Minutes: A representative of the Democratic Services Manager reported that the consultation had begun on the A6 to Manchester Airport Relief Road Scheme and a number of exhibitions were being held in the local area in November and December. |

Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. Minutes: Inspector Stephen Gilbertson (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public on neighbourhood policing issues in the Bramhall and Cheadle Hulme South Area Committee area.
The following issues were raised:-
· Across most of the main crime indicators, figures had fallen on the period from April to November, in comparison with the same period in 2011. However, there had been seasonal spikes in burglaries, vehicle crime and anti-social behaviour. · Residents were encouraged to leave lights on to deter opportunist burglaries, particular as the afternoons were getting darker. Residents were also reminded not to leave vehicles unattended with their engines running as this had led to an increase in car thefts. · There were problems with anti-social behaviour connected to late opening shops on Bramhall Precinct. · There were ongoing operations targeting illegal and dangerous parking near schools and playing fields; Operation Eagle Eye to encourage safer driving; the police would be undertaking additional patrols over the Christmas and New Year period. · Concerns were raised about anti-social behaviour at the rear of the shopping parade on the Diaryground estate. · The new ASDA at Cheadle Hulme was a potential source of anti-social behaviour because of its extended opening hours. GMP had already contacted the management of the store to discuss ways to minimise problems. · Ongoing efforts were being made to tackle graffiti and identify ‘taggers’.

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Carolyn Turner (Public Realm Inspector) attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental issues in the Bramhall & Cheadle Hulme South Area Committee area.
The following issues were raised:-
· Highway safety audits in the area were ongoing. · Concerns about a bicycle with advertising hoardings being left in inappropriate locations. The company involved had agreed to remove it. · Investigations were taking place to determine the cause of a depression in the highway on Station Road in Cheadle Hulme District Centre. · Recent heavy rainfall had caused problems with water pooling under the railway bridge on Hulme Hall Road, Cheadle Hulme. Measures to warn motorists and cyclists would be welcomed. · Concerns were expressed about the ability of councillors to contact Transport for Greater Manchester out of hours to report problems with traffic signals.

The report details proposals for the installation of street lighting on Linney Road, Bramhall near to the Tenement Lane end of the road.
The Area Committee is recommended to give approval to the following scheme:-
Linney Road, Bramhall – Provide and Install additional Street Lighting Column at the rear of the footway adjacent to the boundary between number 76 & 78.

Proposed Primary School on the former BAe Systems Airfield Site
To consider a presentation from members of the Parochial Church Council congregation of Christ Church Woodford to ‘make the primary school which is proposed on the former BAe Systems Woodford site a Church of England Primary School of a Free School with a Church of England designation’. Minutes: A representative of the Democratic Services Manager reported on the receipt of a petition from members of the Parochial Church Council congregation of Christ Church Woodford in relation to the proposed primary school on the site of the former BAe Systems facility and asking the council to consider making this either a Church of England School or a free school with a Church of England designation.
RESOLVED – That the petition be received and referred to the Corporate Director for People for consideration. |

Area Flexibility Funding To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.
(a) Oak Meadow Focus Group
To consider an application for £1,000 for funding towards the cost of providing a Christmas Tree for Oak Meadow Park in the centre of Cheadle Hulme Village.
(b) Bramhall Business Community
To consider an application for £1,000 for funding towards the cost of providing Christmas lighting throughout Bramhall Village.

Joyce Buxton of the Oak Meadow Focus Group attended the meeting to answer questions from councillors on the group’s application for funding toward the cost of providing a planted Christmas tree and lighting in Oak Meadow Park.
It was reported that the Cheadle Area Committee had agreed a match the grant made by this Area Committee, up to the value of £1000.
RESOLVED – That the Democratic Services Manager be recommended to make a grant of up to £1000 from the Area Flexibility Fund (Cheadle Hulme South Ward allocation) to the Oak Meadow Focus Group toward the cost of festive lighting, to match the grant provided by the Cheadle Area Committee
(b) Bramhall Business Community
A representative of the Democratic Services Manager submitted an application from the Bramhall Business Community requesting funding toward the cost of festive lighting.
RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1500 from the Are Flexibility Fund (Bramhall North and South Ward allocations) to the Bramhall Business Community toward the cost of festive lighting.

The report outlines the proposed arrangements for the Annual Review of Outcomes Tour and requests the Area Committee to submit their recommendations for a completed development site within their area to be included on the list of sites to be inspected by the Tour delegates. In addition the Area Committee is asked to provide nominations for delegates to attend.
