The report provides an update on progress since the last meeting on decisions taken by the Area Committee, including its executive Sub Committee, and details the current position on ward flexibility funding, the Brookfield Park Shiers Family Trust, and delegated budget.

 

To receive a verbal update (if any) from the Democratic Services Officer on the progression and/ or success of projects which have received a grant from the Brookfield Park Shiers Family Trust to assist members of the Area Committee in the monitoring of the effectiveness of the fund.

Neighbourhood policing

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Inspector Martin Baker (Greater Manchester Police (GMP)) attended the meeting to provide an update and answer questions in relation to neighbourhood policing issues within the area represented by the Area Committee.

 

The following comments were made/ issues raised:

 

·         It was reported that there had been a downtrend in crime across Stockport since the last Area Committee meeting.

·         It was noted that there had been a rise in shoplifting before Christmas and the two main suspects responsible had been arrested.

·         A day of action was expected in the near future, with details scheduled to be released in the coming weeks.

·         It was asked that an update in relation to neighbourhood policing issues within the Cheadle Heath area be brought to committee as part of the neighbouring policing update.

·         Inspector Baker reminded members of the public to call 999 to report a crime being committed, or to call 111/report crime online in non-urgent cases. Further, the Crimestoppers was available to anyone wishing to report crime anonymously.

 

Thanks were expressed to the officer team for their work.

 

RESOLVED – That Inspector Baker be thanked for his attendance.

The report provides an update on the financial standing of the Trust as at 31 December 2023.

 

The Area Committee is requested to:

 

a)    note the contents of the report;

b)   decide upon the amount of funding, if any, to be made available for distribution from the Trust during 2023/34; and

c)    advise as to any changes in the investment policies adopted that they wish to make. As a reminder, the investment policies are:

·         to maintain the value of the Trust in real terms before considering any distribution; and

·         to reinvest the dividends received in relation to the Investment Fund back into that Investment Fund.

This is an ambitious and key programme of work for the council and partners and is a key priority in the Council Plan, Borough Plan and One Future. It will enable better integration and collaboration in our neighbourhoods across our public, private, Voluntary Community Faith and Social enterprise sector organisations to deliver on priorities.

 

The Area Committee is requested to:

A representative of the Assistant Director for Legal & Democratic Governance submitted a report of the Director of Development and Regeneration (copies of which had been circulated) providing detail on the proposed Tree Preservation Order (TPO) at 329 - 351 Wilmslow Road, Heald Green.

 

The following comments were made/ issues raised:

 

·         It was felt that those trees categorised as ‘TPO defensible’ and ‘definitely merits TPO’ at Appendix 4 should be approved.

·         The Area Committee expressed concerns in relation to the difficulties experienced with the process for the determination of this Tree Preservation Order at the various Area Committee meetings and asked that a letter be drafted on behalf of the Chair of the Area Committee to the Directors of Development & Regeneration and Place Management seeking a review and clarification of the process for the determination of such orders in the future.

 

RESOLVED (6 for, 3 abstentions) – (1) That approval be given to the confirmation of the Tree Preservation Order at 329 - 351 Wilmslow Road, Heald Green, namely, those trees categorised as ‘TPO defensible’ and ‘definitely merits TPO’ at Appendix 4.

 

(2) That the representative of the Assistant Director for Legal & Democratic Governance draft a letter to the Directors of Development & Regeneration and Place Management on behalf of the Chair of the Area Committee expressing the difficulties experienced with the process for the determination of this Tree Preservation Order and seeking a review and clarification of the process for the determination of such orders.

The Area Committee is requested to recommend that the Cabinet Member for Parks, Highways & Transport Services approves the Legal Advertising of the Traffic Regulation Order and Moving Traffic Regulation Order (Appendix A), and that subject to no objections being made within 21 days from the advertisement date, that the order be made (to be funded wholly by the developer):

A representative of the Assistant Director for Legal & Democratic Governance submitted a report of the Director of Place Management (copies of which had been circulated) which detailed findings of a consultation exercise and sought Cabinet Member approval for the introduction of a Traffic Regulation Order and Moving Traffic Regulation Order (Appendix A) on the Bloor Homes Development (Foxcote Estate), Heald Green.

 

It was suggested that a re-examination of the proposed double yellow lines (DYL) on Turnpike Road and Turnpike Crescent take place to determine whether the extent of the DYL could be reduced in advance of the proposal being put to the Cabinet Member for determination. The Area Committee felt that it was important to retain only those DYL beneficial for safety reasons.

 

RESOLVED - That the Cabinet Member for Parks, Highways & Transport Services be recommended to approve the legal advertising of the scheme at the Bloor Homes Development (Foxcote Estate), Heald Green, in connection with Drawing No. D-5102-005 (P03), subject to re-examination of the proposed double yellow lines on Turnpike Road and Turnpike Crescent, and subject to no objections being made within 21 days from the advertisement date, that the order be made (to be funded wholly by the developer).

The Area Committee is requested to recommend that the Cabinet Member for Parks, Highway & Transport Services adds the replacement of Queens Road Bridge Deck to the Capital Programme 2024-2025.

It was felt that HGV traffic might not be appropriate for the street, and that this be explored further.

 

RESOLVED - That the Cabinet Member for Parks, Highway & Transport Services be recommended to add the replacement of Queens Road Bridge Deck to the Capital Programme 2024 - 2025.

The report provides the results of the recent consultation undertaken on the Integrated Transport Block Phase 2 proposals for an improved walking and cycling route along Newland Road between Manchester Road and the Café/Park car park and seeks approval for the introduction of the scheme and permanent Traffic Regulation Orders.

 

The Area Committee is recommended to approve the scheme and legal advertisement of the Traffic Regulation Orders set out in Appendix A and attached drawings, and subject to no objections being received within 21 days from the advertisement date, that the order be made.
