Chair's Announcements

The Chair opened the item by paying tribute to all of those that had been involved in the ‘Light up Bramhall’ event held on Sunday, 1 December and congratulated them on its success.

 

It was then reported that a number of events were due to take place across the area in the lead up to Christmas, including a carol service in Bramhall Park on Friday, 13 December at 6.15 pm and on Sunday, 15 December at 5.15 pm.

 

It was noted that Woodford Winterfest was due to take place on Friday, 13 December at Woodford Community Centre between 5.30 pm and 9.00 pm, and a carol services at

 

·         St Michael & All Angels, Bramhall at 7.00 pm on Friday, 6 December.

·         Cheadle Hulme Methodist Church at 6.30 pm on Sunday. 8 December

·         Oak Meadow Park at 10.30 am on Saturday, 14 December

 

It was further reported that Small Business Saturday was on Saturday, 7 December this year and that the communities in Bramhall and Cheadle Hulme South benefited from the services of many small businesses that were worthy of support from local residents.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

It was reported that a representative of Greater Manchester Police had been unable to attend the meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Ward Flexibility Funding - Stockport and District Society of Model Engineers Limited pdf icon PDF 4 MB

To consider an application received from Stockport and District Society of Model Engineers Limited for Ward Flexibility Funding for a grant of £1,500 (£500 from each ward allocation) towards the cost replacement batteries to charge electric locomotives, provide lighting and power small tools at the miniature railway, South Park, Cheadle Hulme.

A representative of the Stockport and District Society of Model Engineers Limited attended the meeting and submitted an application for a grant of £1,500 towards the cost of purchasing replacement batteries to power electric locomotives, provide lighting and small power tools at the miniature railway, South Park, Cheadle Hulme.

 

RESOLVED – That approval be given to an application from the 2nd Cheadle Scout Group for a grant of £1,500 from the Ward Flexibility Funding budget (£500 from each ward allocation) towards the cost of purchasing replacement batteries to power electric locomotives, provide lighting and small power tools at the miniature railway, South Park, Cheadle Hulme.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Bramhall & Cheadle Hulme South Area Committee area.

A representative of the Assistant Director – Legal & Democratic Governance submitted a report (copies of which had been circulated) summarising recent appeal decisions; listing current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Bramhall & Cheadle Hulme South Area Committee area.

 

It was commented that the report erroneously contained an enforcement notice in respect of a site in Woodley that should be appropriately reported to the Werneth Area Committee.

 

RESOLVED – That the report be noted.

Highway Maintenance Delegated Budget Report - Gillbent Road, Cheadle Hulme pdf icon PDF 300 KB

The report provides details of a proposal to resurface part of the footway on Gillbent Road, Cheadle Hulme.

 

The Area Committee is recommended to give approval to the following maintenance scheme at a cost of £24,300 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme South ward allocation):-

 

Gillbent Road, Cheadle Hulme – Footway resurfacing from 42a to the Co-Op store. Part contribution totalling £24,300.00.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report of the Director of Place Management (copies of which had been circulated) detailing a proposal to part resurface the footway on Gillbent Road, Cheadle Hulme from 42a Gillbent Road to the Co-operative store.

 

RESOLVED – That approval be given to the part resurfacing of the footway on Gillbent Road, Cheadle Hulme from 42a Gillbent Road to the Co-operative store with a contribution of £24,300 towards the total cost being funded from the Area Committee’s Delegated Budget (Cheadle Hulme South ward allocation).

8.

Installation of Bollards on Station Road Cheadle Hulme pdf icon PDF 301 KB

To consider a report of the Director of Place Management.

 

The report seeks approval for the supply and installation of 5 no. Middleton Bollards outside no. 84 Station Road, Cheadle Hulme, to prevent motorists from parking their vehicles on the footway and causing an obstruction for motorists and pedestrians.

 

The Area Committee is requested to recommend that the Cabinet Member for Parks, Highways and Transport Services gives approval to the installation of x5 no. Middleton style bollards at a cost of £2,500 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).

Area Committee Ward Highway Spokesperson

The Area Committee is invited to consider the arrangements for Ward Spokespersons for the Bramhall South & Woodford Ward with whom the Director of Place Management can consult on highway maintenance and traffic management matters.

 

The Area Committee is recommended to consider the appointment of a further Highway Ward Spokesperson for the Bramhall South & Woodford ward.

The Area Committee was invited to give consideration to the appointment of an additional Ward Spokesperson for the Bramhall South & Woodford Ward with whom the Director of Place Management could consult on highway maintenance and traffic management maters for the remainder of the municipal year.

 

It was noted that following the by-election held on 31 October 2024, the Bramhall South & Woodford ward was now represented by two political parties and that the practice across the Council had been for area committees to appoint sufficient ward spokespersons to ensure that each party was represented in discussions with the Director of Place Management in relation to highway matters.

 

RESOLVED – That Councillor Peter Crossen be appointed as an additional Ward Spokesperson for the Bramhall South & Woodford Ward.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report (copies of which had been circulated) providing an update on progress since the last meeting on decisions taken by the Area Committee and detailing the current position on area flexibility funding. The report also included the current position on the highway and traffic management delegated budget.

 

The following comments were made/ issues raised:-

 

·         Discussions continued to take place in relation to opportunities to make improvements to the highway arrangements on Bramley Close, Bramhall.  However, it was noted that many potential interventions would exceed the funding resources available to the Area Committee.

·         Following the allocation of funding by the Area Committee from its Discretionary Budget for improved toddler play equipment at Oak Meadow Park, Cheadle Hulme, this resource had now been opened and was being enjoyed by the local community.
