(a) To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

(b) To consider the remaining development applications.

(c) To consider consultations (if any) received by the Deputy Chief Executive on any planning issues relevant to the area.

The following development applications will be considered by the Area Committee:

Proposed site clearance/demolition and construction of 106 residential apartments (Use Class C3), with access, car parking landscaping and delivery of associated infrastructure works.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grants planning permission subject to the applicant entering into a Section 106 agreement to secure:-

·         a “Loading Only” Traffic Regulation Order contribution (£7500 with RPI indexation);

·         compensation for consequent loss of SMBC on-street parking bays;

·         offsite biodiversity net gain contribution of £23,716 if not provided within the adjacent site;

·         a late stage viability review in respect of affordable housing, education and public open space provision and management; and

·         a monitoring and management fee.

The conversion of the basement and ground floor to a 5-bedroom/5-person house of multiple occupation (Use Class C4), a single-storey rear extension, provision of a basement lightwell, window/door replacements boundary treatment improvements and associated landscaping works.

The Area Committee is recommended to grant planning permission subject to conditions and the completion of a Section 106 legal agreement to secure financial contributions of £4,488.00 towards public open space provision and maintenance (plus monitoring and reporting fees).

To consider a report of the Executive Director for People and Neighbourhoods.

The report provides the latest update on Stockport Live Well building on the report brought in September 2024 on the Neighbourhoods and Prevention Programme, specifically neighbourhood profiles and outlines the key areas of focus for the next 12 months, in particular an update on development of the Stockport neighbourhood model (including networks, meetings, coordination and leadership).

The Area Committee is recommended to: -

(a)  Comment on and to note the report.

(b)  Provide local advice to the development of the networks in particular to suggest venues for future network meetings.

The report details the findings of a consultation exercise and to seeks approval for the introduction of a No Waiting At Any Time' traffic regulation order on Northgate Road, Chatham Street and Eldon Road, Edgeley.

The Area Committee is recommended to give approval to the legal advertising of the package of traffic Regulation Orders detailed at Appendix A to the report and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1,200 to be funded from the Area Committee’s Delegated Budget (Edgley ward allocation).

The report details a proposal for the introduction of an Experimental Traffic Regulation Order (ETRO) ‘Business Permit Holder Parking Bay’ on Bramhall Lane, Davenport.

The Area Committee is requested to recommend that the Cabinet Members for Parks, Highways and Transport Services gives approval to the introduction of an Experimental Traffic Regulation Order (ETRO) ‘Business Permit Holder Parking Bay’ as set out in Appendix A and on the attached drawing at a cost of £1,550 to be funded from the Area Committee’s Delegated Budget (Davenport & Cale Green ward allocation).

To consider a report of the Director of Place Management.

The report details a proposal to make permanent an experimental order (Prohibition of Waiting) on Woodsmoor Lane in Woodsmoor.

(NOTE: The Offerton ward element of the scheme has been submitted to the Stepping Hill Area Committee for its approval, and as such, the Central Stockport Area Committee’s remit is to consider the Davenport & Cale Green Ward element of the scheme).

Woodsmoor Lane (Offerton Ward)

South East side, from a point 5 metres North East of the North Eastern kerb line of Claremont Road in a South Westerly direction to a point 5 metres South West of the South Western kerb line of Claremont Road.

Woodsmoor Lane (Davenport & Cale Green Ward)

North Western side, from a point 10 metres North East of the (projected) North Eastern kerb line of Claremont Road for a distance of 21 metres in a South Westerly direction.

The report details a proposal for the supply and installation of 4 pencil bollards at the shared path crossing point on Knowsley Road and Maplecroft, Offerton to deter motorists from parking their vehicles on and around the crossing which causes obstruction and reduces visibility to pedestrians and cyclists.

The Area Committee is recommended to give approval to the supply and installation of 4 pencil bollards at the shared path crossing point on Knowsley Road and Maplecroft, Offerton at a cost of £2,500 to be funded from the Area Committee’s Delegated Budget (Manor ward allocation).

To consider a report of the Director of Place Management.

This report details the findings of a consultation exercise undertaken to ascertain residents’ appetite for the introduction of a residents permit parking scheme on various streets within Edgeley Ward.

The Area Committee is recommended to note the contents of the report detailing the consultation responses and to agree that no further action be taken with regard to roads around the Edgeley district centre, and that the Director of Place Management be requested to progress a Residential Parking Scheme on Hardman Street, Edgeley only.

To consider reports of the Director of Place Management.

The report details an application from 4 Seasons Events Group for the use of Woodbank Memorial Park for their inflatable and children's rides event between Saturday 3 May and Monday, 5 May 2025.

The Area Committee is recommended to give approval and the application be granted subject to the event organiser obtaining and providing the relevant paperwork at least 2 weeks prior to the event, including any necessary licences, health and safety documentation, insurance certificates, a satisfactory traffic management plan and the payment of agreed fees and charges.

Event Application for four family friendly concerts at Viaduct Park during the summer months on 24 May, 21 June, 27 July and 30 August.
