Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Sergeant Philip Lowe and Sergeant Lorna Crowe-Moore attended the meeting to report on neighbourhood policing issues.

 

The following comments were made/issues raised:-

 

·         Whether there was any data available on cars driving the wrong way down Oakfield Road, Davenport.

·         Anti-social behaviour resulting from quad bikes in the area around St. Thomas’ Recreation Ground was raised.

·         The hunting of rabbits in Reddish Vale Country Park and the legal position regarding this was highlighted and a Member enquired what action was being taken against the perpetrators.

·         A Member enquired how the grass fire on Belmont Way, which was close to houses, had started.

·         A Member enquired whether there were any signs of disorder during the public screening of the football World Cup Semi Final in St. Peter’s Square on 11 July 2018.

·         The annual emergency services day would be held this year on 23 August 2018 in St. Peter’s Square.

·         Sergeant Lowe and his team were thanked for the work which had been undertaken to tackle ant-social behaviour in Cheadle Heath.

 

RESOLVED – That Sergeant Philip Lowe and Sergeant Lorna Crowe-Moore be thanked for their attendance.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Two public questions were submitted by members of the public who were not present at the meeting, as follows:-

 

·         The first question referred to a request at the last meeting of the Area Committee to investigate the possibility of a one way system covering Range Road, Kimberley Street and Lowfield Street, Stockport.

·         The second question enquired if regular checks had or would be taking place on high rise flats in the Central Stockport area in the light of information being disclosed during the ongoing Grenfell tower inquiry.

 

RESOLVED – That the Democratic Services Manager be requested to arrange for written responses to be sent to the questioners.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service.

 

RESOLVED – (1) That Mark Calderbank be thanked for his attendance.

 

(2) That Members of the Area Committee be provided with an update on their previous request for permanent dog fouling signs in the area.

Open Forum: Manchester Airport - Draft Noise Action Plan 2019-2023

This item has been placed on the agenda at the request of Councillor Philip Harding.

 

A representative from Manchester Airport will attend the meeting for this item.

This report describes the proposals by the Business Improvement District (BID), Totally Stockport, to introduce free wifi into Stockport Town Centre.

The report sets out the findings of a consultation exercise for road safety around Alexandra Park Primary School and seeks approval for the introduction of Traffic Regulation Orders and associated signage and dropped kerbs.

 

The Area Committee is requested to approve the statutory legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within the statutory period, the Order can be made.

The Leader of the Council, in establishing the Borough-wide funding arrangements for 2017/18, agreed that a Review of these arrangements be undertaken and submitted to area committees.

 

This report sets out that Review and invites comments on the arrangements for 2018/19 and beyond.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) providing a review of the operation of the Borough-wide funding arrangements for the ward flexibility fund for the 2017/18 municipal year.  The report also outlined the arrangements for the operation of the fund for 2018/19 and sought comments on possible future funding models for the Borough-wide fund for 2019/20 and beyond.

9.(ii)

Ward Flexibility Funding - Stockport Carnival pdf icon PDF 211 KB

To consider an application from the Stockport Carnival Committee seeking funding toward the cost of the carnival.

 

The Cabinet Member for Reform & Governance, following a recommendation of the Borough-Wide Funding Group has already awarded £600. The Group recommended that the application be submitted to all area committees for them to consider whether they wished to make an award toward the remainder of the request.

A representative of the Democratic Services Manager submitted an application received on behalf of the Stockport Carnival Committee seeking funding toward the cost of the carnival.

 

RESOLVED – That approval be given to the award of a grant of £20 from the Ward Flexibility Budget (Manor Ward allocation) to the Stockport Carnival Committee towards the cost of the carnival, to meet the funding shortfall in the application from the Stockport Carnival Committee towards the cost of the carnival.
