Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Democratic Services Manager reported that representatives of Greater Manchester Police had been unable to attend the meeting.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Four public questions was submitted relating to the granting of planning permission in respect of application number DC054582 for the demolition of existing and construction of new sports pavilion; car and coach park reconfiguration including a new coach drop off area.

 

The Chair allowed a number of supplementary questions in relation to this issue and members of the Area Committee responded (where they could) do to the questions raised.

 

RESOLVED – (1) That the questions be noted

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide information to the Chair to enable him to respond in writing (within 7 days) to the questions submitted and a copy of the response should be sent to all members of the Committee.

 

 

4.(iv)

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

 

4.(v)

Petition - Cranborne Avenue, Cheadle Hulme

The Area Committee is invited to receive a petition from residents of Cranbourne Avenue, Cheadle Hulme requesting the Council to address parking issues, including double parking, on this road due to concerns about safety.

 

The petition is signed by 32 Residents from 32 properties. Of these, 28 support the introduction of double yellow lines, 24 support permits and 15 support restricted parking (residents were able to state more than one preference).

Minutes:

Mr and Mrs Foubister attended the meeting and submitted a petition signed by 32 residents from 32 properties on Cranbourne Avenue, Cheadle Hulme requesting the Council to address parking issues, including double parking, on this road due to concerns about safety. Of those signing the petition, 28 support the introduction of double yellow lines, 24 support permits and 15 support restricted parking (residents were able to state more than one preference).

 

The petitioner stated that this petition augmented those that had already been submitted in relation to this application.

 

RESOLVED – (1) That the Cheadle Hume South Ward Councillors be requested to consider the issues raised by the Petition.

 

(2) That the Petition be referred to the Corporate Director for Place Management and Regeneration for investigate the parking issues raised by the Petition on Cranbourne Avenue, Cheadle Hulme.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider a report of the West Area Housing Manager (Stockport Homes Limited)

 

The report updates the Area Committee on  progress  in  delivery  of  Stockport  Homes Neighbourhood Action Plans and seeks comments on further issues that the Action Plans might embrace in 2014-15 and priorities for the 2015/16 Plans which will be formulated later this calendar year.

To report the findings of a consultation exercise and to seek approval for the introduction of a Moving Traffic Regulation Order (MTRO) on a range of roads.

 

The Area Committee is recommended to approve the proposed 20mph zone on the roads as detailed in the report.

RESOLVED - That the proposed introduction of No Waiting at Any Time on restrictions on the following roads as set out below be approved at a cost of £4,450 be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hume South Ward allocation):

 

Fountains Road, Cheadle Hulme, north side, from a point 7 metres west of the westerly kerb line of Kirkstead Road for a distance of 5 metres in a westerly direction.

 

Fountains Road, Cheadle Hulme, north side, from a point 40 metres east of the easterly kerb line of Kirkstead Road for a distance of 20 metres in an easterly direction.

 

Fountains Road, Cheadle Hulme (Service Road adjacent to No. 58b), west side, from the northerly kerb line of Fountains Road for a distance of 11 metres in a northerly direction.

 

Fountains Road, Cheadle Hulme (Service Road adjacent to No. 58b), east side, from the northerly kerb line of Fountains Road for a distance of 15 metres in a northerly direction.

(2) That the Proposed Civil Engineering Worksas set out below be approved:

 

Kirkstead Road, Cheadle Hulme – construction of in-line dropped crossing with tactile paving.

 

Kirkstead Road, Cheadle Hulme, build-up of existing redundant dropped kerb to prevent vehicles accessing footway, install Morpeth Bollard adjacent to remaining existing dropped crossing.
