Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Stuart Bingham, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

The following comments were made/issues raised:-

 

·         why there had been an increase in fly tipping in the Edgeley and Cheadle Heath Ward and in which areas of the ward it had occurred.

·         whether any of the incidents of fly tipping and waste presented incorrectly had resulted in enough evidence being collected for legal action to be undertaken.

 

RESOLVED – That Stuart Bingham be thanked for his attendance.

Petitions

Graham Road, Offerton– Residential Parking Scheme

 

To report the receipt of a petition from eight residents of Graham Road, Offerton requesting that the Council investigates the need for a Residential Parking Scheme on the road.

Amy Beasley (Transport Strategy and Growth Manager, Stockport Council) attended the meeting and provided an update on the public consultation being undertaken regarding transport issues and options in Stockport to inform the updating of the South East Manchester Multi-Modal Strategy to 2040.

 

The following comments were made/ issues raised:-

 

·         discussions with Transport for Greater Manchester about extending  Metrolink to Stockport were ongoing. The potential for introducing Metrolink services to Stockport utilising tram-train technology was welcomed.

·         a report on a business case for a A6-M60 Relief Road would be submitted to a future meeting of the Economy and Regeneration Scrutiny Committee and the Cabinet.

 

RESOLVED – That Amy Beasley be thanked for her attendance.

The report seeks the comments of the Area Committee regarding the Moving and Waiting/Loading Traffic Regulation Orders associated with the Town Centre Access Plan (TCAP) Schemes 104, 105 & 701 on Hempshaw Lane between St Marys Way and Higher Hillgate and in the vicinity of the A6, Wellington Road South / Longshut Lane junction.

The report sets out the result of an investigation into the difficulties caused by parked vehicles at the junction of Siddington Avenue and Adswood Road, and the parking of vehicles in the layby on Adswood Road adjacent to Siddington Avenue for days and/or weeks at a time.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

The report addresses an anomaly on Shaw Heath between the mapping system and the markings on the street which has made enforcement of the existing Traffic Regulation Orders difficult in an area where parking spaces are at a premium.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulations Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which addressed an anomaly on the western side of Shaw Heath, between Holmes Street and Heathland Terrace, between the mapping system and the markings on the street which had made enforcement of the existing Traffic Regulation Orders difficult in an area where parking spaces were at a premium.

NM8/4987/02 attached to the report, at an approximate cost of £700 to be funded from the Cabinet Member’s Strategic Highways Budget and, subject to no objections being received within twenty one days from the advertisement date, the Order be made:-

Further to the resolution of the Area Committee on 8 June 2017, the report sets out the result of the consultation with relevant households regarding the request for additional waiting restrictions on Ebbdale Close.

 

The Area Committee is requested to approve the statutory legal advertising of the No Waiting At Any Time Traffic Regulation Order on Ebbdale Close, Stockport and, subject to no objections being received within the statutory period, the Order can be made.

Ebbdale Close (south arm) - Both east and west side (in the vicinity of property numbers 38-60 Ebbdale Close) from the southerly kerbline of Ebbdale Close for a distance of 10 metres in a south easterly direction; and

 

Ebbdale Close (south arm) - south east and east side (in the vicinity of property numbers 50-52 Ebbdale Close) from the south westerly kerbline of Ebbdale Close (south arm) for a distance of approximately 6 metres in a north easterly direction and then in a north westerly direction for a distance of 8 metres.

 

Ebbdale Close (east arm) - east side (in the vicinity of property numbers 39&70 Ebbdale Close) from the southerly kerbline of Ebbdale Close (east arm) for a distance of approximately 6 metres in a northerly direction and then in a westerly direction for a distance of approximately 2 metres.

The Area Committee is requested to recommend the Planning and Highways Regulation committee to grant planning permission, subject to the conditions contained in the report and satisfactory resolution of the viability position.

RESOLVED – That the application be refused for the following reasons:-

 

·         It was considered that residents of the development would not be served with an adequate level of either private or shared amenity space.  In addition the design of the development was such that levels of outlook and natural light would be significantly compromised to occupants of several of the proposed apartments. 

 

·         The development failed to make provision for an adequate level of cycle parking. The lack of any vehicle parking emphasised the need to encourage sustainable modes of travel, the provision of five dedicated spaces to serve twenty two apartments fell significantly below policy requirements and the provision of internal folding bike storage was not considered to be a practical or viable alternative.

 

·         The lack of an internal lift between floors would be prejudicial to meeting the access requirements of future occupiers.   Consequently the design and layout of the apartments was not considered suitable for residential occupation as they would not achieve a sustainable form of design to meet changing access requirements.

 

·         The application had failed to make adequate provision for recreation and amenity open space requirements commensurate to the scale of the proposed development. 

 

·         The applicant had failed to make appropriate provision to secure affordable housing.

The report provides an overview of the study on the A6 corridor through Stockport town centre and proposals to improve it.

 

The Area Committee is recommended to review the draft masterplan and provide feedback on the overall principles.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an overview of the study on the A6 Corridor through Stockport town centre and proposals to improve it.

 

The overall aims of the draft A6 Town Centre Corridor Masterplan were to:-

 

·         provide evidenced, prioritised and costed options for the future development of the A6 Corridor based on a comprehensive demonstration of the route’s strategic importance as a major gateway into Stockport town centre.

·         articulate the impact these options could have for the regeneration of Stockport town centre if the A6 was transformed into a driver of local economic growth.

·         develop a coherent wayfinding and public realm strategy that was complementary to these ambitions and which created a ‘front door’ gateway to Stockport that served as an attractive destination in its own right.

 

The following comments were made/issues raised:-

 

·         It was proposed to move to one lane of traffic on the A6 between Wellington Bridge and the junction with Railway Road.

·         The River Mersey would be looked at as part of a wider Public Realm Strategy for the whole of the town centre which was being prepared.

·         Where it was envisaged heavy goods traffic would be moved to if it was moved off the A6.

·         The report did not provides priorities or costings for the proposals.

·         There would be a ‘knock on’ effect on surrounding roads such as King Street West, Stockport.

·         A Member enquired how much the consultants had been paid for their work on the masterplan.

·         The Area Committee should have been consulted on the proposals before the Economy and Regeneration Scrutiny Committee.

·         Residents need to be consulted on the proposals.

·         The view was expressed that it was it was not possible to manipulate the usage of roads in Stockport unless there was a viable public transport alternative and in particular Metrolink.

·         The evidence based approach to the Masterplan was welcomed.

·         A Member welcomed the proposals for soft planting and to ‘green’ the area, and the proposals for street lighting and public art.

·         There was support for the aspirational nature of the Masterplan and its ambition for the area.

·         It was the general view of the Area Committee that the Area Committee would benefit from a separate briefing session to discuss and consider the proposals.

 

RESOLVED – That the Area Committee’s view on the overall principles on the A6 Town Centre Corridor Masterplan be deferred, pending a briefing session being arranged for Members of the Area Committee.
