Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.
The following comments were made/ issues raised:-
· Community Payback had cut back vegetation on Wilmslow Road, Woodford between the car show room and the Deanwater Hotel. · The damaged barriers on Benja Fold, Bramhall had now been replaced. · The excavation at the roundabout on Bramhall Lane South, Bramhall had now been reinstated. However, this would need reopening in September to undertake additional drainage works. · Repairs had been carried out to the highway defect on the carriageway of Manor Road, Bramhall at is junction with Carrwood Road. · The resurfacing of Hulme Hall Road, Cheadle Hulme between its junctions with Hulme Hall Avenue and Dundonald Road was due for completion imminently. · The scheduled surface dressing of Moor Lane and Hall Moss Lane, Woodford had been completed. · Resurfacing work was scheduled to be undertaken in September on Acre Lane, Cheadle Hulme between its junctions with Yew Tree Park Road and Grove Lane and in October on Bramhall Park Road, Bramhall. · Footways in Bramhall South & Woodford ward were currently being scoped for scheduled improvement works. · It was reported that vegetation on the roundabout at the junction of Robins Lane and Forbes Park, Bramhall on the approach to the railway bridge was overhanging the carriageway and needed to be cut back. · In response to a previously reported pot hole at the junction of Broadoak Road and Bramhall Lane South, it was stated that officers had attended the pot hole and determined that it had not yet reached intervention level. · Concerns were expressed in relation to the state of repair of fencing along the railway line adjacent to the New House Farm Estate, Bramhall as there had been reports of youths trespassing on the railway. In response it was stated that the Council had previously been in contact with Network Rail who had stated that the fence was not in their ownership. Members requested that urgent work be undertaken to establish the ownership of the fence and to make it secure as soon as possible. · Officers were thanked for the prompt removal of a damaged barrier at the Meadway car park in Bramhall and confirmation was requested that this would be replaced in due course. · It was commented that a request had been made for a replacement street sign on Marland Avenue, Cheadle Hulme. · A request had been made for the replacement of a missing ‘No Entry’ sign on Acacia Avenue, Cheadle Hulme at its junction with Hulme Hall Road to match the column on the other side of the carriageway. In response, it was stated that the replacement had been delayed as a result of difficulties in gaining access to the existing source of illumination for the extant column. As a result, a new column would need to be erected prior to the signage being replaced. · Concern was expressed in relation to the condition of the property at 33 Swann Lane, Cheadle Hulme known as the ‘Coach House’ which had been subject of a Compulsory Purchase Order by the Council.

Area Flexibility Funding - Bramhall Green Guide Hut PDF 4 MB To consider an application from Bramhall Green Guide Hut for a grant of £1,000 towards the cost of replacement flooring. Minutes: Margaret Brooks attended the meeting and submitted an application on behalf of Bramhall Green Guides for funding towards the cost of replacement flooring.
RESOLVED - That the Democratic Services Manager be recommended to make a grant of £1,250 (£1,000 from the Bramhall North ward allocation and £250 from the Bramhall South & Woodford ward allocation) to the Bramhall Green Guides for funding towards the cost of replacement flooring. |

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications. It was reported that in respect of plan no. 67577 (45 St Michael’s Avenue, Bramhall) the application had been considered by the area committee at its last meeting where public speaking had taken place both for and against the application prior to the deferral of the item. In accordance with the Council’s Constitution, public speaking was only permitted on the first occasion a planning application was considered and therefore public speaking was not permitted on this occasion. |

Progress on Area Committee Decisions PDF 107 KB To consider a report of the Democratic Services Manager.
The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The following comments were made/ issues raised:-
· It was requested that junction markings be introduced in the area of Cheadle Hulme bounded by Nursery Road, Cherry Tree Road, Acacia Avenue and Almond Tree Road following concerns being raised by local residents in relation to vehicles failing to give way at junctions. · A number of residents had made a request for residents permit parking on Hill Top Avenue, Cheadle Hulme to prevent parking problems which attributed to users of the nearby Cheadle Hulme Railway Station. However, it had been determined that the proposal did not meet the Council’s criteria for the introduction of a permit parking scheme. Members were of the view that notwithstanding that the road did not meet the criteria for residents permit parking, Traffic Services should be requested to investigate other mechanisms by which this problem could be alleviated. · It was commented that the ‘No Waiting At Any Time’ traffic regulation orders on Cranbourne Avenue, Cheadle Hulme which had been requested for investigation in August 2014 and approved in December 2015 had still not been implemented and further information was requested on why this scheme had been subject to delay. · It was noted that there were a large number of schemes that were currently being investigated and there was little if any information provided on the stage that these investigations were currently at. It was requested that future progress reports include further information in relation to the timescale for these investigations to be concluded. · The keep clear markings at the end of Lumb Lane, Bramhall needed to be remarked as soon as possible.
