The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the Area Committee’s delegated budget.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

Concern was expressed about the delay to the submission of the Parking Strategy Update Report.

RESOLVED – (1) That the report be noted.

(2) That the Area Committee’s concerns about the delay to the Parking Strategy Update Report be conveyed to the Corporate Director for Place Management and Regeneration.

A representative of the Deputy Chief Executive reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider any applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

A representative of the Deputy Chief Executive submitted an application received on behalf of The Gatley Flower Rangers (part of Gatley Village Partnership)  for funding towards various flowers, plants and gardening equipment to help Gatley become a more attractive place for its residents and businesses by improving its green spaces.

RESOLVED – (1) That approval be given to an application received from The Gatley Flower Rangers (part of Gatley Village Partnership)  for a grant of £1,000 towards various flowers, plants and gardening equipment, to be funded from the Cheadle and Gatley Ward allocation.

(2) That the Borough Treasurer be requested to facilitate the virement of £1,000 from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation) to the Ward Flexibility Budget (Cheadle and Gatley Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration.

To consider consultations (if any) received by the Corporate Director for Place Management and Regeneration on any planning issues relevant to the Cheadle area.

The following development application will be considered by the Area Committee:-

The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. In order to reduce printing costs and preserve natural resources, the schedule of plans is not reproduced within these minutes. A representative of the Deputy Chief Executive outlined the procedure approved by the Council for public speaking on planning applications.

Proposed increase in ridge height to facilitate a loft conversion, rear dormer roof extension with rear balcony at first floor level and three additional roof lights to the resultant frontage.

The Planning and Highways Regulation Committee is recommended to grant planning permission, subject to conditions.

To consider a report of the Corporate Director for Place Management and Regeneration

The Area Committee is requested to consider whether to divert Public Footpath 108 Cheadle and Gatley at Yew Tree Farm under Section 257 of the Town and Country Planning Act 1990.

The Area Committee is requested to authorise the making of an Order under Section 257 of the Town and Country Planning Act 1990, diverting a Section  Public Footpath 108 Cheadle and Gatley, and in the event that objections are received and sustained to the Order, the Committee resolves to forward the order to the Secretary of State for confirmation.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider whether to divert Public Footpath 108 Cheadle and Gatley at Yew Tree Farm under Section 257 of the Town and Country Planning Act 1990.

RESOLVED – (1) That authority be given to the making of an Order under Section 257 of the Town and Country Planning Act 1990, diverting Public Footpath 108 Cheadle and Gatley shown as a black solid line between points A-B-C-D-E to a route shown by broken black lines between points A-F-E in Appendix 1 of the report.

(2) That in the event that objections are received and sustained to the Order, the Order be forwarded to the Secretary of State for confirmation.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out a proposal to introduce No Waiting restrictions at the junction of Councillor Lane with Dryden Avenue and Cranleigh Drive, Cheadle.

The Area Committee is requested to recommend the Cabinet Member for Sustainable Stockport to approve the statutory legal advertising of the No Waiting At Any Time Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal to introduce No Waiting at Any Time restrictions at the junction of Councillor Lane with Dryden Avenue and Cranleigh Drive, Cheadle.

RESOLVED – That the Cabinet Member for Sustainable Stockport be recommended to approve the following No Waiting at Any Time Traffic Regulation Order on Councillor Lane, Dryden Avenue and Cranleigh Drive, Cheadle, at an approximate cost of £860 to funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward allocation), and, subject to no objections being received within twenty one days from the advertisement date, the Order be made:-

Councillor Lane

Westerly side from a point 32 metres north of the (projected) northerly kerb line of Dryden Avenue in a southerly direction to a point 22 metres south of the southerly kerb line of Dryden Avenue.

Easterly side from a point 18 metres north of the northerly kerb line of Cranleigh Drive in a southerly direction to a point 29 metres south of the (projected) southerly kerb line of Cranleigh Drive.

Dryden Avenue

Northerly side from the (projected) westerly kerb line of Councillor Lane for a distance of 20 metres in a westerly direction and to tie in with the aforementioned on that side of Councillor Lane.

Southerly side from the (projected) westerly kerb line of Councillor Lane for a distance of 16 metres in a westerly direction and to tie in with the aforementioned on that side of Councillor Lane.

Cranleigh Drive

Northerly side from the easterly kerb line of Councillor Lane for a distance of 23 metres in an easterly direction and to tie in with the aforementioned on this side of Councillor Lane.

Southerly side from the (projected) easterly kerb line of Councillor Lane for a distance of 21 metres in an easterly direction and to tie in with the aforementioned on this side of Councillor Lane.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out the results of an investigation into parked vehicles hindering visibility and safety for other road users on Thornton Road at the junction with Finney Lane and recommends approving No Waiting restrictions and providing dropped kerb crossings for pedestrians at this junction and the adjacent junction at West Avenue.

The Area Committee is requested to recommend the Cabinet Member for Sustainable Stockport to approve:-

·         the statutory legal advertising of the No Waiting At Any Time Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

·         the construction of dropped-kerb crossings for pedestrians on Finney Lane at the junctions with Thornton Road and West avenue.

RESOLVED – That the Cabinet Member for Sustainable Stockport be recommended to approve the No Waiting at Any Time Traffic Regulation Order on Finney Lane, Thornton Road and West Avenue, Heald Green at an approximate cost of £860 to funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward allocation) if the No Waiting at Any Time restrictions on Thornton Road, as detailed in the report, can be extended a further ten metres along the road.
