Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Three .public questions were submitted.
The first public question related to motorcyclists using a pedestrian passageway between Deane Avenue and Donnington Avenue, Cheadle causing a danger to pedestrians and to children who played out in the road.
The second public question related to car parking problems on Ashbourne Avenue in Cheadle. The questioner was advised that Councillors would be visiting the area next week with Council Traffic Officers to assess the car parking situation.
The third public question had been submitted by a member of the public who was not present at the meeting. The Chair advised that, in accordance with the Code of Practice, a written response would be provided to the questioner.
RESOLVED – (1) That, with regard to the first public question, the issue be raised with the Community Safety Unit in the first instance and the questioner requested to keep a diary of the motorcyclists using the passageway and the registration numbers if possible.
(2) That with regard to the second public question, Traffic Officers be requested to investigate the situation further and prepare a report for a future meeting of the Area Committee.
(3) That, with regard to the third public question, a written response be sent to the questioner.

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Amy Beasley (Transport Strategy and Growth Manager, Stockport Council) attended the meeting and provided an update on the public consultation being undertaken regarding transport issues and options in Stockport to inform the updating of the South East Manchester Multi-Modal Strategy to 2040. She advised the Area Committee that a consultation event on the Local Plan and the SEMMM Strategy Refresh would be held on 28 September 2017 at 6.00pm at The Kingsway School, Foxland Campus. All were invited to attend.

To consider an application for Ward Flexibility Funding from 1st Gatley Scouts (St James) for a defibrillator. Additional documents: Minutes: A representative of the 1st Gatley Scouts (St James) attended the Area Committee to answer questions from Members in relation to an application for Ward Flexibility Funding from 1st Gatley Scouts (St James) for a defibrillator. He reported that he had managed to secure a quote for a defibrillator for £960, as opposed to the £1,248 requested in the application form.
RESOLVED – That approval be given to funding to 1st Gatley Scouts (St James) for £960 for a defibrillator, to be funded from the Cheadle and Gatley Ward Flexibility Funding allocation. |

· concerns were raised as to the scale of the proposal on a constrained site and the likely impact on the local highway network, as well as the amenity of local residents. Furthermore, although the significant benefits of the proposal with its community facilities and the provision of much needed nursery and primary school places were noted, it was queried how the development would improve secondary education, when the need for secondary school facilities was greater in other parts of the borough. · a request was made for Officers from Education Services to attend the meeting of the Bramhall and Cheadle Hulme South Area Committee on 28 September 2017 to provide clarification on the need or otherwise for the proposed secondary school. · the possibility of implementing Traffic Regulation Orders in the area, particularly along North Downs Road, needed to be considered, both prior to development and when the schools would be running at full capacity. If approved, careful consideration would need to be given to conditions, specifically those relating to construction hours, route for the construction traffic, noise levels, the highway improvement works and their completion prior to the opening of the development, a robust Travel Plan, use of the staff car park, hours of use of the Multi-Use Games Areas (MUGAs) and the suitability of cladding materials. · Councillors suggested that it would be beneficial for Members of the Planning and Highways Regulation Committee to visit the site as part of their assessment of the application. Any such site visit was suggested to take place on a week day at 8.30am. |

To consider a joint report of the Corporate Director for Place Management and Regeneration and the Deputy Chief Executive The Area Committee is requested to dedicate a bridleway over a section of land owned by the Council in the Ladybrook Valley and a section of land that is outside its ownership in the Ladybrook Valley, and consider the extinguishment of a section of Footpath 75 Cheadle and Gatley. The Area Committee is recommended to:- (i) authorise the dedication of a bridleway over the section of the route between Points A – B – C – D - E and K – L - M – N, as shown on the plans at Appendices 5, 6, 7 and 8.
(ii) authorise appropriate dedication agreements to be entered into between the Council and landowners of the land over which the sections of path marked A – B – C and D – E run.
(iii) authorise the making of a bridleway creation order in respect of the sections of the route between points E – F – G – H – I and G - J, as shown on the plans at Appendix 6.
(iv) authorise the making of a footpath extinguishment order under section 118 Highways Act 1980 to extinguish that section of footpath 75 Cheadle and Gatley between Points X – Y, as shown on the plan at Appendix 2.
(v) in the event that objections are received to the creation and / or extinguishment orders, delegate authority to send the orders to the Secretary of State for confirmation, or not proceed with the orders, to the Corporate Director for Place Management and Regeneration.

Minutes: A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) regarding a request to dedicate a bridleway over a section of land owned by the Council in the Ladybrook Valley, and on land that was outside its ownership in the Ladybrook Valley, as shown on the plan attached to the report. The Committee was requested to consider entering into a dedication agreement with the owners of the private land.
If the Area Committee agreed to dedicate the bridleway, the Council would have maintenance responsibility to bridleway standard for the route. The Area Committee was also requested to consider the creation of a bridleway on land which is outside its ownership in the Ladybrook Valley. The paths would be maintainable at public expense.
In addition, the Area Committee was requested to consider the extinguishment of a section of Footpath 75 Cheadle and Gatley.

The cemetery was not a fully secure site. It had a wall along Manchester Road but this would not deter access, and it was partially fenced around the perimeter. The main gate to the cemetery had been left open at evenings and weekends and had been for a number of years.
There had been a few reports of anti-social behaviour or concerns about security at Mill Lane Cemetery over the years. Following the most recent report this year a security patrol had been introduced and there had been no subsequent reports of incidents. The costs of effectively securing the site were prohibitive and were also likely to restrict access to some visitors who currently visited the site at weekends and evenings.
As part of improvement works at the cemetery, bushes would be planted between the footpath (which is a public right of way) and the cemetery.
RESOLVED – That the site continue to be monitored and action taken with Greater Manchester Police, if necessary.
