Two public questions were submitted.
The first public question related to the cause of the flooding in Clover Avenue, Adswood in 2009 and the resultant flooding of St. Ambrose Church Hall, the action taken to ensure that no future flooding would take place in Clover Avenue and, in the light of the recent flooding in the area in September, the measures that United Utilities and the Council would be taking to ensure that there was no recurrence of the flooding.
The Chair advised the meeting that she had received a response to the questions from Officers in the Place Directorate.
The response stated that a contributing factor to the flooding was a blockage at the outlet from the culvert and debris within the channel of the watercourse located within open land off Appleby Close, Adswood on the opposite side of the railway from Clover Avenue. Following the flood event blockage removal work, excavation works to re-establish the channel of the watercourse and site clearance works were being carried out in order to prevent further flooding. Additionally, United Utilities had carried out some debris and grout removal works on the public sewer network within the Clover Avenue area.
Subsequent to the reactive works detailed above, the culverted watercourse has been under investigation following the 2009 flooding incident and works carried out to date were as follows:-
• Ongoing debris removal works from the culverted watercourse between the outlet off Appleby Close and Clover Avenue. • Manhole construction work to provide access on to the culvert off Appleby Close for ongoing inspection and maintenance operations. The manhole had been constructed in March 2016 and further investigation works were programmed for 2016/17. • Ongoing consultation and investigation coordination work with United Utilities and Network Rail to establish the internal condition of the complete culvert from Clover Avenue to the outlet off Appleby Close was being carried out.
Stockport Council as the Lead Local Flood Authority would continue to ensure that measures were taken to minimise the risk of future flooding and that all factors that could have contributed to the incident would be addressed by the appropriate authority. However, it was not possible to eliminate the risk of all flooding and investigations by United Utilities had reported that the flooding incident on 13 September 2016 was caused by ‘exceptional weather’ - ten times greater than the national sewer design standards.
The works to complete the internal condition survey of the culvert between Clover Avenue and Stockport Council Greenspace land off Appleby Close and under Network Rail land were ongoing and the Council would work with Network Rail to ensure that this work was completed as soon as was practicable. The Council as the Lead Local Flood Authority had commissioned a Section 19 Investigation in accordance with the Flood and Water Management Act 2010 to review the floods on 16 September 2016 and this would involve working with Risk Management Authorities such as United Utilities and the Environment Agency to establish the causes and to look at appropriate future flood mitigation measures. The results of this investigation would be submitted to Members once it had been completed.
The second public question related to the steps being taken by the Council and United Utilities to replace or upgrade the existing and inadequate surface water and combined drains in Adswood Road, Adswood and the steps being taken to ensure that the existing intercourse between the two railway lines was kept clear of obstruction.
RESOLVED – That a written response to the second public question be sent to the questioner.

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality. Minutes: Rachel Bingham (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

Open Forum - Final report: Flooding incident of 11/12 June 2016 PDF 172 KB To consider a report of the Corporate Director for Place Management & Regeneration.
This report covers a number of issues arising from the flooding in Stockport during June 2016, including the outcome of an independent investigation into the causes of the flooding, the Council’s initial response to the flooding, its response to the recovery phase and the actions that the Council could take to minimise the impact of future flooding events. The report also sets out work the Council has undertaken in light of the Independent Review.
The further flooding that took place in September will be the subject of a separate investigation and report.
This report pulls together all the various aspects of work concerning the flood incidents in June and specifically incorporates the following:
· The draft Independent Section 19 Investigation Report in accordance with the Flood & Water Management Act (FWMA) on the investigation into the flooding incidents undertaken by Jacobs Consulting Engineers; · A review into the Council’s response to the flooding and a review of the multi-agency response undertaken by the Civil Contingencies and Resilience Unit, Association of Greater Manchester Authorities (AGMA), · An update on the implementation of the Flood Risk Management Strategy.

Minutes: The Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing a detailed response to the questions raised by Members following the flooding incidents in June, an independent investigation into the causes of the flooding, the Council’s initial response to the flooding, its response to the recovery phase and the actions that the Council had taken to minimise the impact of future flooding events. • The Edgeley and Cheadle Heath Ward Councillors were in favour of the review of land drainage and surrounding pavement drainage of Bonar Park (currently blocked), but they were not in favour of raising the kerbs on Myrtle Street and Ash Street as an option to direct run off safely away from properties. • One of the major problems that arose at the time of the flooding was the supply of sandbags and the provision of skips. One of the major problems with sandbags was that they could not be kept and stockpiled. The provision of skips was being investigated. One of the problems was that that insurance companies wished to see the flood damage before the damaged items were removed.

Open Forum - Road Safety near Schools PDF 108 KB To consider a report of the Corporate Director for Place Management & Regeneration.
This report is to provide an overview of the current Road Safety provision in and around the educational facilities in Stockport. It gives information about the current road safety training provision in the schools and a review of the current issues faced in terms of road safety around education sites in peak periods. The report also considered the potential for the introduction of further provision in regards to Road Safety in and around educational facilities and the resource implications of expanding these areas of work to develop a comprehensive approach to road safety around schools.
The report will be considered by the Children & Young People’s Scrutiny Committee on 2 November 2016.
The Area Committee is invited to comment on the report and identify any local issues or priorities.

Minutes: A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an overview of the current road safety provision in and around educational facilities and providing information about the current road safety training provision in schools and a review of the current issues faced in terms of road safety around education sites at peak periods.
The report had been by the Children and Young People Scrutiny Committee at its meeting held on 2 November 2016.
The following comments were made/issues raised:-
• Problems occurred on Northgate Road, outside Larkhill Primary School, where motorists’ visibility was poor. A request was made for the need for a school crossing patrol to be re-examined outside that school. • A request was made that schools be reminded that there was no charge at York Street car park at school ‘pick up’ and ‘drop off’ times. • A number of problems had occurred at nursery schools where children were ‘dropped off’ at 7.30am, travel plans did not appear to being used and some parents parked on the pavements. • The education of children and their parents on road safety matters was important.

The report considers a request for the release of a restrictive covenant on a site that was previously held by the Council in order to facilitate a private housing development. Simultaneously there is a request for a wayleave for the re-routing of an electricity cable onto adjacent land still held by the Council on the site of a former public house on Brinnington Road.
The Area Committee is requested to note the contents of the report and provide any comments in respect of the release of the restrictive covenant and the grant of the wayleave for Electricity North West to facilitate residential development on the entire site.
