The Minutes (copies of which had been circulated) of the meeting held on 1 February 2018 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

The Chair highlighted the Council’s decision to rename the square at Redrock ‘Suffragette Square’ marking the hundredth anniversary of some women gaining the vote and celebrating the achievements of four Stockport women who were nominated by local people. Gertrude Powicke, Elsie Plant and Hannah Winbolt were Stopfordian women who were all active in the Suffrage Movement, pre-dated by Elizabeth Raffald who was also a pioneering Stopfordian woman. The four benches in the square would be named after these four women.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Sergeant Philip Lowe, Sergeant Lorna Crowe-Moore and PC Steve Webster  attended the meeting to report on neighbourhood policing issues, including an update on the measures being taken to combat recent anti-social behaviour in Cheadle Heath.

The following comments were made/issued:-

• Enforcement of speed limits and the work of Greater Manchester Police’s Stockport Traffic and Road Safety (STARS) initiative was raised. The Council’s Road Safety Team continued to deliver a successful programme of education and training with schools across the borough through Operation Eagle Eye.
• The effectiveness of alleygating in preventing crime and anti-social behaviour in areas with a prevalence of terraced houses was raised.
• Following a recent break-in on Patterdale Road, Offerton, a Member enquired whether there were any plans to increase the visibility of the police in well known hotspots for burglaries and car crime.
• Feedback from the public meeting with the police in Brinnington to discuss anti-social behaviour was provided. The useful information and newsletters received by Ward Councillors had helped to allay the fears of local residents.
• Concern was expressed that SAVY (Stockport Action for Voluntary Youth) was no longer going to continue.

RESOLVED – That Sergeant Philip Lowe, Sergeant Lorna Crowe-Moore and PC Steve Webster be thanked for their attendance.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Officers in the Central Stockport area (copies of which had been circulated).

The following comments were made/issues raised:-

• The Davenport and Cale Green Ward Councillors thanked the Public Realm Team for the dog fouling posters which had been put up, particularly in Highfield Close and Bramhall Lane, Davenport.
• A Member requested that it be investigated whether the dog fouling signs could be made permanent and that a report be submitted to a future meeting of the Area Committee, with costings.
• The Community Payback Team were thanked for the standard of the  work undertaken on Sherborne Road in the Edgeley and Cheadle Heath Ward through to Carrs Avenue in Cheadle.
• The considerable decrease in the amount of waste presented incorrectly in the Edgeley and Cheadle Heath Ward was highlighted.  A Member felt that Community Protection Notices should be issued against the perpetrators.

RESOLVED – (1) That Mark Calderbank be thanked for his attendance.

(2)  That the Corporate Director for Place Management and Regeneration be requested to investigate whether the dog fouling signs could be made permanent and that a report be submitted to a future meeting of the Area Committee, with costings.

To consider a joint report of the Corporate Director for Place Management and Regeneration and the Deputy Chief Executive

The Area Committee are requested to consider whether to create a bridleway over unregistered land on Footpath 113 Cheadle and Gatley, Footpath 151 Stockport and a section of Footpath 150 Stockport.

The Area Committee is recommended to authorise the making of a bridleway creation order of the section of the route between points A-B, as shown on the plan attached at Appendix 1 to the report.

A representative of the Democratic Services Manager submitted a joint report of the Corporate Director for Place Management and Regeneration and the Deputy Chief Executive (copies of which had been circulated) regarding a proposal to create a bridleway over unregistered land on Footpath 113 Cheadle and Gatley, Footpath 151 Stockport and a section of Footpath 150 Stockport.

The recommendations in the report had been approved by the Cheadle Area Committee at its meeting held on 8 March 2018.

The following comments were made/issues raised:-

• Concern was expressed about the possible conflict of use between pedestrians, cyclists, equestrian and users with disabilities on Footpath 151 Stockport, and problems with visibility at the ends of the footpath.
• Concern was expressed about the safety of local residents who used the footpath as a through route from Edgeley and Cheadle Heath to Abney Park, Cheadle and school children who used the footpath as a through route to school.
• The Edgeley and Cheadle Heath Ward Councillors reported that they had met with the Council’s Highways Engineers on site and had requested that barriers be put up at the Sherborne Road and Carrs Avenue ends of the footpath.

RESOLVED – (1) That the report be deferred to allow for further discussions and site meetings between the Edgeley and Cheadle Heath Ward Councillors and Officers from the Place Directorate regarding addressing the safety of local residents who use Footpath 151 Stockport.

(2) That Officers from the Place Directorate be requested to attend the next meeting of the Area Committee on 19 April 2018 in connection with the issues referred to in the pre-amble to this Minute.

To consider a report of the Deputy Chief Executive

The report sets out a proposal to replace the current polling place in Polling Districts LA and LB due to parking problems at Cheadle Heath Primary School.

The views of the Area Committee are sought on the proposed change to the Council’s polling arrangements.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) setting out a proposal to replace the current polling place in Polling Districts LA and LB due to parking problems at Cheadle Heath Primary School.

RESOLVED – That the Chief Executive be recommended to approve the LSS building, Cheadle Heath Centre, Edgeley Road, Cheadle Heath as the polling place in Polling Districts LA and LB for the Local Elections to be held on 3 May 2018.

The Council’s overall strategic transport ambition is to increase the numbers of children walking or cycling to school, both to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is, and is perceived to be, a safe option for children and their families.  Work has continued to progress the Council’s programme of activity to improve road safety around schools across the borough. The purpose of this report is to provide an update on the 2017/18 road safety around schools programme and the recommended list of schools for the 2018/19 financial year.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing an update on the 2017/18 Road Safety Around Schools Programme and detailing the recommended list of schools for inclusion in the 2018/19 financial year.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

The issue of congestion around school gates causes problems such as inappropriate and illegal parking and difficulties in crossing the road safely.

To try and address these problems the Council is promoting an initiative “Road Safety around Schools”. It comprises the “Eagle Eye” road safety education and training workshops together with extra parking enforcement and engineering improvements.  Banks Lane Junior School is one of the schools identified for road safety measures.

The Area Committee is recommended to give approval to the measures detailed in the report, to be funded from the Road Safety around Schools initiative 2017/18.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing a proposal to introduce additional measures to improve road safety outside Banks Lane Junior School.

RESOLVED – That the Cabinet Member for Communities and Housing be recommended to give approval to the following measures indicated on Plan 0305/BL/001 attached to the report, to be funded from the Road Safety Around Schools Initiative 2017/18:-

·         9 no. pencil bollards on the eastern footway of Hulme Street.

·         6 no. standard bollards on both footways at the junction with Hulme Street and Hempshaw Lane.

·         tactile paving at existing uncontrolled crossing points on the desired walking routes.

·         the introduction of 2 no. advanced warning signs with an advisory 20mph operated by flashing ‘wig wags’.

Jepson Street  - south east side from a point 50.5 metres south west of the projected south westerly kerbline of Wild Street for a distance of 10 metres in a south westerly direction and then for a distance of 10 metres in a south easterly direction.

Jepson Street  - north east side from a point 10 metres south west of the south westerly kerbline of Wild Street to a point 4 metres north east of the north easterly kerbline of Wild Street.

The report details a proposal for the tidying up of the existing Traffic Regulation Orders associated with the new development at Stockport Homes HQ, Edward Street, Stockport.

RESOLVED – (1) That the Area Committee be minded to approve the Traffic Regulation Order on Edward Street, Stockport detailed in Appendix A to the report at an approximate cost of £1,650 to be funded by the developer of the Stockport Homes headquarters.

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The report details proposals for the allocation of commuted sums for play in the Central Stockport Area Committee.

The Area Committee is recommended to give approval to the allocation of commuted sums as detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing proposals for the use of new commuted sums for play provision in the Central Stockport area and locations of the play areas where those sums were to be spent.

RESOLVED – (1) That the allocation of £5,186.61 from development no. 1252 (DC061651, 226/232 Wellington Road South) to St Thomas Recreation Ground be approved.

(2) That the allocation of £14,458.08 from development no. 1254 (DC021312, Mac Court, St Thomas Place) and £2,342.34 from development no. 1256 (DC064627, White Lion) be deferred to enable further discussions between Ward Councillors and Officers from the Place Directorate.

The report sets out an application from Life Leisure to hold a Tough Tribe event in Woodbank Memorial Park and Vernon Park and the Poise Brook Valley on 23 September 2018.

The report is being considered by the Stepping Hill Area Committee because part of the route of the event falls within the Offerton Ward. The matter will also be considered by the Central Stockport Area Committee on 8 March 2018.

The Area Committee is recommended to approve the application, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out an event application from the Friends of Cale Green Park to repeat its Christmas in the Park family fun day on 2 December 2018.

RESOLVED – That the event application from the Friends of Cale Green Park to repeat its ‘Christmas in the Park’ family fun day on 2 December 2018 be approved.
