The Minutes (copies of which had been circulated) of the meeting held on 25 September 2018 were approved as a correct record and signed by the Chair.

To consider a report of the Democratic Services Manager.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decision taken by the Area Committee and the current position on Ward Flexibility Funding.

The following comments were made/issues raised:-

·         A report in response to the traffic problems on Vaudrey Drive, Cheadle Hulme would be submitted to the next meeting of the Area Committee.

·         Concern was expressed that some of the information on progress on traffic schemes was out of date by the time it was presented to the Area Committee and needed costs attributing to a particular scheme.

RESOLVED – That the report be noted.

To receive any announcements from the Chair about local community events or issues.

The Chair advised the Area Committee that various remembrance day services were taking place in the Cheadle area on 11 November 2018, in particular at Cheadle, Gatley and Heald Green War Memorials, and at the nearby Cheadle Hulme War Memorial in the Cheadle Hulme South Ward.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A report of the Public Realm Team was submitted (copies of which had been circulated) setting out public realm issues in the area represented by the Cheadle Area Committee.

Concern was raised about fly tipping at the end of The Cloisters, Cheadle which was near to Parsonage Way. 

RESOLVED – That the report be noted.

Residents’ Parking – 72-78 Schools Hill, Cheadle

To report the receipt of a petition from four residents of 72-78 Schools Hill, Cheadle requesting residents’ parking.

A representative of the Deputy Chief Executive reported the receipy of a petition from four residents of 72-78 Schools Hill, Cheadle requesting residents’ parking.

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application for Ward Flexibility Funding from East Cheshire Musical Theatre Company towards the cost of staging a theatre production.

The Werneth Area Committee approved a grant of £200 at its meeting held on 24 September 2018.

A representative of The East Cheshire’s Musical Theatre Company attended the meeting to present an application for Ward Flexibility Funding towards the cost of a staging a theatre production.

RESOLVED – That approval be given to the Ward Flexibility Funding application from The East Cheshire’s Musical Theatre Company for £500 towards the cost of staging a production, to be funded as follows:-

Cheadle Hulme North Ward – £250

Heald Green Ward - £250

To consider an application for Ward Flexibility Funding received from Pure Innovations for a grant towards the cost of a bread and cake oven to support Pure Innovations ‘The Kitchen’ project.

The Central Stockport Area Committee approved a grant of £400 at its meeting held on 27 September 2018.

Consideration was given to a Ward Flexibility Funding application from Pure Innovations Ltd. towards the cost of a bread and cake oven to support ‘The Kitchen’ project.

RESOLVED – That approval be given to the Ward Flexibility Funding application from Pure Innovations Ltd. for £100 towards the cost of a bread and cake oven to support ‘The Kitchen’ project, to be funded from the Ward Flexibility Fund (Cheadle Hulme North Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration

(a)  To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

(b)  To consider the remaining development applications.

(c)   To consider consultations (if any) received by the Corporate Director for Place Management and Regeneration on any planning applications relevant to the Cheadle area.

The following development applications will be considered by the Area Committee:-

The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. A representative of the Deputy Chief Executive outlined the procedure approved by the Council for public speaking on planning applications.

Proposed redevelopment of site to include demolition of the existing property and erection of 68 Bedroom Care Home with associated landscaping, car park and access.

The Area Committee is recommended to grant planning permission, subject to conditions and an agreement to enforce the left turn only movement out of the road junction to Stockport Road, alongside the introduction of signage and any other necessary markings.

In respect of plan no. 69999 for the proposed redevelopment of the site to include the demolition of the existing property and erection of a 68 Bedroom Care Home with associated landscaping, car park and access at the former Queens Arms Public House, 177 Stockport Road, Cheadle

a representative of the applicant responded to Members’ questions.

RESOLVED – (1) That the Planning and Highways Regulation Committee be recommended to undertake a site visit in order to check the distances between Cuthbert Road and the development, and the size of the usable outdoor areas for residents.

(2) That it be requested that the building be ‘pegged out’, in particular adjacent to Cuthbert Road  in order that the distances be seen and that the visiting team view the development from Cuthbert Road from within a resident’s rear garden area.

Change of uses from dwellinghouse (Use Class C3) to a residential care home for children (Use Class C2).

The Area Committee is recommended to grant planning permission.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Cheadle Area Committee.

The report seeks the views of the Area Committee on the current polling arrangements within the area in order to inform the Polling District review currently underway.

The Area Committee is recommended to comment on and note the report.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) seeking the views of the Area Committee on the current polling arrangements within the Area Committee area in order to inform the Polling District review.

The following comments were made/issues raised:-

·         Wentworth Drive, off Wool Lane, was in the Cheadle and Gatley Ward (polling district AA).  As it was a cul-de-sac with its only access off Old Wool Lane which is in Cheadle Hulme North Ward, a Member enquired whether it could be transferred to the Cheadle Hulme North Ward (polling district CF).

·         There were more polling places in the southern part of the Heald Green Ward than in the northern part. Voters living off Styal Road and St. Ann’s Road North (polling district DA) had much less easy access to polling places than voters living elsewhere in the Ward.

·         Wheelchair access to the polling place at the corner of Bradshaw Hall Lane, Heald Green (polling district DE) was challenging due to the use of a temporary building with a steep ramp and this may discourage some disabled or elderly people who had not registered for a postal vote from voting.

RESOLVED – (1) That the report be noted.

(2) That the comments of the Area Committee be forwarded to the Returning Officer for her consideration.

To consider a report of the Borough Treasurer

The report advises the Area Committee of the financial standing of the Trust as at 30 September 2018, indicates the amount of money available for distribution to organisations and provide commentary on the relevant performance of investment funds.

At the meeting of the Area Committee held on 10 July 2018 it was agreed that:-

·         the decision of the Area Committee held on 5 June 2018 be reaffirmed  (that £35,000 from the Trust be allocated and further consideration given to supporting voluntary groups for children and young people, young carers, addressing loneliness amongst children and young people, and supporting sports groups for people of all ages.)

·         the sub-group previously established to consider applications for funding from the Brookfield Park Shiers Family Trust, comprising one Councillor from each of the three Wards in the Cheadle area, be reconvened in order to oversee the process and consider applications received for funding.

·         authority to make any grants be delegated to the Democratic Services Manager, in consultation with the Chair of the Area Committee and members of the sub-group referred to in (2) above.

The Area Committee is recommended to:-

·         decide upon the policy that they wish to adopt I n respect of the distribution of the Trust;

·         approval the proposal to appoint the Council’s Borough Treasurer, Michael Cullen, and Head of Financial Accounting, Jonathan Davies, as authorising trustees to the charity; and

·         advise as to the investment policy that they wish to follows.

Members felt attempts should be made to try and connect the fund to the Stockport Local Fund and direct potential applicants towards it when applications for the Stockport Local Fund were ‘live’.

RESOLVED – (1) That £50,000 from the Trust be allocated to support voluntary groups for children and young people, young carers, addressing loneliness amongst children and young people, and supporting sports groups for people of all ages.

(2) That the Council’s Borough Treasurer, Michael Cullen, and Head of Financial Accounting, Jonathan Davies, be appointed as authorising trustees to the charity.

(3) That the current investment policy be maintained.

(4) That the Deputy Chief Executive be requested to examine the feasibility of linking the administration of the Brookfield Park Shiers Family Trust to that for the Stockport Local Fund.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out a proposal for carriageway works on the unadopted section of Birch Road, Gatley.

The Area Committee is requested to support the maintenance scheme outlined in the report and authorise the Corporate Director for Place Management and Regeneration to order the work.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal for carriageway works on the unadopted section of Birch Road, Gatley.

RESOLVED - That the proposal for carriageway works on the unadopted section of Birch Road, Gatley be approved, at an approximate cost of £850 to be funded from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration

The report seeks approval for funding to erect bollards on the footway at the junction of York Close and Councillor Lane.

The Area Committee is requested to approve the installation of a number of bollards to stop drivers driving over the footway and parking on York Close, Cheadle Hulme.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) seeking approval for funding to erect bollards on the footway at the junction of York Close and Councillor Lane, Cheadle.

RESOLVED - That the installation of four bollards to prevent drivers driving over the footway and parking on York Close, Cheadle, as shown on Drawing No NM18-603702 attached to the report, be approved at an a approximate cost of £1,000 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out the findings of a consultation exercise for the Road Safety around Schools scheme outside Meadowbank Primary School and to seek approval for the introduction of a Traffic Regulation Order (TRO), associated signs and pencil bollards.

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the findings of a consultation exercise for the Road Safety around Schools scheme outside Meadowbank Primary School and seeking approval for the introduction of a Traffic Regulation Order, associated signs and pencil bollards.

RESOLVED – (1) That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the Traffic Regulation Order detailed in paragraph 4.2 of the report and shown on Drawing No. 0305/MP/002 attached to the report, at an approximate cost of £8,800 to be funded from the Road Safety around Schools 2017-18 programme budget allocation, and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

(2) That the Corporate Director for Place Management and Regeneration be requested to investigate the provision of bollards on the grass verge between nos. 51-71 Councillor Lane, Cheadle.

To consider a report of the Corporate Director for Place Management and Regeneration

The report seeks approval for minor traffic improvements at the junction of Gatley Green and Church Road, Gatley and part funding from the Ward delegated budget.

The Area Committee is requested to approve the minor traffic improvements as set out in the report and part fund the works from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation).

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) seeking approval for minor traffic improvements at the junction of Gatley Green and Church Road, Gatley and part funding from the Ward delegated budget.

RESOLVED – That approval be given to minor traffic improvements at the junction of Gatley Green and Church Road, Gatley and it be agreed that they be part funded at an estimated cost of £10,000 from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out objections received to a proposed revocation off the Prohibition of Waiting Traffic Regulation Order on Cheadle Road, Manston Drive and Oak Avenue, Cheadle Hulme.

The Area Committee is recommended that the Order be made as advertised but, in the light of the objections received, a second phase of investigation/consultation be undertaken with a view to extending the restrictions on the south easterly side of Manston Drive up to the access road leading to Regency Court.
