To note that the Corporate Director for Place Management & Regeneration, in consultation with the Chair of the Area Committee, took urgent action on 1 September 2016 to give approval to two applications for the use of Bramhall Park on 11 September 2016 and between 22-25 September 2016.
These decisions have been taken as urgent action as the next scheduled meeting of the Area Committee at which approval for these events could be sought was after the date of both events.
The Area Committee is recommended to note the urgent actions. Minutes: The Chair reported that the Corporate Director for Place Management & Regeneration had, in consultation with him, taken urgent action on 1 September 2016 to give approval to two applications for the use of Bramhall Park on 11 September 2016 and between 22 and 25 September 2016.
It was reported that these decisions had been taken as urgent action as the next scheduled meeting of the Area Committee at which approval for these events could be sought was after the date of both events.
The Chair commented that he was concerned at the late timing of the submission of the applications which had necessitated the use of urgency provisions as both events had been known about for some time. It was further commented that the arrangements and planning for the anticipated level of parking associated with the events had not been wholly satisfactory.

Chair's Announcements To receive any announcements from the Chair about local community events or issues. Minutes: It was announced that a number of businesses in Cheadle Hulme together with ‘Prevent Breast Cancer’ had organised a series of events in Cheadle Hulme as part of ‘Paint Cheadle Hulme Pink’. This included a charity quiz night at The John Millington on 29 September and a ‘Pink Parade’ through Cheadle Hulme on 1 October. It was commented that the parade would require a number of road closures throughout the day and that drivers should avoid the area. |

Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. Minutes: Sergeant Chris Evans (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.
The following comments were made/ issues raised:-
· The attendance of a representative of Greater Manchester Police at the meeting, and the commitment to continue to engage with the Area Committee was welcomed. · Police services within Stockport were being reorganised around four hubs with the aim of providing a greater input into communities. It was stated that whilst the local policing team for Bramhall and Cheadle Hulme South would operate from Hazel Grove Police Station, work was being undertaken to investigate how the police post at Bramhall High School could be better utilised. · Work was being undertaken to tackle complaints about anti-social behaviour at Highfield Park, Cheadle Hulme. · There had been an increase in reported incidents of shoplifting, car crime and burglary within Bramhall. It was commented that the nature of vehicular crime had changed from being largely ‘smash-and-grab’ offences to thefts from vehicles that had been left unsecure. · There needed to be greater awareness around cybercrime and how the public could protect themselves from phishing emails. · The Area Committee through its delegated budget had funded the installation of new lighting columns on Broadway, Bramhall, a number of properties on which had been the subject of burglary. · The police would be undertaking crime reduction initiatives across the area.

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.
The following comments were made/ issues raised:-
· In response to a query in respect of the scheduling and location of weed spraying, it was stated that the main routes may be done separately to estate roads. It was further stated that the effectiveness of weed spraying was heavily impacted by any subsequent rainfall. · Concern was expressed that the Council was using Roundup to control weed growth which it was suggested caused a danger to pets. It was requested that the Corporate Director for Place Management & Regeneration investigate the continued use of this product. · Further information was requested on the progress towards the extension of existing No Waiting traffic regulation orders on Ravenoak Road and Woodfield Road, Cheadle Hulme. · Flyposting continued to proliferate along the A34 in Cheadle Hulme.

Lugano Road and Geneva Road, Bramhall - Carriageway Resurfacing PDF 90 KB To consider a report of the Corporare Director for Place Management & Regeneration.
The report details a proposal for the resurfacing part of Lugano Road (from Lucerne Road to Geneva Road) and Geneva Road (from Lugano Road to North Park Road) in Bramhall.
The Area Committee is recommended to give approval to the proposed scheme at a cost of £8,000 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).

It was commented that the proposed extent of the resurfacing works would not include that part of Geneva Road from its junction with Lugano Road to the end of the cul-de-sac. Members of the Area Committee expressed the view that this part of Geneva Road should be included within the scope of this package of works.

Progress Report on the Compulsory Purchase of 33 Swann Lane, Cheadle Hulme PDF 48 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The report provides an update regarding progress on the acquisition by Compulsory Purchase Order of the property at 33 Swann Lane, Cheadle Hulme. The report gives details of the negotiations with the owners; the legal process of acquiring the property; and the process the Council intends to use to dispose of the property.

The report detailed the negotiations that had taken place with the owners of the property, the legal process of acquiring the property as well as the process that the Council intended to use to dispose of the property.
The following comments were made/ issues raised:-
· The process of acquiring a property by means of a compulsory purchase order was lengthy and complex. · It was anticipated that the Council would shortly assume title of the property, at which point the Council would seek to dispose of the property · Concern was expressed that the property may not be attractive to developers by virtue of the restrictions that had been placed on the potential nature of the redevelopment of the site. In response it was stated that following a determination of the Planning Inspectorate to dismiss an appeal on a previous application for the demolition of the property and its replacement with three dwellings, it would be inappropriate to seek the reuse of the site for anything other than for a single dwelling on essentially the same footprint as the existing. · It was commented that this report had been brought to the Area Committee following concerns that had been expressed at the Environment & Economy Scrutiny Committee in relation to the length of time it had taken for the Council to acquire the property. It was further commented that local councillors had expressed concerns in relation to the security and safety of the site which had subsequently been addressed. · It was suggested that consideration be given to re-examining the marketability of the site with a view to providing more flexibility in any future redevelopment to more readily facilitate its regeneration. In response it was stated that officers would examine the possibility of introducing addition flexibility, however this may introduce additional delay and necessitate applications for further planning consents.
RESOLVED – (1) That the report be noted.

Open Forum - Medium Term Financial Plan Update PDF 115 KB The Area Committee and members of the public are asked to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive can best utilise the Committee to engage with local residents in their area.
The Plan is a medium term plan (up to 2020/21) and forecast of the Council’s expected financial position and looks at both the income the Council is forecast to receive and the spending pressures it is facing. Minutes: A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) outlining the medium term plan up to 2020/21 and a forecast of the Council’s expected financial position and which looked at both the income the Council was forecast to receive and the spending pressures it was facing.
The Area Committee and members of the public were requested to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive could best utilise the Committee to engage with local residents in their area.

· The report contained only broad principles rather than specific budget proposals which made it difficult to engage members of the public in meaningful consultation. · It was stated in the report that a reduction in need for specialist services would be achieved through a reduction in demand and an increase in independence and resilience. It was commented that this would be difficult to achieve in practice and there was no methodology included within the report on how this aim would be approached. · In order to meaningfully consult the public on the specific budget proposals, there needed to be a comprehensive publicity scheme and an increased period of notice provided. · A councillor had been contacted by a member of the public who had suggested that there were proposals to change the essential and casual car user allowances for staff and that they had concerns about the ability of officers to work in a safe and efficient manner should this element of employees’ terms and conditions be effected.

Open Forum - Communities & Local Government Inquiry (Public Parks) PDF 127 KB On 11 July 2016, the Communities and Local Government Committee launched an inquiry into public parks to examine the impact of reduced local authority budgets on these open spaces and consider concerns that their existence is under threat. The Committee will look at how parks should be supported now and in the future.
As part of the Inquiry, the Committee has invited submissions of written evidence which need to be received by 30 September 2016.
This is the response submitted on behalf of the Council by the Leader of the Council (Councillor Alex Ganotis) and the Executive Councillor for Communities & Housing (Councillor Sheila Bailey).
The report is for information only as the deadline for submission means that it cannot now be amended. However, any comments that Area Committees wish to make can be fed into the Council's own Open Spaces Review which is currently ongoing.
The Area Committee is recommended to comment on and note the response. · In response to the statement that the rationalisation of site maintenance could allow specific parks to receive more resource intensive maintenance, it was proposed that Bramhall Park, by virtue of its unique heritage status as the setting for Bramall Hall, should be included within this type of maintenance regime. · It was disappointing to see any reduction in the budget for parks, however the fact that the parks budget had reduced at a rate less than the reduction in the Council’s overall budget was to be welcomed. · The value of parks needed to be more widely recognised as they could often be the only opportunity for residents to exercise or enjoy amenity space, particularly in areas of terraced housing or where properties had small gardens. · Concern was expressed in relation to the proposal to dispose of areas of public open space. In response it was suggested that this proposal related to plots of land which did not form part of a formal public park and which had little or no amenity value. · The suggestion that the provision of parks should become a statutory duty was welcomed.

To report details the findings of a consultation exercise and to seeks approval for a package of revocations and the introduction of new ‘No Waiting at Any Time’ Traffic Regulation Orders on the Fairway, Cromwell Road and Victoria Way, Bramhall following concerns expressed that that vehicles park on Fairway, adjacent to the existing waiting restrictions, and causing a concern for the residents as they are parking and overhanging the entrances to the properties ignoring the access protection markings, making it difficult for them to enter / leave their driveways safely due to the poor visibility.
The Area Committee is recommended to give approval to the legal advertising of the scheme, as detailed in the report, at a cost of £900 to be funded from the Area Committee’s Delegated Budget (Bramhall South & Woodford ward allocation) and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the Order.

The following comments were made/ issues raised:-
· The parking plan for events previously held at Bramhall Park had included no waiting restrictions on Bramhall Park Road which had resulted in the displacement of parking onto adjoining side streets including Broomhill Drive and Warren Close. It was commented that any no waiting restrictions put in place for events at the park should routinely include these additional streets. · Discussions should be held with the Brookdale Club with a view to using their car park as happens for other events held in the park. · Concerns were raised in relation to the use of the Archery Lawn for car parking and the consequent damage this was causing.
