Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. Minutes: PC Carl Cummings (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.
The following comments were made/ issues raised:-
· A mobile police station had recently been situated in the vicinity of the shops on North Park Road, Bramhall in response to reports of anti-social behaviour in the area. · The recent spate of damage and thefts to vehicle wing mirrors had abated. · In response to concern over speeding vehicles, an operation had taken place on 17 August 2012 during which a number of vehicles were stopped and warnings issued. · The McCarthy & Stone site adjacent to Cheadle Hulme Railway Station had been the subject of vandalism; however the perpetrators had been identified following video footage being uploaded to the internet and restorative justice was being used to make good the damage. · A bus driver had been assaulted in Woodford which was still the subject of an ongoing investigation.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions. Minutes: Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.
One public question was submitted relating to blocked drains on a number of roads in Cheadle Hulme and why these had not been attended to during the school holidays.
In response, it was stated that the gullies in question had been identified for cleansing, however it had not been possible to programme the work to take place during the summer school holidays. It was further stated that it may be possible to undertake the work during the October half-term. |

Supplementary Planning Document (SPD) for Woodford
To consider a presentation from Paul Lawrence (Service Director (Place Development)).
A Supplementary Planning Document (SPD) for Woodford will be issued for public consultation from 3 September 2012 up to and including 15 October 2012.
The SPD consultation document will be available to view on the Council’s website at www.stockport.gov.uk/woodfordspd as well as at the Council’s main reception at Fred Perry House and all libraries and local information centres in Stockport during their regular opening hours.
In addition, the Council will be holding two Open Days at Woodford Community Centre, Chester Road, Woodford on: Friday, 7 September from 3.00 pm to 8.00 pm and Saturday, 29 September from 10.00 am to 3.00 pm.

Paul Lawrence, Service Director (Place Development) attended meeting and made a presentation in relation to the consultation process in respect of the Supplementary Planning Document (SPD)for Woodford.
The following comments were made/ issues raised:-
· Over the course of the planned consultation on the proposed SPD, and during the consideration of any subsequent planning application made for the use of the former BAe Woodford site there would be a number of opportunities for members of the public to engage with the process. · It was important that as many people as possible contributed to the consultation on the SPD document. · The proposed SPD was being developed out of a recognition of the importance of the BAe Woodford site to Stockport. · Members of the public expressed concern that Cheshire East Council and Stockport Council had been unable to progress a joint SPD for the whole site. · Stockport Council continued to work closely with officers from Cheshire East Council on the future of the site. · The development of an SPD for the site would enable the Council and the wider community to exert more control over its future.

Environmental and Highway Services The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.
The following comments were made/ issues raised:-
· Road resurfacing had been scheduled to take place on Seymour Road, Cheadle Hulme and Hall Road and Oak Drive, Bramhall over the coming weeks. · Incidents of fly-tipping on the Meadway Car Park had been reported and the site was being monitored for further incidents. · Concern was expressed with regard to fly-posting on highway infrastructure by local businesses. · The passageway between Howard Avenue and Coral Avenue, Cheadle Hulme had been cleared up by the Community Payback team. · There was a significant dip in the carriageway outside 37 Bramhall Lane South which needed to be remediated. · The pavement surface on Bramhall Park Road in the vicinity of the tennis club was in a poor state of repair and it was requested that attention be given to making up that area.

The Area Committee is recommended to give consideration to the approval of the following Traffic Regulation Order in the light of the results of the consultation exercise:-
Controlled Parking Zone to prohibit parking for vehicles over 5 tonnes gross weight

The report provides the Area Committee with the results of a traffic survey carried out in February 2012 and subsequent traffic modelling of the Bramhall Lane / Bramhall Lane South corridor.
The Area Committee is requested to note the contents of the report and recommend to the Executive Councillor (Economic Development and Regeneration) that in any negotiations with property developers who will put significant additional traffic on Bramhall Lane that the following measures be included in the development proposals:
“A modified junction at the Garners Lane / Bramhall Lane junction to allow ‘walk with traffic’ pedestrian facilities and additional controlled crossing facilities on Bramhall Lane between Garners Lane and Clutha Road.”
