The Minutes (copies of which had been circulated) of the meeting held on 13 June 2019 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

No urgent decisions were reported.

4.

Exclusion of the Public and the Public Interest Test

To consider whether it is in the public to exclude the public during consideration of agenda item 4 ‘Designation of Interim Director of Public Health’ which contains information “not for publication by virtue of Paragraph 1 ‘Information relating to an individual’ as set out in the Local Government Act 1972 (as amended).

Minutes:

RESOLVED – That in order to prevent the disclosure of information which was not for publication due to ‘information relating to any individual’, as defined in Paragraph 1 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, would not be fair and would be in breach of Data Protection principles, the public be excluded from the meeting during consideration of agenda item 5 (Designation of interim Director of Public Health) (see Minute 5 below).

Designation of interim Director of Public Health

To consider a report of the Chief Executive.

 

The Committee is invited to consider the designation of an officer to discharge the statutory responsibilities of the Director of Public Health on an interim basis.

Minutes:

A joint report of the Deputy Chief Executive and the Corporate Director for Place Management & Regeneration was submitted (copies of which had been circulated) seeking the Committee’s approval to implement temporary arrangements to cover the statutory duties of a Director of Public Health following the resignation of the current post holder, pending a review of the senior management arrangements.

 

RESOLVED – (1) That in relation to the statutory duties of a Director of Public Health:-

 

·           approval be given to designate the statutory duties of a Director of Public Health to an existing member of staff with the appropriate qualification, on a part time interim basis until permanent arrangements for the role have been concluded and finalised;

·           Jennifer Connolly be appointed as the statutory Director of Public Health on a temporary basis for 3 days per week effective from November 2019.

·           the Corporate Director for Place Management & Regeneration be requested to arrange for a further report to be submitted to the Committee in March/ April 2019 in relation to future arrangement for the Director of Public Health role.
