The Minutes (copies of which had been circulated) of the meeting held on 29 September 2015 were approved as a correct record and signed by the Chair.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Minutes:

A representative of the Democratic Services Manager reported that the Corporate Director for Place Management and Regeneration, in consultation with the Chair, had approved minor amendments to the proposals approved by the Area Committee at the meeting held on 29 September 2015 (Minute 11 refers) regarding the introduction of a No Waiting At Any Time Traffic Regulation Order on Victoria Avenue and Cheadle Road, Cheadle so that the schedule of proposals now read:-

 

(1)That the Executive Councillor (Supporting Places) be requested to approve the legal advertising of the following No Waiting At Any Time Traffic Regulation Order on Cheadle Road and Victoria Avenue, Cheadle Hulme at an approximate cost of £525 to be funded from Ward Delegated Budget (Cheadle Hulme North allocation) and, subject to no objections being received within twenty one days from the advertisement date, the Order be made:-

 

Revocation of No Waiting Monday – Saturday 8.00am – 6.30pm

 

Cheadle Road, Cheadle Hulme – north east side, from a point 10 metres south east of the south easterly kerb line of Victoria Avenue to a point 10 metres north west of the north westerly kerb line of Victoria Avenue.

 

Proposed No Waiting at Any Time

 

Cheadle Road, Cheadle Hulme, north east side - from a point 10 metres south east of the south easterly kerb line of Victoria Avenue to a point 10 metres north west of the north westerly kerb line of Victoria Avenue.

 

Victoria Avenue, Cheadle Hulme - both sides, from a point 10 metres north east of the north easterly kerb line of Cheadle Road, for a distance of 5 metres in a north easterly direction.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

 

The Area Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the current position on the ward delegated budgets.

 

 RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide a timetable for dealing with objections to the Traffic Regulation Orders in the vicinity of Oak Tree Primary School, Cheadle Hulme.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported on the review of outcomes tour which had taken place on 6 November 2015 where councillors had visited various sites across the borough where development had taken place, including the residential development at Old Wool Lane, Cheadle Hulme (Wentworth Gardens).

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

5.(iii)

Public Realm

(a)The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

(b) Passageway between Argyll Road and Councillor Lane, Cheadle

 

This item has been placed on the agenda at the request of Councillor June Somekh

Minutes:

(a) David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

 The following comments were made/issues raised:-

 

·         Whether the small number of locations which required vegetation cutting back on a regular basis could appear as a schedule rather than await for the issues to be raised by Members.

·         The clearing of weeds at the footpath at the rear of Bishops Close, Cheadle still needed to be carried out.

·         Members requested a maintenance schedule for street lighting, an indication of the process after faulty street lights were reported and information on the delineation of responsibility between Electricity North West and the Council.

·         A Member reported a dropped gulley on Finney Lane, Heald Green, at the junction of Smithy Croft which needed investigating.

·         The removal of fly tipping at the rear of the Friendly Gym on Eden Place, Cheadle had been satisfactorily removed.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

(b) Passageway between Argyll Road and Councillor Lane, Cheadle

 

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor June Somekh.

 

Councillor Somekh reported that the maintenance work on the passageway between Argyll Road and Councillor Lane, Cheadle had now been carried out and requested a copy of the future maintenance schedule.

 

RESOLVED – That the report be noted.

5.(iv)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Councillor John Pantall presented a petition containing 98 signatures requesting the Council to ‘press the owners (receivers) of the derelict SIM CHEM office building in Cheadle Hulme Centre to deal with the eyesore and work with the Council to return the site to beneficial use’.     

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Ward Flexibility Funding - 5th Cheadle Hulme Scouting Group and First Steps Orrishmere Charity Pre-School pdf icon PDF 198 KB

To consider an application from the 5th Cheadle Hulme Scouting Group and First Steps Orrishmere Charity Pre-school for Ward Flexibility Funding for the redevelopment of the toilet facilities at the scout building.

Dave Muggeridge from the 5th Cheadle Hulme Scouting Group attended the Area Committee to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding towards the redevelopment of the toilet facilities at the scout building.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1,000 to the 5th Cheadle Hulme Scouting Group and First Steps Orrishmere Charity pre-School towards the redevelopment of the toilet facilities at the scout building, to be funded from the Cheadle Hulme North Ward budget.

To consider an application for Ward Flexibility Funding from Walter Stansby Memorial Park for a payment from the Council to renew the Christmas Lights in the Park.

Minutes:

John Needham from the Walter Stansby Memorial Park attended the meeting to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding for a payment from the Council to renew the Christmas Lights in the park.

 

RESOLVED – That the Democratic Services Manager be recommended to  make a grant of £1,000 for a payment from the Council to renew the Christmas Lights in the park, to be funded from the Cheadle and Gatley Ward budget.

To consider a report of the Corporate Director for Place Management and Regeneration

 

(a)To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

(c) To consider consultations (if any) received by the Corporate Director for Place Management and Regeneration on any planning issues relevant to the Cheadle area.

8.

Monitoring Visit

The Planning & Highways Regulation Committee’s visiting team shall whenever practical, inspect one completed development each cycle and report to the Planning and Highways Regulation Committee on the quality of the decision and any matters which should be addressed.

 

The Area Committees are requested to select, on a rota basis, a recently completed development site for inspection as part of the Council’s approved practice of monitoring developments and reviewing current policies. 

           

The Area Committee is requested to select a site to be visited by the Visiting Team.

Minutes:

The Planning and Highways Regulation Committee requested that the Area Committee select a recently completed development site for inspection as part of the Council’s approved practice of monitoring developments and reviewing current policies.

 

RESOLVED – (1) That the Planning and Highways Regulation Committee be requested to undertake a monitoring visit to the Abney Court Care Home, Cheadle.

 

(2) That the Planning and Highways Regulation Committee be recommended to visit the new Oak Tree Primary School, Cheadle Hulme for the next Review of Outcomes Tour.

The Area Committee acting as Trustee for the Brookfield Park Shiers Family Trust

To consider a report of the Corporate Director for Corporate and Support Services

 

The report provides an update on the financial standing of the Brookfield Park Shiers Family Trust as at 30 September 2015, indicates the amount of money available for distribution to organisations and reports on the relevant performance of investment funds.

 

The Area Committee is requested to:-

 

·         note the contents of the report;

·         decide upon the policy that they wish to adopt in respect of distribution of the Trust; and

·         advise as to the investment policy that they wish to follow.

As the Area Committee acts as Trustee for the Brookfield Park Shiers Family Trust, Members are reminded of the need to consider whether the recommendations in this report further the charitable objects of the Trust and to give no weight to the interests of the Council if the Council’s interests do not align with those of the Trust.

A representative of the Corporate Director for Corporate and Support Services submitted a report to the Area Committee, acting in its capacity as Trustee for the Brookfield Park Shiers Family Trust, providing an update on the financial standing of the Trust as at 30 September 2015, indicating the amount of money available for distribution to organisations and advising on the relevant performance of investment funds.

 

RESOLVED – (1) That the contents of the report be noted.

 

(2) That the previous decision of the Area Committee to reserve £25,000 from the Trust towards addressing the effect of loneliness amongst elderly residents and the consequential effect on their health be reaffirmed.

 

(3) That no distribution of the Trust be made at this moment in time.

 

(4) That the current investment policy of the Trust be maintained.

15.

22 Branksome Drive, Heald Green - Marking of Disabled Person's Parking Bay

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to prevent undue delay in the consideration of the matter).

 

The Chair reported that the householder at 22 Branksome Drive, Heald Green was disabled and regularly attended a day centre to which she was taken by her daughter. Her daughter (although not resident at 22 Branksome Drive) had requested that a Disabled Person’s Parking Bay be marked on the road.

 

RESOLVED – (1) That approval be given in principle to the marking of a Disabled Person’s Parking Bay at 22 Branksome Drive, Heald Green.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to urgently progress the matter and that authority for the final approval of the Disabled Person’s Parking Bay be delegated to the Heald Green Ward Spokesperson for highway and traffic management issues.
