A representative of Cheshire Regiment Association attended the meeting and submitted an application for a grant from the Ward Flexibility Budget towards the cost of travel and hotel expenses for 4 members of the organisation who were attending the 40th anniversary commemoration service of the Droppin Well bombing in Ballykelly, Northern Ireland.

The report details an application for a street trading consent to be issued at Woodford Community Centre on a Friday and Saturday evening from 1700- 2200.

 

The Area Committee is requested to determine the application for a Street Trading Consent at Woodford Community Centre.

A representative of the Director Place Management submitted a report (copies of which had been circulated) detailing an application from Mr Peter Ogbivere of Cocoz for a street trading consent to be issued at Woodford Community Centre on a Friday and Saturday evening from 1700 hours to 2200 hours.

 

A member of the public spoke against the application; and

 

a representative of Woodford Community Centre and a representative of the applicant spoke in support of the application.

 

The following comments were then made/issues raised:-

 

·         Members questioned whether the consent would be time limited if it was granted. It was commented that the consent would be time-limited to 12 months.

·         It was questioned what enforcement powers the Council would have should the consent be granted. It was commented that ongoing non-compliance with the terms of a grant could ultimately result in the consent being revoked by the Council.

·         It was noted that other locations had been considered for the applicant business. Members noted their support for the current location at Woodford Community Centre in comparison to the previously suggested locations.

·         Overall, Members noted the objections, but considered that the enforcement action available to the Council and support for the applicant from Woodford Community Centre outweighed this.

 

RESOLVED – That the application for a street trading consent be approved.

8.

Creating Strong, Vibrant and Healthy District Centres - Bramhall and Cheadle Hulme pdf icon PDF 314 KB

To consider a report of the Director of Development & Regeneration.

 

The report provides an update on the Council’s partnership with the Institute of Place Management in supporting the development of Bramhall and Cheadle Hulme District Centres.

 

The Area Committee is requested to:-

 

1)    Note and comment on the final report from the Institute of Place Management on Bramhall District Centre and Cheadle Hulme District Centre.

 

2)    Authorise the District Centre Manger, in collaboration with local stakeholders, to develop an Action Plan for Bramhall District Centre and Cheadle Hulme District Centre. based on the recommendations in the Institute of Place Management Report.

 

3)    Request that the District Centre Manager reports progress on delivering the Action Plan to the Area Committee on a quarterly basis.

A representative of the Director of Development & Regeneration submitted a report (copies of which had been circulated) providing an update on the Council’s partnership with the Institute of Place Management in supporting the development of Bramhall and Cheadle Hulme District Centres.

 

The following comments were made/issues raised:-

 

·         It was commented that successful workshops have been undertaken involving key stakeholders in Bramhall and Cheadle Hulme. Officers have been involved with various events across these district centres to encourage local businesses to engage with community projects, improve disability access and to encourage sustainability via projects such as solar panel installation.

·         The next steps for the local districts were to develop Action Plans and Visionary Groups involving local stakeholders to improve the district centres as community centres and to increase footfall.

·         Members thanked officers for their work on this report and for their ongoing support of the local district centres.

·         It was commented that re-development may be beneficial for the local district centres due to their age. However, it was noted that the precincts in Bramhall and Cheadle Hulme were privately owned, and that therefore there was limited action available to the Council in encouraging re-development of these areas.

·         Officers commented that the intention of the report was to connect the dots that already existed between local stakeholders to create more cohesive and successful district centres.

·         Members suggested that the Institute of Place Management would not be required for further consultation work, as much of the information included could be ascertained from local stakeholders directly rather than through an external consultant.

 

RESOLVED – (1) That the report be noted.

 

(2) That the District Centre Manager, in collaboration with local stakeholders, be authorised to develop an Action Plan for Bramhall and Cheadle Hulme District Centre based on the recommendations in the Institute of Place Management report.

 

(3) That the District Centre Manager be requested to report progress on delivering the Action Plan to the Area Committee on a quarterly basis.

 

9.

Mayor's Cycling and Walking Challenge Fund - Bramhall Park to A6 pdf icon PDF 239 KB

To consider a report of the Director of Place Management.

 

The report provides an update to the proposed introduction of the Traffic Regulation Orders (TROs), associated with the Bramhall Park to A6 walking and cycling scheme.

 

The Area Committee is requested to recommend that the Cabinet Member for Economy & Regeneration approves the implementation of the proposed measures and the legal advertising of the Traffic Regulation Orders contained in Appendix B and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Mayoral Challenge Fund.

A representative of the Director Place Management submitted a report (copies of which had been circulated) providing an update to the proposed introduction of the Traffic Regulation Orders (TROs), associated with the Bramhall Park to A6 walking and cycling scheme.

 

Members questioned why there had been no public consultation on the scheme to date. It was commented that residents would be notified and have 21 days to make any objections during the advertisement period for the TRO. If any objections were received, these would be brought back to the Area Committee within an objection report.

 

RESOLVED – That the Cabinet Member for Economy & Regeneration be recommended to give approval to the implementation of the proposed measures and the legal advertising of the Traffic Regulation Orders contained in Appendix B, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Mayoral Challenge Fund.

10.

To consider a report of the Director of Place Management.

 

The report details the findings of a consultation exercise in relation to the proposed provision of a new Puffin Crossing on Turves Road in Cheadle Hulme to help improve the safety of the public while crossing Turves Road.

 

The Area Committee is requested to:-

 

1)    Recommend that the Cabinet Member for Economy & Regeneration approves the implementation of the crossing scheme (Henley Avenue – Eastings Close), as shown on the revised proposals drawing (Drawing. No. F/5210/07/TR/001 Rev C) in Appendix B, and to progress the establishment notice via Legal Services (as described within Appendix A).

 

2)    Recommend that, should the location at Henley Avenue / Eastings Close be deemed unbuildable within allocated budget and / or timetable due to the cost and / or delays of utilities diversions, Members agree for a consultation exercise be carried out for the alternative location at Cheviot Avenue and the results are presented to Members via email with a recommendation that the Cabinet Member approves the scheme, including any associated Traffic Regulation Orders.

A representative of the Director Place Management submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise in relation to the proposed provision of a new Puffin Crossing on Turves Road in Cheadle Hulme to help improve the safety of the public while crossing Turves Road.

 

The following comments were made/issues raised:-

 

·         Members welcomed the report and the action being taken at this location and requested an update as soon as possible once work had begun so that residents could be updated.

·         Ward Members welcomed this report as it had been requested for some time. It was noted that a near-miss accident had led to the pressure from residents to improve crossing accessibility.

·         Members expressed concern with the second request in the report and asked that, should there be any issue with the proposed site, this should be reported directly to Ward Members rather than to immediately launch a consultation for a secondary site.

·         It was commented that the secondary site that had been proposed, was due to the limits on the funding that necessitated the spending of the funds within the current financial year.

 

RESOLVED – That the Cabinet Member for Economy & Regeneration be recommended to give approval to the implementation of the crossing scheme (Henley Avenue – Eastings Close), as shown on the revised proposals drawing (Drawing. No. F/5210/07/TR/001 Rev C) in Appendix B, and to progress the establishment notice via Legal Services (as described within Appendix A).

Proposed Traffic Regulation Order 'No Waiting at Any Time' on Ack Lane West, Cheadle Hulme pdf icon PDF 313 KB

The report details the findings of consultation exercise and seeks approval for the introduction of a Traffic Regulation Order (TRO) 'No Waiting at Any Time'.

A representative of the Transport Strategy Manager submitted a report (copies of which had been circulated) detailing a proposal to create a public footpath between Marlow Close and footpath 64 Cheadle and Gatley, near Willow Ave Cheadle Hulme.

 

It was queried whether a survey had been undertaken on this scheme and whether there were any associated costs to the Ward Delegated Budget. It was understood by some Members that funding would not be taken from the Delegated Budget but that this could be clarified with officers following the meeting, as Ward Members had requested and were happy with the proposals.

 

RESOLVED – That approval be given to the creation of the footpath marked A-B at this location (to be numbered footpath 64a Cheadle and Gatley) by order under section 26 Highways Act 1980.
