Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Sergeant Matt Delaney (Greater Manchester Police) attended the meeting to answer any questions from Councillors or members of the public in relation to Neighbourhood Policing issues within the area represented by the Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         It was reported that Greater Manchester Police (GMP) had been taken out of special measures, and was now considered the most improved police force in the country.

·         It was reported that over the last 12 months, there had been a 42% increase in offenders being charged and summons for offences and a 70% increase in the number of individuals arrested for burglary offences.

·         It was reported that the Neighbourhood Policing Teams were restructuring in Stockport, with a reduction from 4 to 3 teams which would encourage closer working between teams across the borough. It was noted that this would not lead to a reduction in staff, with the team continuing to focus on increasing the number of PCs and PCSOs.

·         It was reported that the police had successfully made a series of arrests in connection to local burglaries in recent times, and would continue to focus on this type of crime.

·         Members welcomed seeing a more visible police presence in the area in recent times, alongside the open days run in relation to speeding issues for local residents. Members expressed the view that a visible police presence helped to reduce crime in the local area.

·         It was suggested that local police consider re-offering a session for local residents on the issue of vehicle number plate theft.

·         Members welcomed the removal of GMP from special measures, and thanked officers for their proactive approach and hard work in tackling crime in the local area in recent times.

 

RESOLVED – That Sergeant Matt Delaney be thanked for his attendance.

Members of the public were invited to put questions to the Chair on any matters in the powers or duties of the Area Committee, subject to the exclusions set out within the Code of Practice.

 

One public question was submitted relating to slow response times to public enquiries by Council officers across a number of departments, and asking what steps could be taken to improve this issue.

 

As the the questioner was not in attendance at the meeting and in accordance with the Code of Practice, the Chief Executive was requested to respond to the questioner in writing.

To consider an application for Ward Flexibility Funding received from the Brazilian Festival Event for a grant of £900 (£300 from Bramhall North, £400 from Bramhall South & Woodford and £200 from Cheadle Hulme South wards allocation) towards the cost of running a Brazilian themed festival providing authentic Brazilian traders of food, drink, and crafts to the local community.

A representative of the Assistant Director - Legal & Democratic Governance submitted an application received on behalf of Brazilian Festival towards the cost of running a Brazilian themed festival providing authentic Brazilian traders of food, drink, and crafts to the local community.

 

Members commented on the importance of applicants attending the meeting to present their applications in person and to respond to Members questions, given the limited Area Committee funds.

 

RESOLVED – That the application from Brazilian Festival be declined on this occasion on the grounds that there was no representative in attendance and it was felt there was insufficient information in the application to be able to justify the making of a grant.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the locations of council-owned parking spaces within the Bramhall and Cheadle Hulme South Area where it is planned to install Electric Vehicle Charging Infrastructure.

 

The following comments were made/issues raised:-

 

·         Members welcomed the report and the introduction of new electric vehicle charging infrastructure in the area.

·         It was noted that a lack of public charging stations could be discouraging residents to consider switching to electric vehicles, as people did not feel confident to undertake long-distance journeys.

·         Members requested that proposed charging points on Moor Lane be installed on the longer stay parking bays in order to ensure that the short stay bays would remain available

·         Members suggested that charging points could be installed in the large car park behind Meadway as an alternative to the proposed site in the Bramhall Precinct car park.

·         In response, it was commented that site choice was limited by power access, and that it may not be feasible to install charging points in all locations.

To consider a report of the Director of Place Management.

 

The report provides an overview of the proposed implementation of Speed Indicators Devices (SID’s) in the Bramhall and Cheadle Hulme South Area.

 

The Area Committee is recommended to support the SID programme and for the Highway Ward Spokespersons for each ward to be authorised to submit four potential locations where they would like the SIDs to be installed.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) providing an overview of the proposed implementation of Speed Indicators Devices (SID’s) in the Bramhall and Cheadle Hulme South Area.

 

Members welcomed the return of the SID’s and the opportunity to determine locations for their installation in the local area.

 

RESOLVED – That the Director of Place Management be authorised to determine the locations for the installation of mobile speed indicator devices within the Bramhall North, Bramhall South & Woodford and Cheadle Hulme South wards (four locations per ward) following consultation with the Highway Ward Spokespersons.

The report outlines a proposal for the installation of a yellow box junction at the Turves Road/Highfield Road, Cheadle Hulme.

 

The Area Committee is recommended to request that the Cabinet Member for Highways, Parks & Leisure Services gives approval to the installation of the yellow hatch markings at signalised junction of Turves Road/Highfield Road, Cheadle Hulme.

The report details the findings of a consultation exercise for the Integrated Transport Block (ITB) – Ramillies Estate scheme and seeks approval for the provision of on-carriageway 20mph roundels and introduction of Traffic Regulation Orders (TROs) with associated signage; and to undertake a further consultation with residents of the estate which offers Access Protection Markings at a reduced rate.

 

The Area Committee is recommended to approve the following proposals associated with the ITB – Ramillies Estate scheme and give approval to the legal advertising of the Traffic Regulation Orders contained in Appendix A and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be funded from the ITB budget.

The following comments were made/issues raised:-

 

·         It was commented that residents on the Ramillies estate had raised the issue of parking and lack of entry and exit points to the estate during a drop in session with ward Members.

·         Members noted that there was no clear consensus among residents as to how to address traffic issues in the area, and so supported the proposed measures as they offered a good way to tackle localised issues in a bespoke way.

 

RESOLVED – That approval be given to the proposals associated with the ITB – Ramilies Estate Scheme and to the legal advertising of the Traffic Regulation Orders contained in Appendix A to the report and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the orders to be funded from the ITB budget.
