A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Minutes:

A representative of the Democratic Services Manager reported that on 28 May 2013 the Corporate Director for Place Management and Regeneration had given approval for Cheadle Civic Society to hold a Makers’ Market on Cheadle Green on 1 June 2013, subject to the production of appropriate papers and event plans, as the event was scheduled to take place prior to the next meeting of the Area Committee.

7.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

With regret, the Chair advised Members that the wife of Alan Murphy, a long standing member of the Cheadle Civic Society and a regular attendee of meetings of the Area Committee, had sadly passed away.

 

RESOLVED – That the Democratic Services Manager be requested to convey the Area Committee’s condolences to Mr Murphy.

7.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that no representative of Greater Manchester Police was in attendance at the meeting.

 

RESOLVED – That the Democratic Services Manager be requested to investigate why no representative of Greater Manchester Police was present at the meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           The condition of the road surface on Priory Road, Cheadle.

           Damage by lorries to the reinstatement work at the junction of Queens Gardens and Banks Street, Cheadle.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

Petitions

To receive petitions from members of the public and community groups.

 

-       E petition regarding road signage on Bolshaw Road, Outwood Road and Cross Road, Heald Green.

Minutes:

A petition containing 126 signatures was submitted by a resident of Outwood Drive, Heald Green requesting the Council to improve road signage on Bolshaw Road, Outwood Road and Cross Road, Heald Green and reinforce the 20 mph speed limit.

 

RESOLVED – That the petition be noted and referred to the Service Director (Place Management) for investigation.

The report outlines a proposed Local Initiative Scheme to resurface Jackson Street, Cheadle, from its junction with Stockport Road to no.13, Jackson Street.

 

The Area Committee is recommended to support the maintenance scheme outlined in the report and authorise the Service Director (Place Management) to order the work.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) outlining a proposed highway maintenance and local initiatives scheme to resurface Jackson Street, Cheadle from its junction with Stockport Road to no. 13, Jackson Street.

 

RESOLVED – That approval be given to the following Highway Maintenance and Local Initiatives Scheme to be funded at an approximate cost of £19,500 from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme North ward allocation):-

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing a summary of changes to the planning system which came into force on 30 May 2013 with specific regard to:-

 

          Allowing the change of use for certain buildings without needing planning permission.

          Increasing the existing permitted development rights for extensions to homes and business premises, in non-protected areas, for a three-year period.

          Increasing existing permitted development for certain telecommunications equipment, such as masts and antenna.

 

The representative of the Corporate Director for Place Management and Regeneration circulated an addendum to the report at the meeting seeking the comments of the Area  Committee on proposals to make amendments to the delegation arrangements within the Council’s Constitution (Part 3 – Scheme of Delegation) to allow the Planning Authority to determine those prior approval applications resulting from the increase in the existing permitted development rights for extensions to homes and business premises within the

proscribed 42 and 56 day timeframes.

 

The following comments were made/issues raised:-

 

  • Concern was expressed that with regard to householder applications, the Council could only consider applications where an objection has been raised by an adjoining neighbour.
  • Concern was expressed with regard to householder applications that the adjoining property may be owned by a landlord who was not sufficiently concerned to object to an application.

RESOLVED – (1) That approval be given to the following use of commuted sums for play provision in the Cheadle area:-

 

East Avenue Park - £1,171.17 from development nos. 1038 and 1073

Gatley Recreation Ground - £25,032.07 from development no. 1016.

 

(2) That the proposals regarding Adswood Park be deferred and Members provided with information on whether the park benefited from commuted sums from developments in other Wards in the borough.

(2) That a report be submitted to a future meeting of the Area Committee examining the impact of the recent Makers’ Markets on Cheadle District Centre.

 

(3) That the report referred to in (2) above be considered by the Area Committee prior to any future requests to hold Makers’ Markets on Cheadle Green.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) in connection with proposals for existing and new noticeboards in the Cheadle area.

 

RESOLVED – (1) That the report be noted.

 

(2) That the proposals set out in Section 3 of the report be approved.

 

(3) That a policy be prepared with regard to what notices can be put on the noticeboards and that this be sent to Members of the Area Committee prior to local stakeholders taking on responsibility for the existing noticeboards in a particular Ward.

 

(4) That Ward Councillors be advised of any proposals to remove noticeboards in their Ward.

The Area Committee is invited to nominate Ward spokespersons with whom the Service Director (Place Management) can consult on highway maintenance and traffic management matters.

 

A copy of the Ward Spokesperson Protocol approved by the Area Committee at its meeting on 23 May 2011 is attached for information.

 

The Area Committee is recommended to nominate Ward Spokespersons in accordance with the Protocol.
