To approve as a correct record and sign the Minutes of the meeting held on 11 February 2016.

The Minutes (copies of which had been circulated) of the meeting held on 11 February 2016 were approved as a correct record and signed by the Chair subject under Minute 4(iv) to the deletion of the first bullet point and it’s replacement therefor with:-

·         “It was commented that there was excessive weed growth on the turning circle of Newlands Avenue, Bramhall which needed to be addressed.”

No declarations of interest were made.

To receive any announcements from the Chair about local community events or issues.

The Chair announced that Bramall Hall would be reopening on Saturday, 30 July following a £1.6 million renovation of the building. 

It was further announced that a Family Market would be held on Saturday, 20 March at the Cheadle Hulme Shopping Centre.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that representatives of Greater Manchester Police had been unable to attend the meeting.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

The following comments were made/ issues raised:-

·         Unacceptable levels of litter had been found during a recent survey on the car park on Meadway, Bramhall and a one of cleanse of the area had been ordered.

·         Barriers on Benja Fold, Bramhall were found to be damaged and were beyond repair.  Costings were being prepared for their replacement.

·         Significant works would need to take place on Hall Moss Lane, Bramhall to repair and relocate a surface water drain which had been breached by a fresh water installation.

·         The footway on Lumb Close, Bramhall had been damaged by vehicles mounting the kerb to access garages at the top of the Close and which had exposed a concrete BT footway cover which was causing a trip hazard.

·         The junction markings at the junction of Thornway and Elmway, Bramhall needed to be remarked.

RESOLVED – That Carolyn Turner be thanked for her attendance.

To receive petitions from members of the public and community groups.

A member of the public submitted a petition signed by 96 signatories, objecting to proposals to introduce a contraflow system for cyclists on Park Road, Bramhall along with No Waiting At Any Time parking restrictions.

RESOLVED – That the issues raised by the petitioner be taken into consideration as part of the Area Committee’s deliberations on Agenda Item 7 – ‘Cycle City Ambition Grant (CCAG) – Cheadle Hulme Area’.

To consider an application received from Bramhall Community Hub for Area Flexibility Funding of £1,000 towards the cost of training and equipment for healthy eating and cooking courses.

Mr Brian Davenport attended the meeting and submitted an application on behalf of the Bramhall Community Hub for funding towards the cost of training and equipment for healthy eating and cooking courses.

RESOLVED - That the Democratic Services Manager be recommended to make a grant of £1,250 (£250 from each of the Bramhall South & Woodford and Cheadle Hulme South ward allocations and £750 from the Bramhall South & Woodford ward allocation) to the Bramhall Community Hub towards the cost of training and equipment for healthy eating and cooking courses.

To consider a report of the Chief Executive

The Council has a duty under the Flood and Water Management Act 2010 to develop and consult on a Local Flood Risk Management Strategy for Stockport. The strategy is intended to demonstrate the Council’s understanding and role in managing the flood risk within the borough of Stockport and its role in working with other key stakeholders and the local community.

The Area Committee is requested to comment on the draft strategy in Appendix 1, including its proposed objectives and measures.

Sue Stevenson (Transportation Policy, Programmes and GIS Manager, Stockport Council) attended the meeting to submit the Local Flood Risk Management Strategy (copies of which had been circulated).  The Strategy was intended to demonstrate the Council’s understanding and role in managing the risk of flood within the borough of Stockport and its role in working with other key stakeholders and the local community.

The following comments were made/ issues raised:-

·         An identified problem was that there was a lack of knowledge around the location of culverts and drains in the Borough.  This would be remedied through the undertaking of surveys on a district by district basis; however this would be a lengthy process.

·         The Council had a responsibility to log details of incidents of flooding and publish regular reports.  Such incidents would need to be reported to the Council.

·         There needed to be an increased in awareness around the problems caused by the blocking of streams, the creation of additional culverts and the introduction of additional hardstanding without sufficient drainage.

RESOLVED – That the report be noted.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

It was reported that the appeal in respect of the enforcement notice at 5 Walmer Drive, Bramhall had been withdrawn.

To consider a report of the Chief Executive

The report sets out the proposed Cycle City Ambition Grant (CCAG) Cheadle Hulme scheme following the consultation exercise undertaken in November 2015 and recommends proposals which will allow Officers to progress an alternative scheme.

The Area Committee is requested to comment on the report and recommend that the Executive Councillor (Supporting Places) give approval to the detailed recommendations in the report.

A representative of the Chief Executive submitted a report (copies of which had been circulated) setting out the proposed Cycle City Ambition Grant (CCAG) Cheadle Hulme scheme following the consultation exercise undertaken in November 2015 and recommends proposals which will allow Officers to progress an alternative scheme.

In response to the petition that had been submitted earlier in the meeting under Agenda Item 4(v) it was reported that the Council was no longer intending to pursue the proposal to introduce parking restrictions along Park Road, Bramhall.

The following comments were then made/ issues raised:-

·         It was noted that the revised proposals had reflected some of the concerns expressed during the public consultation, particularly with regard to Park Road, Cheadle Hulme.

·         There needed to be better co-ordination between traffic signals to provider for better traffic flows and the easier pedestrian movements.

·         Concerns were expressed that the current pedestrian crossing arrangements in Cheadle Hulme discouraged movement around the district centre.

·         The use of permeable surfacing within the Ladybrook Valley was welcomed.

·         The view was expressed that the proliferation of street furniture and signage should be kept to a minimum.

RESOLVED – That the Executive Councillor (Supporting Places) be recommended to give approval to:-

(i) the 20mph zones and associated signing/lining/physical measures described in 2.8 and 2.9 of the accompanying report, subject to funding, further discussions with TfGM and relevance to the proposed Ladybrook Valley route;

(ii) the associated traffic regulation orders as described in Appendix A of this report and shown on Plans 3 & 4;

(iii) Traffic Services Officers continuing to investigate the possibility of providing a shared use route along the Ladybrook Valley between Bramhall Park and Demmings Road (to include carrying out a local consultation with properties that back/front onto the route and to start negotiations with landowners); and      

(iv) the design of and consultation on providing physical features (5 number of speed reducing junction tables) along Station Road, Cheadle Hulme to self-enforce the proposed 20mph zone.

The report considers a proposed speed limit amendment on the approaches to the Eden Park Road Roundabout, (A34). This speed limit amendment is associated with the planning permission given for additional housing on the Bradshaw Hall development site.

The Area Committee is requested to comment on the report and recommend that the Executive Councillor (Supporting Places) gives approval to the following traffic regulation orders at a cost of £5,000 to be funded by a developer contribution:-

Revocation of the existing 50mph speed limit

A34 both sides from a point 185 metres north of the northerly kerb line of Eden Park Road for a distance of 410 metres in a southerly then south easterly direction.

Proposed 40mph speed limit

A34 both sides from a point 185 metres north of the northerly kerb line of Eden Park Road for a distance of 410 metres in a southerly then south easterly direction
