The Chair announced that as a result of the General Election the next meeting of the Area Committee had been changed and would now be held on 5 December 2019.

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

A representative of the Deputy Chief Executive reported that no representative of Greater Manchester Police was able to attend the meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee.

 

The following comments were made/issues raised:-

 

·         A Member enquired whether it was known who the perpetrators were of the graffiti in the Manor Ward.

·         The disposal of items of furniture in the alleyway off Lowfield Road needed investigating.

·         Support was given to the project to clean up the town centre, particularly due to the number of homeless people sleeping in the Newbridge Lane and Churchgate area.

·         The issue of waste having been left on Old Chapel Street, Edgeley was raised.

 

RESOLVED – That Mark Calderbank be thanked for his attendance.

To receive petitions from members of the public and community groups.

 

Toronto Road/Canada Street, Heaviley – Proposed Prohibition of Waiting

 

To report the receipt of a petition from six residents of Toronto Road, Heaviley requesting that there should either be no prohibition of Waiting on Toronto Road or a Prohibition of Waiting of one metre long only on the corner of Toronto Road.

 

(See agenda item 9 below).

A representative of the Deputy Chief Executive reported the receipt of a petition from six residents of Toronto Road, Heaviley requesting that there should either be no Prohibition of Waiting on Toronto Road or a Prohibition of Waiting of one metre long only on the corner of Toronto Road.

 

RESOLVED – That the petition be considered in conjunction with item 9 on the agenda for the meeting ‘Toronto Road/Canada Street, Heaviley – No Waiting At Any Time Traffic Regulation Order’.

Open Forum - Mersey Rivers Trust

Representatives of the Mersey Rivers Trust will attend the meeting to present information regarding the studies which are being undertaken within the Upper Mersey Catchment Partnership.

Mike Duddy and Caroline Riley from the Mersey Rivers Trust attended the meeting to present information regarding the studies which were being undertaken within the Upper Mersey Catchment Partnership.

 

The following comments were made/issues raised:-

 

·         Whilst the information on the Mersey River Trust’s website was helpful, Members asked to be provided with more information about the work of the Mersey Rivers Trust which they could share with the residents in their Wards.

·         Support was given to the ‘Love Your River Mersey’ campaign and Members asked to be provided with more information about the campaign and how it could be publicised in schools.

·         Support was given to the restorative justice approach to the people who had caused the pollution in the River Mersey.

 

RESOLVED – That Mike Duddy and Caroline Riley be thanked for their attendance and invited to attend the Area Committee again in twelve months’ time.

RESOLVED  - (1) The Area Committee was minded to approve the following No Waiting At Any Time Traffic Regulation Order on Old Chapel Street/Bulkeley Street, Edgeley, as shown on drawing number NM8/4135/02A attached to the report, at a cost of £660 to be funded from the Area Committee’s Delegated Budget (Manor Ward allocation):-

South East side - From a point 10 metres south west of the south westerly kerbline of Bulkeley Street to a point 10 metres north east of the north easterly kerbline of Bulkeley Street.

 

North West side - From a point 5 metres south west of the south westerly kerbline of Bulkeley Street to a point 10 metres north east of the north easterly kerbline of Bulkeley Street.
