The Chair advised the Committee that Councillor Sheila Bailey had sadly passed away on 3 August 2022. Councillor Mark Hunter and Councillor Brian Bagnall paid tribute to her work as a Councillor and for the residents of Edgeley and Cheadle Heath since she was first elected to the Council in 1990.

 

All those present at the meeting were invited to stand for a minute’s silence as a mark of respect.

The Chair read a briefing paper relating to Stockport pensioners and elements of their pensions that they could be entitled to. Further information could be obtained by contacting Stockport Support Hub on 0161 474 1042 or by checking their eligibility online at Gov.uk.

It was reported that a ‘Worker Bee’ market would be taking place between 10am and 3pm in Cheadle Hulme precinct on Saturday 17th September.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Inspector Martin Baker (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

 

The following comments were made/issues raised:-

 

·         That the priority within the local policing district was to reduce residential and vehicle burglary over the next month.

·         It was noted that there had been a rise in criminal damage and arson offences in the local area, although there was no apparent link between these cases.

·         It was commented that there had also been a rise in harassment offences, although 90% of these were based around disputes on social media that were being reported to the police.

·         That education work was being done with taxi companies and drivers to combat a recent rise in fare dodging from taxis.

·         It was noted that few people arrested in relation to burglaries in the area live in Stockport, with criminals from outside the area targeting Bramhall in particular for this type of crime. It was commented that this often required investigations to use more forensic evidence to identify the perpetrators.

·         It was commented that a recently reported racial attack in Cheadle Hulme had been an isolated incident, with the offender having been arrested within an hour of the assault.

·         That the local policing team were working on improving call handling to reduce the impact on officer time.

RESOLVED – That Inspector Martin Baker be thanked for his attendance.

·         Members queried a delay in relation to the appeal for 21 Ogden Road. It was commented that the court date had been further adjourned due to illness, with a new date expected to be set in mid-August.

The report requests the views of the Committee on the current proposed polling arrangements within the area in order to inform the Polling District Review currently underway.

 

The views of the Area Committee are sought on the proposed polling arrangements. Any comments or suggestions will then be considered, together with those received via the public consultation (Stage 1 and Stage 2).  Revised proposals will be brought back to the Area Committee cycle in October 2022 for consideration prior to a final report being considered by the Cabinet Meeting on 1 November 2022 and the Council Meeting on 17 November 2022.

The report details the findings of a consultation exercise and seeks approval for the introduction of a Traffic Regulation Order (TRO) 'No Waiting At Any Time'.

Members supported this proposal as a means to solve continuing parking issues on Dennison Road, with residents frustrated with parking across their drives during school drop-off times. It was emphasised that enforcement of the TRO would be key once it was implemented.

The report details the current arrangements in relation to the role of Highway Ward Spokespersons (HWS) and the monitoring of the Area Committee Delegated Budgets and outlines proposals to make changes to the financial thresholds for decisions to be taken under delegated authority by the Director of Place Management.

 

The Area Committee is recommended to authorise the Director of Place Management, in consultation with the Highway Ward Spokesperson(s), to spend up to £1,000 from the Area Committee’s Delegated Budget in connection with the schedule of minor, non-regulatory, matters identified in Section 2.6 of the report; and up to £2,500 in connection with pedestrian dropped crossings subject to all area committees giving approval to the revision of the delegation thresholds.
