Minutes: The Chair announced that following representations received regarding Stockport Homes’ proposed review of the age restriction on tenants living in flats at Oak Road, Cheadle, he had agreed to consider this item at the next meeting of the Area Committee. |

Neighbourhood Policing Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team. Minutes: Sergeant Dave Lithgow (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.
The following issues were raised/comments made:-
• the success of Operation Treacle in reducing anti-social behaviour associated with bonfire night. • The success of Operation Antidote in targeting repeat offenders, particularly in the vicinity of Diamond Jubilee Park. • A series of wing mirror thefts from Mercedes cars in the area. • The work of Operation Harpoon in helping to combat anti-social behaviour and Operation Gotham, Greater Manchester Police’s anti-burglary campaign. • The work of Business Watch, particularly on the High Street in Cheadle. • As a result of thefts in previous years, motorists were warned not to leave their car engines running unattended whilst clearing frost and snow from their cars. • The new telephone number (101) for reporting non-emergency crimes. • The number of motorists who flouted the prohibition of a right turn out of Massie Street car park onto the High Street in Cheadle, and a request for the police to monitor and enforce this traffic regulation order. • The outcome of an assault on Brookfield Road.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).
Minutes: Two public questions were submitted.
The first question related to parking and traffic flow on and in the vicinity of Oak Road, Cheadle.
Councillor Iain Roberts, Executive Councillor (Transportation), advised the Area Committee that the issues were being examined by Officers and a proposal would be submitted to the Area Committee as soon as possible.
The second question related to safety issues on Schools Hill, Cheadle.
Councillor Iain Roberts, Executive Councillor (Transportation), advised the Area Committee that Officers were working on a scheme and how it would be funded, and a report would be submitted to the Area Committee as soon as possible.

Environmental and Highway Services The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality. Minutes: a) David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.
The following issues were raised/comments made:-
• The incorrect presentation of waste by certain householders. • Targeted litter patrols. • The problems of fly tipping in the area. • Rubbish left on the playing field at Outwood Primary School. • Fly tipping at the former George and Dragon public house in Cheadle. • The schedule for the emptying of litter bins in the area · Requests for overflowing litter bins on Old Rectory Gardens, Chapel Street and near the post office in Cheadle, and problems of litter from takeaways on Finney Lane in Heald Green particularly at weekends to be addressed.
RESOLVED – That David Wilson be thanked for his attendance.
(b) Daniel Meadowcroft (Solutions SK) attended the meeting to answer questions from councillors and members of the public in relation to highway issues within the area represented by the Cheadle Area Committee.
The following issues were raised/comments made:-
• the condition of the road surface on Norbreck Avenue and Priory Road, and the pavement on Evesham Road in Cheadle • dangerous pot holes at the junction of Norbreck Avenue and Ingle Road in Cheadle • The flooding problems on Styal Road and at the A560/A34 junction in Cheadle. • The temporary repair to the pothole on Styal Road in Cheadle was deteriorating already and more dangerous than it was prior to the repair. • The condition of the road surface on Silverdale Road in Gatley. • The safety railings on the side of Daisy Bank Road, off Finney Lane, Heald Green. • The condition of the pavements on High Street and Church Road in Gatley. • Flooding at the junction of Gatley Road and Kingsway • The condition of the pavements at Old Rectory Gardens and Park Road in Cheadle. • The condition of Ladybrook bridge in Cheadle.

Local Development Framework – Allocations Development Plan
To consider a report of the Service Director (Place Development)
The open forum will provide the opportunity for councillors and members of the public to ask questions and to discuss issues and possible solutions in terms of the use of land and buildings in their local area. In addition it is the intention to use the forum to raise awareness of the Allocations Development Plan Document (DPD) and to encourage the public to contribute to the process by feeding back through the formal consultation process. The main documents themselves went live on Monday 17 October 2011 at www.stockport.gov.uk/allocationsdpd.”

Minutes: Local Development Framework – Allocations Development Plan
Representatives of the Service Director (Place Development) attended the meeting and made a presentation on the consultation on the Stockport’s Allocations Development Plan Document that would support the spatial vision, objectives and strategic priorities of the Core Strategy and would inform the allocation of uses of land in the borough. It was not proposed that any sites be allocated for particular uses at this stage. Members considered issues 1-17 in the report and commented as follows:-
Issue 1 – Cheadle Royal Business Park
The policy relating to Cheadle Royal Business Park (Site 094) be amended to allow employment uses other than office development.
Issue 2 – Bird Hall Lane Employment area
The Bird Hall Lane employment area (Site 096) be retained for its current purpose.
Issue 3 – Offices adjacent to the roundabout and Junction 2 of the M60
The allocation of this site be retained as a predominantly residential area.
Issue 4 – Brookfield Road, Cheadle
The policy guidance area at Brookfield Road allowing for ‘business’ and ‘open space’ uses, along with residential development, subject to the impact of aircraft noise, be retained.
Issue 5 – Allocation of sites in housing
(a) The following sites be allocated for housing:-
• Bullocks Coaches garage, Stockport Road, Cheadle (Site 146) • Grimond House, The Paddock • Nurses Home, Cheadle Royal Hospital • Land at Cheadle Campus, Cheadle Road(Site 086)
(b) A small area of land in the Queens Garden Neighbourhood Renewal Priority Area be allocated for housing.
Issue 6 – Sites for housing/mixed use development
The focus be on maintaining the Green Belt boundary and making effective use of land within accessible urban areas, with the priority for development on previously developed land.
Issue 7 – Sites for Self build housing
Self-build housing should be encouraged.
Issue 8 – sites for Gypsies, Travellers and/or Travelling Showpeople
None of the sites referred to in the report were suitable for gypsies, travellers and/or travelling showpeople.
Residents were encouraged to respond formally to the consultation.
Item 9 – Boundaries of the District and Local Centres, and their Primary and Secondary Frontages
(a) The changes to the Cheadle District Centre, Gatley Large Local Centre and Heald Green Large Local Centre, as set out in the report, were supported. (b) No changes for the Councillor Lane Other Centre, as proposed in the report, were supported.
Item 10 – Primary Shopping Areas
The suggested Primary Shopping Areas should be allocated in the Allocations DPD.
With regard to Heald Green, it was requested that the land between the railway line and Neal Lane be examined for inclusion within the Primary Shopping Frontage.
Item 1 1 – Level of hot food takeaways (A5 use) within the Primary and Secondary Frontages and amount of Primary and Secondary Frontages that can be in non-A1 (shops) use
Hot food takeaways
The percentage of units that can be hot food takeaways should be limited to (the average of) 3% within the Primary Frontage and 8% in the Secondary Frontage (or no increase if that percentage is already exceeded); and hot food takeaways limited so that no more than two adjacent units are in such use, with a minimum number of other units before the next food takeaway within the frontage.
Proportion of non-A1 uses allowed
District Centres
The current (UDP Review) approach should be continued of limiting the percentage of non-A1 use to 20% in Primary Frontages and 40% in Other Main Shopping Frontages, with no threshold in Secondary Frontages, with no more than 12m continuous non-A1 use (where the percentage limit is already exceeded then there should be no increase);
Large Local Centres

Minutes: A representative of the Democratic Services Manager submitted an application (copies of which had been circulated) detailing a request from the Cheadle Village Partnership for Ward Flexibility Funding of £1,000 towards the management of the trees, refurbishment of the pond and paths, and installation of lighting at Cheadle Village Green.
RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 (£800 from the Cheadle Hulme North ward allocation and £200 from the Cheadle and Gatley ward allocation) towards the management of the trees, refurbishment of the pond and paths, and installation of lighting at Cheadle Village Green. |

The report details the review currently being undertaken on the way the Council runs its car parks and as part of this has developed a draft strategy for parking. This draft Strategy is in the process of being consulted on and as part of this it is being brought to the Area Committee for comment as requested by the Environment & Economy Scrutiny Committee.
The Area Committee is recommended to comment on the draft strategy.

Minutes: A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) in connection with a draft strategy which had been developed as part of a review which had been undertaken into the way the Council ran its car parks.
The following comments were made/issues raised:-
• The origin of the restriction of lorry parking in the area north of the M60. • The soft market testing which would take place, discussing with market providers how the Council’s car parks could be run in the future. • Issues that arose around the area because residents felt that they had a right to park outside their own home. • The difficulties faced by people when they wished to park to use the shops in the district and local centres in the area. The knock on effect was that shoppers parked in neighbouring streets which had, on occasions, led to residents living in those streets requesting permit parking. • A Member requested that the residential parking scheme policy should refer to the amount of parking available on a street. Residents with a substantial amount of parking available within their property had on, occasions, acquired permits as a means of preventing people from parking outside their homes. • Providing a vehicle was taxed and insured it could be left outside a person’s property indefinitely. • The reduction in car parking income in the borough in the last three years. • The Council should consider introducing pay on exit at all its car parks.
