To consider a report of the Deputy Chief Executive

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

 

The following comment was made/issue raised:-

 

·         Concern was expressed at the tight timescale for the Traffic Regulation Order to be in place at the former Tatton Cinema site in Gatley prior to the opening of the new development.

 

RESOLVED – That the report be noted.

The Chair announced that a film afternoon would be held on 19 February 2020 in Heald Green organised by the Heald Green and Long Lane Ratepayers’ Association and that there would be a litter pick between 10.30am – 12.30pm on 16 February 2020 at the Scout and Guide Hut on Warwick Road, Cheadle Hulme.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A report was submitted on current public realm issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

·         Litter bins had not been emptied in Abney Hall Park, Maple Park and at the junction of Radnormere Road and Orrishmere Road, Cheadle Hulme.

·         The problem of litter being left on unadopted pathways, for example from Cuthbert Road to Old Road, Cheadle was raised.

 

RESOLVED – That the report be noted.

To consider an application for a defibrillator for Cheadle Hulme in association with Kusab Ltd.

A representative of Kusab Ltd attended the meeting to present an application for Ward Flexibility Funding for a defibrillator for Cheadle Hulme.

 

RESOLVED – (1) That approval be given to Ward Flexibility Funding of £500 for a defibrillator for Cheadle Hulme in association with Kusab Ltd, to be funded from the Cheadle Hulme North Ward allocation.

 

(2) That authority be delegated to the Deputy Chief Executive, in consultation with Chair and Ward Councillors, to approve a further request for funding for this project should there be a shortfall.

8.

Mayor’s Cycling and Walking Challenge Fund – A555 Community Links pdf icon PDF 196 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report details the results of a consultation on the Mayor’s Challenge Fund (MCF) proposal for five new links which are proposed between the existing multi user path along the A555 and residential areas, schools, retail and employment areas in Bramhall, Heald Green, Cheadle Hulme and Hazel Grove. The proposals include the conversion of existing Public Right of Way footpaths to bridleways, the creation of new bridleways, segregated cycle paths along roads, conversion of a signal junction to a roundabout and the provision of a new controlled crossing at locations where routes for pedestrians and cyclists cross busy roads.

 

The Area Committee is recommended to:-

 

(1)  Consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses around the Cheadle Area Committee area and the Bramhall and Cheadle Hulme South Area Committee area.

 

(2)  recommend the Cabinet Member for Economy and Regeneration to approve the proposals and statutory legal advertising of the Traffic Regulation Orders associated with Links 2, 3 and 4 detailed in Appendix C to the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

 

(3)   authorise the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable the adoption by the Council and to authorise/approve the Council to designate a public right of way (bridleway) across Council land as detailed in Appendix D.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing a proposal to convert existing Public Right of Way footpaths to bridleways, the creation of new bridleways, segregated cycle paths along roads, conversion of a signal junction to a roundabout and the provision of a new controlled crossing at locations where routes for pedestrians and cyclists cross busy roads at locations between the existing multi user path along the A555 and residential areas, schools, retail and employment areas in Bramhall, Heald Green, Cheadle Hulme and Hazel Grove.

 

RESOLVED – (1) That it be noted in the light of the outcome of the consultation, Link 1 (Wilmslow Road) would be subject to amendment and further consultation before being submitted to a future meeting of the Area Committee.

 

(2) That, insofar as they related to Local Distributor and Local Access Roads within the purview of the Area Committee, approval be given to the proposed Links 2 (Stanley Green), 3 (Highfield Parkway – Hall Moss Lane), and 4 (Bramhall Park – A555) as outlined in the report and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), and subject to the receipt of no objections within twenty one days of the advertisement date, the subsequent making of the Orders.

 

(3) That the Cabinet Member for Economy & Regeneration be recommended to give approval to the proposed Links 2 (Stanley Green), 3 (Highfield Parkway – Hall Moss Lane), and 4 (Bramhall Park – A555) as outlined in the report and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), insofar as they related to Strategic Highways and District Distributor Roads within the purview of the Area Committee, and subject to the receipt of no objections within twenty one days of the advertisement date, the subsequent making of the Orders.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out the results of a consultation on the Mayoral Challenge Fund (MCF) proposals listed below for improvements to:-

 

·         controlled pedestrian and cycle crossing on Bird Hall Road at Grosvenor Road;

·         a controlled pedestrian and cycle crossing on Councillor Lane at Calderbrook Drive

·         a controlled pedestrian and cycle crossing on Councillor Lane at Tarvin Road;

·         a controlled pedestrian and cycle crossing on Cheadle Road at Buckingham Road

The Area Committee is asked to comment on this report and recommend that the Cabinet Member for Economy and Regeneration approves the implementation of Proposals A, B & C in the report (Councillor Lane / Tarvin Road, Councillor Lane /Calderbrook Drive and Bird Hall Road schemes) and the statutory legal advertising of the traffic regulation orders contained in Appendix C and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

 

It is also recommended that the Cabinet Member for Economy and Regeneration defers a decision on Proposal D (Cheadle Road Parallel signal crossing) until a study is undertaken and further recommendations are brought forward.

(2) That the Cabinet Member for Economy and Regeneration be recommended to not approve Proposal D (Cheadle Road Parallel signal crossing) and that a further study and consultation be undertaken on revised proposals, focussing in particular on the position of the crossing and bus stop in order to improve safety, which will be submitted to a future meeting of the Area Committee.

Diamond Jubilee Park, Cheadle - Seating pdf icon PDF 28 KB

The report sets out a proposal to install seating within Diamond Jubilee Park, to be funded from the Area Committee’s Delegated budget to be split equally between the Cheadle and Gatley and Cheadle Hulme North Ward Delegated Budgets.

 

The Area Committee is requested to support the installation of seating in Diamond Jubilee Park.
