The Minutes (copies of which had been circulated) of the meeting held on 23 September 2014 were approved as a correct record and signed by the Chair.

Councillors and Officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

A representative of the Democratic Services Manager reported that following the item considered at the last meeting of the Area Committee, approval had been given for Councillor Paul Porgess to lay a wreath on behalf of the Council at the Remembrance Day Service at Cheadle Hulme War Memorial on Sunday, 9 November 2014.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding.

The Area Committee is recommended to note the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

To receive any announcements from the Chair about local community events or issues.

The Chair thanked Cheadle Civic Society for the high standard of the improvement work carried out in Cheadle Green and highlighted a community cohesion workshop about locality working held in Cheadle.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

The Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

The following comments were made/issues raised:-

·         Clarification was requested on whether it was permitted for advertising boards to be attached to telegraph poles.

·         The fencing opposite the Tesco’s store on Church Road, Gatley had been badly damaged and needed repairing.

RESOLVED –  (1) That David Wilson be thanked for his attendance.

(2) That an update on progress regarding the reinstatement of the footpath and grass verge on Smithy Croft, off Finney Lane, Heald Green be presented to the next meeting of the Area Committee.

To consider an application from Chelwood Foodbank Plus towards the cost of making repairs to a minibus.

Mr David Prior from Chelwood Foodbank Plus attended the meeting to answer questions from councillors in relation to an application for ward flexibility funding (copies of which had been circulated) toward the cost of making repairs to a minibus.

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 to Chelwood Foodbank Plus towards the cost of making repairs to a minibus, comprised as follows:-

-       Cheadle and Gatley Ward - £150

-       Cheadle Hulme North Ward - £250

-       Heald Green Ward - £100

To consider an application from Cheadle Village Partnership towards the costs of the Cheadle Victorian Christmas Market Day to be held on 6 December 2014.

Mr Peter Fraser from the Cheadle Village Partnership attended the meeting to answer questions from Councillors in relation to an application for ward flexibility funding (copies of which had been circulated) toward the costs of the Cheadle Victorian Christmas Market Day to be held on 6 December 2014.

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 to the Cheadle Village Partnership towards the costs of the Cheadle Victorian Christmas Market Day to be held on 6 December 2014, comprised as follows:-

-       Cheadle and Gatley Ward - £500

-       Cheadle Hulme North Ward - £500

To consider a report of the Corporate Director for Place Management and Regeneration

To consider consultations (if any) received by the Corporate Director for Place Management and Regeneration on any planning issues relevant to the Cheadle area.

The following development application will be considered by the Area Committee:-

The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

Retention of use of woodland/agricultural land for dog care day facility including siting of portacabin and timber barn, creation of timber steps and erection of temporary fencing.

The Area Committee is recommended to refuse planning permission.

RESOLVED – (Four for, One against) That the Planning and Highways Regulation Committee be recommended to undertake a site visit in order to view the site’s location in the Green Belt and assess its conflict with existing planning policy, with a recommendation that planning permission be granted.

The report summarises recent appeal decisions, current planning appeals and enforcement activity within the area represented by the Cheadle Area Committee.

To consider a joint report of the Corporate Director for Place Management & Regeneration and the Corporate Director for Corporate and Support Services

The report considers objection received to a proposed Prohibition of Waiting Traffic Regulation Order at Cranston Grove, Gatley.

The Area Committee is recommended to approve that the Order be implemented as advertised.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out the findings of an investigation into the need for a Limited Waiting Parking Bay on Pendlebury Road, Gatley.

The Area Committee is requested to approve the introduction of a Traffic Regulation Order on Pendlebury Road, Gatley.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding the findings of an investigation into the need for a Limited Waiting Parking Bay on Pendlebury Road, Gatley.

RESOLVED – That approval be given to the introduction of the following Traffic Regulation Order at an estimated cost of £700 to be funded the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation):-

Pendlebury Road, Gatley -, south east side, from the north easterly kerb line of Old Hall Road for a distance of 10 metres in a north easterly direction.

Old Hall Road, Gatley - north east side, from the south easterly kerb line of Pendlebury Road for a distance of 10 metres in a south easterly direction.

Proposed Limited Waiting 8.00am – 9.00pm for 30mins No Return within 1 Hour

Pendlebury Road, Gatley - south east side, from a point 34 metres north east of the north easterly kerb line of Old Hall Road for a distance of 10 metres in a north easterly direction.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out the findings of a consultation exercise and seeks approval for the revocation of a Traffic Regulation Order for a Disabled Persons Parking Place on Bulkeley Road, Cheadle.

A representative of the Democratic Services Manger submitted a report (copies of which had been circulated) regarding an application from the Cheadle Village Partnership to hold a Christmas Makers’ Market on Cheadle Green on 6 December 2014.

RESOLVED – That approval be given to the application from the Cheadle Village Partnership to hold a Christmas Makers’ Market on Cheadle Green on 6 December 2014, subject to temporary fencing being erected to deter people from walking on the grass and no vehicles being permitted on Cheadle Green.
