the signs are installed and the Traffic Regulation Order sealed at Queens Road, Cheadle Hulme as a matter of urgency.

No urgent decisions were reported.

The Chair reported that the Mayor's Carol Service would be taking place at 12.30pm on 14 December 2016 at St Mary's in the Marketplace, Stockport and a Carol Service would be taking place at Queensway, Heald Green on 24 December 2016.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

Two public questions had been submitted by members of the public who was not present at the meeting. The Chair advised that, in accordance with the Code of Practice, a written response would be provided to the questioners.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

The following issues were raised/comments made:-

• Part of the road cleaning on Bradshaw Hall Lane, Heald Green (from the junction with Bradgate Avenue to the footbridge) had been missed out. It was clarified that the land was not adopted highway and was not currently contained within a maintenance programme.
• Overflowing litter bins were a problem outside the shops on Cheadle Road, Cheadle Hulme.
• The delay in faulty streets lights being replaced was highlighted.
• Officers in the Place Directorate and Solutions SK were complimented on the arrangements for the delivery and installation of the Christmas trees and Christmas lights in the Cheadle area.
• The hedges and bushes needed attending to along the footpath which ran from Buttermere Road, Gatley to the former High Grove Public House.
• Residents queried when the hole in the speed hump on St. Ann's Road, Heald Green would be attended to and the damage to some of the other traffic calming measures on the road.
• A resident raised the condition of the path from Hale Walk to Birtles Close, Cheadle which made it difficult for people to access the car park at the end of Birtles Close.

Local residents are being invited to attend their local Area Committees and to learn more about the Greater Manchester Spatial Framework (GMSF) proposals.

The GMSF plan seeks to build 19,000 homes in the next two decades across Stockport, as well as bring new jobs and new infrastructure (such as transport links, utility networks, schools and health provision) required to achieve this.

Caroline Simpson, Corporate Director for Place Management and Regeneration, and Steve Johnson, Planning Policy Officer, attended the meeting and made a presentation in respect of the consultation being undertaken by the Greater Manchester Combined Authority on the Greater Manchester Spatial Framework.

The Greater Manchester Spatial Framework was a joint development plan document which was being prepared by the ten local authorities in Greater Manchester. It would be a strategic plan which ensured that Greater Manchester protected and enhanced the current infrastructure and had the right land in the right places to deliver the homes and jobs needed up to 2035, along with identifying the new infrastructure required to achieve this. It aimed to ensure that Greater Manchester became as well known for the quality of its environment as for its economic success.

If adopted the plan would be the overarching development plan within which Greater Manchester’s ten local planning authorities could identify more detailed sites for jobs and homes in their own area. As such the Greater Manchester Spatial Framework would not cover everything that a Local Plan would cover and individual districts would continue to produce their own Local Plans.

The following comments were made/issues raised:-

• Issues such as the type and tenure of housing,and sewerage systems would be examined as part of the Masterplan should the framework be adopted.
• Appropriate and improved public transport was necessary to serve the existing Cheadle area and the areas of proposed new housing. The proposals were being put forward at a time when local bus services were being reduced. It was pointed out that the Greater Manchester Devolution Deal included the possibility that the Council would have control of bus franchising in the future.
• People with certain disabilities could not use public transport and were reliant on their car as their primary mode of transport.
• The strategy needed to address the increasingly ageing population in the country with increasing needs and the strategy needed to be cognisant of the need for more health facilities.
• The proposals needed to be seen in the context of the proposals from Cheshire East Council to build additional housing in proximity to the A34 and there would be no way to ameliorate the consequential traffic problems. It was pointed out that Officers were carrying out work with Officers from Cheshire East Council on the A34 Corridor.
• A Member raised the viability of a lot of the brownfield sites which were being looked at. He expressed concern that a number of the brownfield sites could be found to be contaminated meaning that they remained undeveloped at the same time as houses were being built in the green belt.
• If given the choice developers would choose to build houses in the green belt rather than overcome the problems which may be associated with brownfield sites which may make a scheme unprofitable from a developer's point of view.
• Some of the costs of the infrastructure required would be met by developers as part of planning agreements.
• Although the consultation closed on 23 December 2016, there would be another opportunity for members of the public to comment on the proposals when the next iteration of the plan was published next year.
• If approved by the ten local authorities in Greater Manchester, the plan would be sent to Central Government who would need to be reassured as to its deliverability in terms of improvements to the infrastructure in the area. Ultimately an Inspector appointed by the Secretary of State would decide on the deliverability or otherwise of the plan.
• Houses needed to be affordable for people who came to work and live in Greater Manchester. Concern was expressed that none of the houses currently being built on the former Woodford Aerodrome site were affordable.
• Affordable housing needed to be included in the initial phases of housing developments.

To consider an application from the Bowmen of Bruntwood for Ward Flexibility Funding towards the installation on the stables building in the park of P.I.R activated lights and a CCTV system.

A representative of the Bowmen of Bruntwood attended the Area Committee to answer questions from  Members in relation to an application for funding towards the installation of activated lights and a CCTV system on the stables building in Bruntwood Park.

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £500 to the Bowmen of Bruntwood towards the installation of activated lights and a CCTV system on the stables building in Bruntwood Park, to be funded from the Cheadle and Gatley Ward Flexibility Funding allocation.

To consider an application received on behalf of the Stockport Canal Boat Trust for funding towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which is specially designed for people with disabilities.

A representative of the Stockport Canal Boat Trust attended the Area Committee to answer questions from Members in relation to an application for funding towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which was specifically designed for people with disabilities.

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £150 to the Stockport Canal Boat Trust towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which was specifically designed for people with disabilities, to be funded from the Ward Flexibility funding allocations as follows:-

Cheadle and Gatley Ward - £50

Cheadle Hulme North Ward - £50

Heald Green Ward - £50

- New public rights of way/accommodation bridges;

- Associated landscaping, lighting, ancillary operations, engineering and infrastructure works.

Within Stockport :-

- A two way single carriageway;

- Combined cycleway and footway on the western side of the carriageway;

- Modifications to existing road junctions;

- Two new structures;

- A pedestrian and cycle route adjacent to the road;

To report sets out the results of an investigation into the poor visibility caused by parked vehicles at the junction of Wilmslow Road and Grange Road, Cheadle making it dangerous to negotiate the junction safely.

The Area Committee is requested to recommend the Executive Councillor (Communities and Housing) to approve the legal advertising of the Traffic Regulation detailed in the report and, subject to no objections being received within the statutory period, the Order can be made.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the results of an investigation into the poor visibility caused by parked vehicles at the junction of Wilmslow Road and Grange Road, Cheadle making it dangerous to negotiate the junction safely.

RESOLVED – That, subjection to the plan attached to the report being amended to reflect that the prohibition of waiting at the junction of Waldon Avenue/Wilmslow Road and north of the entrance to Whitegates remain, the Executive Councillor (Communities and Housing) be recommended to approve the statutory legal advertising of the following Traffic Regulation Order at an approximate cost of £850 to be funded from the Executive Delegated Budget allocation and, subject to no objections being received within twenty one days from the advertisement date, the Order be made:-

RESOLVED – That the Executive Councillor (Communities and Housing) be recommended to approve the proposals to introduce a ‘No Stopping Except for Buses’ Clearway as set out in the schedule below under Section 36 of the Road Traffic Act 1988 (Non Traffic Regulation Order Based) at an approximate cost of £300 to be funded from the Strategic Delegated Budget:-

RESOLVED – That the following allocation of commuted sums for play provision in the Cheadle area be approved:-

the use of £9,369.36 from development no. 1224 (DC046421 The Paddock, Cheadle) to future play improvements at Bruntwood Park.
