Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality. Minutes: Mark Calderbank (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).
The following comments were made/issues raised:-
· there continued to be a problem with waste presented incorrectly in the alleyway between Farr Street and Freemantle Street, Edgeley. · the Brinnington and Central Ward Councillors requested details on the maintenance of Berwick Parade, Brinnington by Equity Housing. · the passageway between Culver Road and Rostrevor Road, Stockport needed cleaning again. · the blocked gullies at the junction of Adswood Road and Culver Road, Stockport would continue to be monitored.

Public Space Protection Order-Car Cruises PDF 58 KB To consider a report of the Corporate Director for Place Management and Regeneration
The report outlines the concerns caused by the operation of car cruises in car parks in the Borough and contains details of a proposed Public Space Protection Order designed to deal with the problems presented by the car cruises.
The report will be considered by the Environment and Economy Scrutiny Committee at its meeting to be held on 26 January 2017.

Minutes: A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) outlining concerns caused by the operation of car cruises in the Borough and containing details of a proposed Public Space Protection Order designed to deal with the problems presented by the car cruises. The proposed Order had the support of Greater Manchester Police and Chief Inspector Richard Timson, Greater Manchester Police (Stockport Division) also attended the meeting to respond to Members’ questions.
The organiser of the events had attended the meeting of the Area Committee held on 14 July 2016 when the Area Committee had emphasised that the events were unauthorised and should stop and that, as a minimum, permission should be sought from the Area Committee as was the case for other events in the town centre. No such application had been forthcoming. The proposed Order was currently subject to consultation and the closing date for comments was 12 February 2017.
The following comments were made/issues raised:-
· Members emphasised that it was important that the Council’s car parks were protected at a time when the town centre was being regenerated. · The events were intimidating to local residents and the proprietors of businesses and it was important that they felt safe. · The Police could enforce the Order in the short term but in the mid term preventative measures needed to be put in place. CCTV was already in place in certain areas and consideration would be given to taking vehicles off people in the longer term if they transgressed the Order. · The Council could possibly take a different view if the organisers proposed to hold the car cruises on private land, the permission of the landowner had been obtained, and businesses and local residents were unaffected.
RESOLVED – That this Area Committee supports the introduction of a Public Space Protection Order designed to deal with the problems presented by the car cruises.

CONSTITUTIONAL REVIEW - AREA COMMITTEES PDF 148 KB This item has been placed on the agenda at the request of the Chair.
To consider a report of the Monitoring Officer
The Labour Group has suggested that proposals be developed to ensure (i) the work of Area Committees better reflects the changing and increasing role of Councillors and, in particular, moves towards place-based working and (ii) that all Area Committees have similar powers, including responsibility for town centre planning returning to the Central Stockport Area Committee.
The Liberal Democrat Group has asked for a review of the Area Committee boundaries, in particular (but not limited to) revisiting the split of Cheadle Hulme across two Area Committees.
In addition, the Monitoring Officer has reviewed the existing Area Committee Functions and Schedule 1 to the report sets out some suggested amendments to the duties and responsibilities which better reflect the current position.
The Area Committee in invited to comment on the report, prior to its consideration by the Constitution Working Party at its meeting to be held on 8 February 2017.

A representative of the Democratic Services Manager submitted a report of the Monitoring Officer (copies of which had been circulated) which proposed a number of changes to the Constitution that affected Area Committees and had been submitted to the Area Committee prior to being considered by the Constitution Working Party at its meeting to be held on 8 February 2017.
The following comments were made/issues raised:-
· Support was given to the abolition of the Town Centre Committee and responsibility for Town Centre planning returning to the Central Stockport Area Committee. · The Area Committee did not feel that the number and composition of the Area Committees should be altered, and did not support the creation of an Area Committee specifically for the Cheadle Hulme North and Cheadle Hulme South Wards. · The Area Committee felt that Ward Flexibility Funding should be determined by the relevant Ward Councillors to decide, not the full Area Committee. The decisions made were subsequently reported in the progress report on Area Committee Decisions which was submitted to each meeting of the Area Committee. · A number of Wards in the borough had far greater uncommitted funds than those in the Central Stockport area. A Member felt that the allocation of Ward Flexibility funding should be examined so that those Wards which contained Government priority areas were allocated greater funds.
RESOLVED – That the comments of the Area Committee be forwarded to the Constitution Working Party for consideration.

The report sets out a request to use St Peters Square in Stockport Town Centre for the Roughley’s Bike Show event in 2017.
The Area Committee is request to comment on whether permission should be granted for the Roughley’s Bike Show event should be held in St Peters Square town centre in 2017 and, if so, the conditions which should be applied.

Minutes: A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out a request to use St Peters Square in Stockport Town Centre for the Roughley’s Bike Show event in 2017.
In 2015 and 2016 both SKY and Stockport Plaza (both of which were adjacent to the square) had expressed concerns regarding sound levels and requested evidence from the organisers to show how they would manage and mitigate the impact of this issue. SKY had now notified both the Council and the Roughley’s Bike Show event organisers that whilst they had been supportive of the Roughley’s Bike Show and had not objected to the events in 2015 and 2016, they were unable to support another bike show in the square in future years and had confirmed that they would submit a formal objection to any application for a Premises Licence. The event organisers had notified the Council that if they were unable to hold the 2017 bike show in St Peters Square they would seek to hold it in another borough in Greater Manchester.
The following comments were made/issues raised:-
· St Peters Square was a public realm space designated and improved by the Council for use for public events and there was no obvious alternative location for the event which was held on one day of the year. · The event was used to raise funds for three charities – the Rainbow Trust, Together Trust and NABD (a charity to help bikers with disabilities). In 2015 the event had raised £8,000, a figure which the organisers were hoping would have been exceeded by the 2016 event. · Roughley’s Bike show was a very popular event. From a small scale event in 1999 when the event was held in Stockport Market Place, the event had attracted a greater attendance each successive year and now attracted in excess of 6,000 visitors. · The new Holiday Inn Express hotel at Stockport Exchange and the new Travelodge on Heaton Lane would benefit from the visitors to the event. · SKY should embrace the event, possibly have a stall and attract new customers rather than adopt the stance which they had. · Not all the staff highlighted by SKY as being affected would be working on the day in question. Members queried how the cost to SKY of closing their offices for the day of the event had been derived.
RESOLVED – (1) That the Area Committee supports the holding of Roughley’s Bike Show in St Peters Square in Stockport Town Centre in 2017.
(2) That the Area Committee supports the following conditions:-

· consult with all neighbouring businesses before the end of April 2017. · comply with the Council’s Guide to Events, including securing all necessary permissions and licences. · comply with the Council’s Guide to Town Centre Managed Sites. |

The report seeks comments from the Area Committee regarding making permanent the experimental Waiting and Loading /Unloading Traffic Regulation Orders associated with the Town Centre Access Plan Scheme 401C in the vicinity of Tiviot Dale and Daniel’s Lane.
The Area Committee is requested to comment on the report and recommend that the Executive Councillor (Communities and Housing) approves the legal advertising of the Traffic Regulation Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.
