Restructure of Public Protection and Public Realm PDF 70 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.
The relevant Neighbourhood Manager will attend the meeting to answer any questions from Councillors.
The Area Committee is recommended to comment on and note the report.
Officer contact: Ian Walmsley on 0161 474 4382 or email: Additional documents: Minutes: Mark Glynn (Strategic Head of Place Management, Stockport Council) and Adam Forbes (Central Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with Members to address those concerns that were of greatest concern to local residents.
The following comments were made/ issues raised:-
· Support was given to the role of the Public Realm Inspector and it was enquired whether it would be possible for the Central Stockport area to acquire the temporary assistance of an additional Public Realm Inspector because of the volume of Public Realm enquiries in the Central Stockport area. The Brownfield First initiative would see more properties and residents in the town centre, and therefore a potential increase in the number of public realm enquiries. · A Member enquired how many Officers would be working in each of the Neighbourhood Teams. · The decision not to include highways officers and traffic enforcement officers in the teams was queried.
RESOVLED – (1) That Mark Glynn and Adam Forbes be thanked for their attendance.
(2) That a progress report on the new structure be submitted to the Area Committee in six months’ time.

Neighbourhood Policing Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team. Additional documents: Minutes: Sergeant Philip Lowe and PC Carl Johnson attended the meeting to report on neighbourhood policing issues within the Central Stockport area.
The following comments were made/ issues raised:-
· There had been a spike in reports of speeding in the Manor Ward and a Member enquired whether Community Speed Watch was available in Stockport and whether more could be done to help communities in Stockport tackle speeding motorists on its roads. · Incidents of anti-social behaviour in the vicinity of Redrock had been reported. · The Area Committee was provided with an update on a recent meeting with the management team at McDonalds on Station Road, Stockport following recent incidents of anti-social behaviour. · The problem of off road bikes in the Brinnington area was highlighted.
RESOLVED – That Sergeant Philip Lowe and PC Carl Johnson be thanked for their attendance.

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality. The following comments were made/issues raised:-
· The Area Committee considered the reasons why a significantly higher proportion of waste had been reported in the Edgeley and Cheadle Heath Ward. · There had been a considerable reduction in the amount of waste being left on Marsland Terrace Car Park, Offerton.

The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework (GMSF) was approved for public consultation at a meeting of the Joint Greater Manchester Combined Authority (GMCA)/Association of Greater Manchester Authorities Joint Board on 11 January 2019. The formal consultation on the document commenced on 21 January 2019 and will run until 18 March 2019.This is the next stage of the process which follows on from an initial consultation on a first Draft GMSF, which ran from October 2016 to January 2017.
