The Chair expressed thanks to Councillor Dena Ryness for organising the council’s Holocaust Memorial Day event.

It was further reported that this was the last meeting to be attended by David Clee, CSS Manager and lead support officer to the area committee. Thanks were expressed to Mr Clee for his hard work over the years.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the area committee, subject to the exclusions set out in the code of practice (questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the area committee, subject to the exclusions set out in the code of practice.

Three public questions were submitted as follows:

·         Relating to vehicle speeding and general upkeep around Gatsby Cresent and Miliner Place

In response, it was stated that the question related to an unadopted road in the area, and members were assured that ongoing work was taking place to resolve the matter.

RESOLVED – That the Director of Place Management be requested to respond to the questioner in writing.

·         Relating to hedgerows at Reddish Vale Country Park

In response, it was noted that this question had also been asked at the Heatons and Reddish Area Committee meeting 24 January 2022. The representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Services) advised members that an officer from the Countryside and Arboriculture Team would make contact with the questioner to discuss the hedges matter raised with a view to assessing required work over the coming year.

RESOLVED – That the Director of Place Management be requested to respond to the questioner in writing.

·         Relation to the proposed 1.2m spaced bollards detailed in the access controls review

In response, it was stated that the council was in the process of consulting on this document and that it was aware that there were a number of concerns within the community with regards to both access to routes and the issues caused by illegitimate access to routes. The council was liaising with the council’s Legal Team as part of the development of the policy. One of the aims of this policy statement was to assist in the meeting of the Public Sector Equality Duty as it would:

  • Ensure a written record of the equality considerations that were taken into account.
  • Ensure the decision-making includes a consideration of the actions that would help to avoid or mitigate any negative impacts on particular protected groups.
  • Make decisions based on evidence.
  • Make the decision-making process more transparent.

It was further stated that the council were seeking comments through the consultation on the document to help shape the final version and residents and other stakeholders were encouraged to fill in the consultation with their views. Legal advice would be continually taken throughout the development.

Finally, it was stated that the 1.2m option was not the default position but an option for very specific issues where the evidence was such that it was appropriate.

RESOLVED – That the Director of Place Management be requested to respond to the questioner in writing.

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Inspector Ian Ashenden (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public in relation to neighbourhood policing issues within the area represented by the Central Stockport Area Committee.

The following comments were made/ issues raised:

·         Operation Avro was a Greater Manchester Police force-wide initiative to fight crime and protect communities. The operation took place in Stockport today (27 January 2022) and was a ‘day of action’ to combat crime in the Central Stockport area. Throughout the day, 10 warrants had been executed and 13 arrests made. Partnership working had helped to make the operation a success, and thanks were expressed to members that had had the opportunity to see some of the work that had taken place. The operation would continue into the night, and members would receive an update on the operation once it was complete.

·         There had been a slight increase in anti-social behaviour and youth disorder in the town centre. Members were reassured that the force were aware of this and were building intelligence. It was hoped that the force could work with young people and partners to ensure sanctions to groups were appropriate. An update on progress would be provided to members in due course.

·         The Inspector had not been made aware of any developments in relation to community Speedwatch in January, and encouraged members to contact him if it was felt that this needed to be progressed within the next couple of weeks or so.

·         Members were advised that Operation Avro would come back to Stockport in approximately 6 months-time to keep up momentum on the work to combat crime.

·         Members were pleased to see increased visibility of officers, and thanks were expressed to Inspector Ashenden and officers for their hard work on the operation and a positive day of action.

RESOLVED – That Inspector Ashenden be thanked for his attendance.

Open Forum - Access Control Measures Policy Statement pdf icon PDF 404 KB

To consider a report of the Director of Place Management.

 

The key message is that Stockport Council wants to explain to residents what the new access control policy entails and to look for feedback from residents about how the policy could be improved or altered to ensure it is ‘best practice’.

The consultation will be online via the “have your say” page on the council website and with hard copies of the documents and the questionnaires in the libraries between 10 January - 11 February.

 

The area committee is recommended to note that the consultation is in progress and utilise their own contacts to encourage people to respond.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) outlining what the proposed new access control policy entailed and seeking feedback from residents about how the policy could be improved or altered to ensure it was best practice.

The following comments were made/ issues raised:

·         Disability Stockport had been consulted on the document through ongoing monthly conversations with the council. Further, officers had been out in the local area and trialled different access options with disabled people, including disabled cyclists, as part of the development of the document.

·         In response to a question as to whether the police had been consulted on the document, it was noted that officers had not yet consulted the police. However, the views of the police were welcomed and officers would work with the police going forward.

·         Members stressed the importance of making footpaths as accessible as possible, and understood that in some cases this was difficult due to the nature of the path.

·         The Strategy Growth and Improvement Manager assured members that the decision-making process on proposed access would be clear.

·         Members were also assured that Friends of Parks would be made aware of the consultation.

·         To support answering queries from residents on routes, work was in progress to map accessible areas.

RESOLVED – That the report and consultation be noted.

To consider a report of the Director of Place Management.

 

The report requests the Area Committee to give consideration to the extension of the 20mph Zone covering Kennerley Road in Davenport.

 

(NOTE: This report is also due to be considered by the Stepping Hill Area Committee at its meeting on 25 January 2022 as the proposed scheme falls within the boundaries of two area committees).

 

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the subsequent making of the following Oorders at a total cost of £3000 (£1500 to be funded from this Area Committee’s Delegated Budget (Davenport & Cale Green Ward Allocation) with the remainder of the balance to be funded from the Stepping Hill Ward allocation).

A representative of the Strategic Head of Service (Legal and Democratic Governance and Monitoring Officer) submitted a report of the Director of Place Management (copies of which had been circulated) proposing an extension of the 20mph Zone covering Kennerley Road in Davenport. It was noted that Stepping Hill Area Committee agreed their part in the scheme at their meeting 25 January 2022.

 

Thanks were expressed to officers for working to resolve issues in relation to the road.

 

RESOLVED - That the Cabinet Member for Sustainable Stockport be recommended to give approval to the legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the Orders at a total cost of £3000 (£1500 to be funded from Central Stockport Area Committee Delegated Budget (Davenport & Cale Green Ward Allocation), with the remainder of the balance to be funded from the Stepping Hill Ward allocation).

The report sets out the background to an experimental Traffic Regulation Order covering the Covent Garden Village Development in the Town Centre.

 

The Area Committee is asked to decide whether the Traffic Regulation Order schedule as detailed in the report should now be established on a permanent basis.

RESOLVED - That approval be given to the following Permanent Traffic Regulation Order:

Revoke all existing non-moving Traffic Regulation Orders on the streets listed       below:

Covent Garden, Banbury Street, Garnett Street, Massey Street, Lowe Street, London Place and London Square

Their full adopted lengths according to the historical layout previous to redevelopment in 2019.

Introduce No Waiting at Any Time:                              

Covent Garden

South Westerly side from a point 5 metres south west of the projected Easterly building line of No.1 for a distance of 7.5 metres in a north westerly direction.

South easterly side from a point level with the projected north easterly kerb line of Banbury Street for a distance of 5 metres in a north easterly direction; then for a distance of 7.5 metres in a south easterly direction (following the kerb line).

North westerly side from the north easterly kerb line of Banbury Street for a distance of 10 metres in a north easterly direction; then 5 metres in a south easterly direction (following the kerb line).

Banbury Street

Both sides for its full adopted extent (a distance of approximately 73 metres) and to tie in with the same on adjoining streets.

Garnett Street

Both sides for its full length Adopted extent (a distance of approximately 110 metres) and to tie in with the same on adjoining streets.

Massey Street

Both sides for its full Adopted extent (a distance of approximately 35 metres) and to tie in with the same on adjoining streets.

Lowe Street

South Westerly side from the north westerly kerb line of John Street for a distance of 64 metres in a north westerly direction and to tie in with the same on adjoining        streets.

North Easterly side from the North Westerly kerb line of John Street for a distance of 15 metres in a North Westerly direction. From a point 3 metres South East of the South Easterly kerb line of Massey Street for a distance of 22 metres in a North Westerly direction and to tie in with the same on adjoining streets.

London Place

Both sides for its full Adopted extent (a distance of approx. 78 metres) and to tie in with the same on adjoining streets.

London Square

North Easterly side from the North Westerly kerb line of London Place for a distance of 76 metres to the limit of its Adopted extent and to tie in with the same on adjoining streets.

The report sets out a proposal to upgrade (and extend) no Waiting at any Time restrictions to introduce a Prohibition of Loading on Marsland Street and Water Street in Portwood.

The report details the findings of a consultation exercise and seeks approval for the introduction of a No Waiting at Any Time Traffic Regulation Order on East Street at the junction with Hardman Street on both sides of the junction, at the entrance to Hollywood Towers with associated loading bays to assist Hollywood Towers and further restrictions as shown on Drawing No. NM8/5109/Option A, which will help to prevent parking.

The report proposes measures to install a build out of the footway/ install bollards at the junction of Stockport Road and Sandown Road to prevent parking and aid visibility.

 

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport approve the cost of the works.

RESOLVED - That the Cabinet Member for Sustainable Stockport be recommended to give approval to the installation of a footway build out and bollards to the west side of the junction of Stockport Road with Sandown Road, together with bollards on the east side at a cost of £8,000 to be funded from the strategic budget.

RESOLVED - That the Cabinet Member for Sustainable Stockport be recommended to give approval  to the removal of the hatched area at the left of the bus stop at the Railway Club, Edgeley Road to aid parking and to extend the bus stop markings to provide better visibility at a cost of £1,280 to be funded from the Strategic Budget.

RESOLVED - That approval be given to a proposal for an improved vehicle access restriction barrier to be installed at the Webb Lane entrance to St Thomas’s Recreation Ground, at an approximate cost of £4,650 to be funded from the Area Committee’s Delegated Budget (Manor Ward allocation) and that the Director of Place Management be authorised to order the work as outlined in the report.
