Neighbourhood policing

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Neighbourhood Inspector at Cheadle Heath, Inspector John Pickton, attended the meeting to answer questions from councillors in relation to neighbourhood policing issues within the area represented by the Central Stockport Area Committee.

 

The following comments were made/ issues raised:

 

·         Inspector Pickton informed the Committee that he had been in post for four weeks and was covering areas including Stockport Central and Brinnington.

·         The Neighbourhood Review was now complete and would be published and its recommendations implemented from 20 March 2023.

·         A new three-week shift pattern would be introduced to ensure that a call out response was available at all times, including night shifts.

·         An additional PC had been appointed for Edgeley, along with a Sergeant in Central Stockport. There would be dedicated officers in each area who would be more visible and proactive.

·         The current policing priorities for the area were burglary, speeding and anti-social behaviour.

·         The funeral of Dean Barnes took place on 1 March 2023. There had been a lot of planning and resources dedicated to the occasion. On the day, several traffic offences were committed and a significant amount of arrests were made. CCTV was being looked at in terms of any further offences committed. Overall, the event was managed and policed properly.

·         Inspector Pickton confirmed that he was available to meet with members and for ‘walk-arounds’.

·         It was reported that there had been a number of incidents involving off-road bikes. Inspector Pickton stated that the overnight location of the stolen bikes was under investigation and that this was a safer resolution than attempting to stop bikes whilst they were in use.

 

RESOLVED – Members welcomed Inspector Pickton to the role and thanked him for his attendance.

Councillor Dickie Davies reported the existence of a petition relating to an application by Adswood United Football Club which had applied to Stockport Metropolitan Borough Council for a lease to use Bakers Field. The petition opposed the application. It was available to view on Change.org and had approximately 256 signatures to date.

Open forum - update on resumption of Community Payback Schemes in Central Stockport

Jane Bardsley (Senior Neighbourhood Officer, Stockport Council) attended the meeting to provide an update on Community Payback Schemes.

 

The following comments were made/ issues raised:

 

  • The Community Payback Team were working on a proposal to house an unpaid team at Alexandra Park in order to progress work across the borough, with the initial projects to be undertaken in the Brinnington and Central Stockport areas.
  • It was noted that the teams had been working in cemeteries across the borough and had been so doing throughout the pandemic.

·         In response to a question about funding for this scheme, it was advised that there were no exchange of funds, and that in return for providing a space for the crew to be based, along with secure vehicles and supervisors, the borough benefited from the works carried out.

·         There was no conflict of interest in terms of unpaid crews clearing unadopted highways and contractors clearing adopted highways.

·         The rolling programme of works for unpaid crews was paused during the pandemic and going forward the scheme would work on the same basis.

·         The pre-pandemic list of tasks and areas to visit would largely be the same post-pandemic. Neighbourhood officers and councillors would be asked to feed into the list of works and help prioritise resources.

·         The needs of the workers must be considered, which would be picked up as part of the risk assessment for the project.

·         Members requested to be given advanced notice of works being carried out by the crews.

·         Overall, members welcomed the work being carried out on the scheme.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Central Stockport Area Committee.

 

It was noted that a resident had reported that there had been a change of ownership of the property at 287 Wellington Road South. Members were advised that there had been no evidence of a change of ownership of the property. Further information would be sought on the matter and an update provided to members at the next meeting of the Area Committee.

7.

Update on anti-social parking relating to fast food premises in Stockport Town Centre

This item has been placed on the agenda at the request of the Area Committee at their meeting held on 26 January 2023.

Emma Stubbs (Strategic Head of Neighbourhoods, Stockport Council) attended the meeting, along with three representatives from McDonalds, to respond to members concerns around anti-social parking at McDonalds, Wellington Road.

 

The following comments were made/ issues raised:

 

  • Members were advised that inconsiderate parking relating to food deliveries at the site was not just anti-social, but potentially dangerous and must be addressed as a matter of urgency.

·         Council officers had been working closely with the team at McDonalds to try and find a resolution to the parking issues, and that the council had made it clear that the situation was unacceptable and action must be taken. The safety of pedestrians and customers was the primary concern and a number of proposed solutions had been put to the restaurant.

·         Members welcomed the suggestion that a report on the matter be brought back to a future meeting of the Area Committee.

·         The representatives from McDonalds advised that they were committed to being a good neighbour and that solutions to the problem were being explored, which included but was not limited to, erecting a bollard to prevent customers from turning right on exiting the car park, and establishing a new exit. Members were invited to the restaurant to work collaboratively on a solution to the issue.

·         Concern was expressed about public money spent on this matter and the time taken to reach a resolution on this issue, which could endanger lives. It was felt that McDonalds had taken a laissez-faire attitude to the problem, and could have explored potential solutions sooner.

8.

Woodbank Hall update

Paul Edgeworth (Property Services Manager, Stockport Council) attended the meeting to provide an update relating to Woodbank Hall and to answer questions from councillors.

 

The following comments were made/ issues raised:

 

·         In response to a question about funding, Paul Edgeworth stated that a scheme of works with funding of £250,000 had been secured to help arrest the decline of the building. The funds would focus on addressing the most serious areas of disrepair such as the roof, windows and doors. This work would be carried out by specialist contractors.

·         Due to the tendering process, it was likely to be between four and six months before any work would commence on the site.

·         It was noted that grant funding was difficult to come by and required information about long term use of the building.

·         Long term prospects for Woodbank Hall presented some challenges due to the age, type, location and heritage of the building.

·         Consideration for long-term uses had included education and conversion to apartments, however no viable use had yet been identified.

The report provides the Area Committee with an update on developing an Action Plan for creating a strong, vibrant and healthy Edgeley District Centre.   

 

The Area Committee is recommended to:  

1.    note the partnership approach to developing the Cheadle Action Plan; 

2.    comment on the actions within the Cheadle Action Plan; and

3.    comment on the allocation of funding to priority projects listed in Section 4.3 of the report.

A representative of the Director of Development and Regeneration submitted a report (copies of which had been circulated) providing an update on the development of an action plan for creating a strong, vibrant and healthy Edgeley District Centre.

 

Richard Daniels (Direct Centre Manager, Stockport Council) attended the meeting to respond to questions from councillors.

 

The following comments were made/ issues raised:

 

·         A visionary workshop had taken place on 20 February 2023, which included a presentation from Stockport Loaves and Fishes who were conducting education workshops in local schools about the issues behind street begging. Further, a resident had presented their PhD study at the workshop, and had suggested the development of an audio history trail of Edgeley.

·         An online survey conducted as part of the work had identified 12 priorities for the area, and requested respondents to choose their top three priorities. 329 responses had been received, as such, officers were confident that the council had a good steer on key actions for the district centre going forward.

·         There had been a letter drop to 40 local traders, informing them about the survey and upcoming workshops. It was noted that no local traders were in attendance at the workshop on 20 February 2023.

·         As part of the work, the council would look to introduce pop up events using empty units for local organisations to use.

·         It was noted that the owner of a boarded up property on Grenville Street had been spoken to about the potential for improving its appearance.

·         It was suggested that options be explored to secure further sources of funding to support the work for creating a strong, vibrant and healthy Edgeley District Centre.

·         An update to the continuing work on the Crime Partnership was given. A crime survey would be conducted with traders on 22 March 2023.

·         The Committee was reminded that it had agreed to a Christmas Worker Bee market to take place in Edgeley in November 2023.

·         Stockport County Football Club were keen to provide an update to the next meeting of the Area Committee about match day parking.

·         Members welcomed the update on the work and offered their support, particularly in facilitating engagement with third parties.

 

RESOLVED – That the Edgeley Action Plan, and partnership approach to developing the action plan, be noted.

11.

Area Committee Boundaries

To consider a report of the Assistant Director – Legal & Democratic Governance.

 

The Local Government Boundary Commission for England has undertaken a review of the council’s electoral arrangements and made recommendations for new warding patterns, to be used for the May 2023 Local Elections onwards.

 

A consequence of the borough’s new warding arrangements is that the existing boundaries of the council’s seven area committees are no longer coterminous with the new ward boundaries that will be place for the 2023/24 municipal year and that the council must therefore establish new arrangements.

 

The Area Committee is recommended to consider the revised boundaries for area committees and to make a recommendation for consideration by the Cabinet prior to a final decision being made by the Council Meeting on 30 March 2023.

It was commented that a significant amount of work had gone into developing the proposals and members expressed their thanks to the officers for their hard work to date.

12.

The report provides the Area Committee with proposals for Stockport Council as Highway Authority to acquire powers to enforce moving traffic contraventions under Part 6 of the Traffic Management Act 2004. The report also informs the Area Committee of the process required to submit an application to undertake additional enforcement powers. The submission of any such application will enable Stockport Council to take control of future enforcement once the Regulations are in force.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) outlining proposals for Stockport Council as Highway Authority to acquire powers to enforce moving traffic contraventions under Part 6 of the Traffic Management Act 2004. The report also informed the Area Committee of the process required to submit an application to undertake additional enforcement powers. The submission of any such application would enable Stockport Council to take control of future enforcement once the Regulations were in force.

 

The following comments were made/ issues raised:

 

·         The sites were chosen because numerous complaints had been made about the lack of enforcement at those junctions.

·         As part of the proposed plan, the five sites would be monitored to determine whether a requirement for enforcement remained.

·         School streets were not included within the current tranche of enforcement proposals.

·         These sites would be monitored by static and moving cameras. It was possible that fines generated by enforcement could fund further cameras.

 

Members welcomed the proposals contained within the report.

The report details the findings of a consultation exercise and seeks Cabinet Member approval for the introduction of a ‘Prohibition to Motor Vehicles’ together with associated Traffic Regulation Order.

RESOLVED - The Area Committee were minded to give approval to the following proposals for Siddington Avenue, Adswood (to be funded from the Government’s City Region Sustainable Transport Settlement and Transforming Cities Funding):

 

·         New ‘No Waiting at Any Time’ restrictions at the junction of Siddington Avenue/Stirling Close/Wrenbury Crescent.

 

·         New ‘No Waiting at Any Time’ restrictions at the junction of Siddington Avenue/Lymm Close/Astbury Crescent.

 

·         Bollards to be installed on the southern side of the Siddington Avenue/Astbury Crescent junction.

 

·         Dropped kerbs and tactile paving to be provided at side roads along Siddington Avenue.

Park Use Application - Mersey Vale Trans Pennine Trail Hatters Half-Marathon pdf icon PDF 272 KB

An application has been received from Stockport County Supporters Co-operative to host their annual half-marathon event on Sunday 3 September 2023 with a circular route being run from and back to Stockport County Football Club along the Trans Pennine Trail between the Woolpack Bridge through Mersey Vale and on into Manchester. The event will start at 9.30am and finish at 12.30pm (set up from 9am).
