Public Realm

(a)  The local Public Realm Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

 

(b)  Condition of Ups and Downs public house, A6 Wellington Road South

 

This item has been placed on the agenda at the request of the Chair.

Minutes:

Rachel Bingham (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

Ward Members requested a timescale for the further work being looked into by the drainage department for the gullies on Bramhall Lane near to the shops in the Davenport and Cale Green Ward.

 

RESOLVED – That Rachel Bingham be thanked for her attendance.

 

 

4.(iv)

Condition of Ups and Downs Public House, 1 Wellington Road South

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of the Chair.

 

It was reported that the Ups and Downs public house  was a locally listed building of architectural and historic interest, physically attached to a Grade II listed building (Wellington Bridge) and located within a designated conservation area. The building was in poor condition and partially vacant and the appearance of the elevation facing Wellington Bridge had suffered from on-going decay of brickwork, render and rendered architectural details.

 

The Council was currently dealing with a Planning Application for a Change of use from vacant nightclub and retail unit (Sui Generis) to 11 residential units (C3) with associated external alterations.  The application had been submitted to the meeting of the Area Committee held on 1 October 2015 when it had been resolved that the Corporate Director for Place Management and Regeneration be authorised to determine the application, subject to the applicant entering into a Section 106 Agreement in respect of off-site open space provision.  The Council and the applicant were currently finalising the agreement, and as such, it would not be expedient to take enforcement action at this stage as the Council would wish to see the planning permission implemented and the premises brought back into positive use.  The planning permission included external alterations to the building which would address the current concerns.

 

Officers from within the Place Directorate would continue to monitor the building and maintain a dialogue with the site owner and would review the situation should the signing of the agreement be delayed further and / or the implementation of the subsequent permission.

 

RESOLVED – (1) That the report be noted.

 

(2) That Members of the Area Committee be provided with regular updates when Section 106 Agreements are signed.

Open Forum - Local Flood Risk Management Strategy pdf icon PDF 170 KB

To consider a report of the Chief Executive

 

The Council has a duty under the Flood and Water Management Act 2010 to develop and consult on a Local Flood Risk Management Strategy for Stockport. The strategy is intended to demonstrate the Council’s understanding and role in managing the flood risk within the borough of Stockport and its role in working with other key stakeholders and the local community.

 

The Area Committee is requested to comment on the draft strategy in Appendix 1, including its proposed objectives and measures.

Nick Whelan (Traffic and Asset Manager, Stockport Council) attended the meeting to submit the Local Flood Risk Management Strategy (copies of which had been circulated).  The Strategy was intended to demonstrate the Council’s understanding and role in managing the risk of flood within the borough of Stockport and its role in working with other key stakeholders and the local community.

 

The following comments were made/ issues raised:-

 

·         How the strategy would deal with the run off of water along Brinksway, Chestergate and Wood Street, Stockport.

·         The Area Committee debated a report which had been circulated separately to Members regarding the incident of flooding at Dorset Avenue, Stockport on 8 February 2016.

 

RESOLVED – (1) That the report be noted.

 

(2) That a further report be submitted to a future meeting of the Area Committee regarding the reporting mechanism for incidents such as occurred at Dorset Avenue and how the Council ensures that the riparian owner carries out its legal duties following the production of a report by the Council into an incident of flooding.

The report summarises recent appeal decisions, current planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee.

A representative of the Chief Executive submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee.

 

A representative of the Democratic Services Manager reported that since the agenda had been published, an appeal had been received by the Council against the Area Committee’s decision to refuse planning permission in respect of plan no. 58879 for the erection of 2 semi-detached 2 storey dwelling houses, together with vehicular accesses, car parking and boundary treatments at Little Moor Cottages, Hampson Street, Offerton.

 

RESOLVED – That the report be noted.

Town Centre Access Plan Phase 2 Consultation Update Report pdf icon PDF 156 KB

The report provides an update on the recent consultation on the Town Centre Access Plan (TCAP) Phase 2 and the proposed amendments to these schemes following more detailed appraisal and the consultation feedback.

 

The Area Committee is requested to comment on the proposed schemes to be included in the TCAP Phase 2 and support their inclusion in the final business case.

Minutes:

A representative of the Chief Executive submitted a report (copies of which had been circulated) inviting the Area Committee to consider the outcomes of the recent consultation on the Town Centre Access Plan Phase 2 and the proposed amendments to the schemes following consultation feedback and detailed appraisal of the proposals.

 

 The following comments were made/issues raised:-

 

·        Concern was expressed about the quality of the work carried out on King Street West (Scheme 303).

·        Concern was expressed that the proposed erection of fences between the road and houses as part of Scheme 906 for the Belmont Way cycleway may create an environment for anti-social behaviour.

·        Support was given for Scheme 609 – Hempshaw Lane/Lowndes Lane.

·        With regard to Scheme 801 – Travis Brow/A6 link and St.Georges’s Road, it was hoped that  the proposed compulsory purchase of the Midland public house could be avoided if this was possible without affecting the scheme.

·        It was confirmed that there had ben a number of significant changes as a result of the consultation, both on this occasion and during Phase 1.

 

RESOLVED – That the report be noted.

527-907 Town Centre Access Plan Lancashire Hill Roundabout, Pedestrian and Cyclist Improvement Scheme pdf icon PDF 83 KB

To consider a report of the Chief Executive

The report sets out the proposed pedestrian and cyclist improvements, improvements to the perceived safety issues at the subway system and inner roundabout island and seeks to formalise this as a cycle route connecting the Town Centre Access Package ‘TCAP’ scheme 903 Lancashire Hill shared-use pedestrian/ cyclist path scheme (Penny Lane to the Town Centre) to provide a cycle link to the Trans Pennine Trail ‘TPT’ at Tiviot Dale. In addition, this scheme will compliment TCAP scheme 906 (Belmont Way-A6 to Lancashire Hill cycle scheme). The scheme includes the introduction of a CCTV system, the cutting back/ removal of vegetation/ trees and drainage, lighting, signing improvements.

The Area Committee is requested to approve the Traffic Regulation Order detailed in Schedules 1 and 2 of the report.

The report sets out the results of an investigation into the difficulties caused by parked vehicles on Middlesex Road, Brinnington in the vicinity of property numbers 87 and 89.

 

The Area Committee is requested to approve the making of a Traffic Regulation Order for No Stopping on School Entrance Markings on Middlesex Road, Brinnington.

A representative of the Chief Executive submitted a report (copies of which had been circulated) setting out the results of an investigation into the difficulties caused by parked vehicles on Middlesex Road, Brinnington in the vicinity of property numbers 87 and 89.

 

 RESOLVED – (1) The Area Committee was minded to approve the following Traffic Regulation Order for No Stopping on School Entrance Markings on Middlesex Road, Brinnington, as set out below, at an approximate cost of £950 to be funded from the Area Committee’s Delegated Budget (Brinnington and Central Ward allocation):-

 

Proposed Traffic Regulation Order No Stopping Monday – Friday 8am-5pm on School Entrance Markings

 

Middlesex Road, Brinnington. - south west side, from a point approximately 41 metres south east of the roundabout junction of The Link and Middlesex Road for a distance of 26 metres in a south easterly direction.

 

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

RESOLVED – That the Corporate Director for Corporate and Support Services be advised that the Area Committee supports the proposal in principle, but requests that a further report be submitted to the Area Committee once it is known how much it is proposed that the site be disposed for and the conditions for its disposal.

RESOLVED – (1) That an application from the Cale Green Residents’ Association – Park Group to hold a Summer Fun Day in Cale Green Park on 26 June 2016 be approved, subject to the production of the appropriate paperwork, the completion of the event application checklist and no goldfish being used as prizes.

 

(2) That should the organiser contravene the Council’s policy with regard to no goldfish being used as prizes, then approval would not be granted by this Area Committee in the future to applications for Summer Fun Days at Cale Green Park.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on Ward Flexibility funding. The report also included the current position on the Area Committee’s Delegated Budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That approval be given to the application for Ward Flexibility Funding from the Royal Oak Armed Forces Day for a public announcement system, the advertisement of the event and the transportation of a World War 2 gun from Belle Vue to Edgeley for the Armed Forces Day in Castle Street, Edgeley on 25 June 2016, the total cost of £945 to be split equally between the four Wards in the Central Stockport area with a total of £236.25 per Ward.
