The Minutes (copies of which had been circulated) of the meeting held on 16 September 2021 were approved as a correct record and signed by the Chair.

Councillors and Officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

Inspector Ian Ashenden attended the meeting to report on neighbouring policing issues within the Central Stockport area.

Members were advised of the following:-

·         Operation Treacle on halloween and bonfire night

·         the number of robberies and anti-social behaviour perpetrated by young people on mopeds

·         crime prevention work in the area.

The following comments were made/issues raised:-

·         an update was provided on the actions the Police had taken regarding anti-social behaviour on Davenport Playing Fields and the problems caused by off-road bikes.

·         dangerous driving in the vicinity of Bexhill Road, Adswood was raised.

·         rhe issue of two wheeled vehicles and the criminal acts that were committed on them – both off-road bikes and mopeds – continued to be a major cause of concern for residents. A Member enquired what the current Police policy was with regard to removing people from the off-road bikes and mopeds whilst they were in motion.

·         With regard to the reporting of crime figures, a Member enquired if crimes against women could be reported separately locally rather than grouped together. Gender based violence was a major issue and the issue was whether reporting the gender of the victim in crime updates would help identify the size of the problem.

·         It was requested that Cheadle Heath Park and Alexandra Park were included within the scope of Operation Treacle.

A question was submitted referring to the mural on the side of a building on Lower Hillgate entitled ‘Industry’ which had been painted in 1983 and  the questioner enquired why metalwork for a new building had been bolted on top of it.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Services) reported that Planning Officers had advised him that the mural in question was on the north facing gable of 89 Lower Hillgate (currently in use as an outdoor clothes and equipment shop called Base Camp) adjacent to what was until recently a vacant plot of land.

Planning permission was granted in 2015 for development of that plot of land – planning permission reference: DC/056739.  The description of development was ‘Erection of a mixed use four storey office / residential building on land at the corner of Wesley Street and Middle Hillgate.’  The decision to grant planning permission had been made by Officers using delegated powers.  No public objections had been received.

That planning permission was now being implemented and the building’s steel frame has been erected.  The development was also the subject of a ‘live’ planning application to vary a number of conditions attached to the planning permission (ref: DC/082551).  That variation application was still being considered by Officers.

When granting the original permission in 2015, Officers were aware that the mural would no longer be visible if the development were to proceed.  The mural was now faded and barely legible.

RESOLVED – That a written response be sent to the questioner.

The Area Committee is requested to recommend the Planning and Highways Regulation Committee to authorise the Corporate Director (Place) and Deputy Chief Executive to determine the applications, subject to negotiating obligations to be covered by a legal agreement to secure the phased delivery of the development to ensure that the 6 no. affordable ‘shared ownership’ (managed by a RP) apartments proposed for Site ‘B’ (DC/078266) 1-3 Lower Hillgate are delivered first and that public open space including the provision of a ‘Pocket Park’ is provided at an appropriate trigger point mechanism associated with the delivery across the four sites and associated population capacity.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted a report of the Corporate Director (Place) and Deputy Chief Executive (copies of which had been circulated) setting out proposals to consolidate the 20mph speed limit on Canterbury Road and surrounding streets in Offerton.

RESOLVED – That approval be given to measures to expand the coverage of the existing 20mph speed limit repeater signage and road markings on Canterbury Road, between Hall Street and Turncroft Lane, and the surrounding streets in Offerton, with a particular emphasis on Canterbury Road and Glebe Street which provide a straight corridor between Hall Street and Turncroft Lane (as shown on drawing number NM18-6359 attached to the report) at an approximate cost of £1,300 to be funded from the Area Committee’s Delegated Budget (Manor Ward allocation).

The report sets out the findings of a consultation exercise for the Road Safety around Schools scheme around Bridge Hall Primary School and seeks approval for the implementation of a footway build-out with associated dropped kerbs with tactile paving; pencil bollards, access protection markings, new school warning signs, sign post painting and provision of additional road markings.

The Area Committee is requested to approve the proposals for the Road Safety around Schools – Bridge Hall Primary School scheme.

RESOLVED – That approval be given to the Road Safety around Schools scheme around Bridge Hall Primary School, as shown on drawings 0305/51/BH/001 Rev A and 0305/51/BH/002 Rev A attached to the report, to be funded from the Road Safety around Schools programme budget allocation. The proposals included:-

·                a footway build-out at the existing uncontrolled crossing on Siddington Avenue to improve visibility for pedestrians;

·                replacement of existing bollards at the junction of Siddington Avenue/ Cuddington Crescent with pencil bollards to highlight to drivers that children will be crossing the road;

·                relining of the existing road markings at the Siddington Avenue/ Cuddington Crescent junction;

·                provision of school warning signs on Siddington Avenue;

·                provision of access protection markings on Cuddington Crescent at properties with dropped kerbs;

·                provision of kerb blips on Cuddington Crescent to reinforce the existing No Loading restrictions (8am – 5pm Monday to Friday);

·                existing sign posts on Cuddington Crescent to be painted to highlight the school entrance; and

·                an upgrade of the school warning signage on Adswood Road including provision of ‘School 20 When Lights Show’ signage to encourage vehicles to slow down at school times.

·                provision of dropped kerbs and tactile paving at the vehicular entrance to the school on Rostrevor Road to assist pedestrians; and

·                provision of hatching at the junction of Roslyn Road and Rostrevor Road to encourage vehicles to slow down when turning left from Roslyn Road.

The report provides the Area Committee with an update on the One Stockport frogs initiative.

The Area Committee is requested to support the balance of £400 for ‘Sunshine Frog’ to be funded from the Edgeley & Cheadle Heath Ward Flexibility Budget and £2,400 for ‘Park Frog’ to be funded from the Manor Ward Discretionary Budget.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Corporate Director (Place) and Deputy Chief Executive (copies of which had been circulated) providing the Area Committee with an update on One Stockport frogs and to seek the authorisation of the Area Committee Delegated Budget towards the costs.

RESOLVED – (1) That approval be given to :-

(i)            the allocation of £400 from the Area Committee’s Delegated Budget (Edgeley & Cheadle Heath ward allocation) for the outstanding balance of the ‘Sunshine Frog’ that had been located on Castle Street, Edgeley.

(ii)              the allocation of £2,400 from the Area Committee’s Delegated Budget (Manor Ward allocation) for the full cost of the ‘Park Frog’ that had been located in Woodbank Park.

(2) That the thanks of the Area Committee be extended to Stockport County Football Club for contributing £2,000 towards the sponsorship costs of the ‘Sunshine Frog’ on Castle Street, Edgeley (Edgeley & Cheadle Heath Ward); sponsorship costs of £2,400 provided by Stephensons towards the ‘Resilience Frog’ in Cale Green Park (Davenport & Cale Green Ward) and sponsorship costs of £2,400 provided by Countryside Properties (UK) Ltd towards ‘Glow Frog’ outside First House, Brinnington (Brinnington & Central Ward).

The report sets out an application from Stockport Harriers & Athletic Club to utilise Woodbank Memorial Park for its running event on 12 December 2021.

The Area Committee is recommended to approve the application, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place and this being confirmed to the Ward Councillors.
