The Minutes (copies of which had been circulated) of the meeting held on 5 December 2019 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

To receive any announcements from the Chair about local community events or issues.

There were no announcements made.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that representatives of Greater Manchester Police had been unable to attend the meeting on this occasion.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

Five public questions were submitted as follows:-

·         Relating to residents’ concerns in relation to ongoing issues of burglaries in the Bramley Road area.

RESOLVED – That the Deputy Chief Executive be requested to refer the matter to Greater Manchester Police for a response.

·         Relating to progress towards resolving ongoing parking issues on Bramley Road, Bramhall.

In response, it was stated that the matter had been the subject of two separate consultations with local residents which had not attracted sufficient support to allow officers to progress the proposals further.  It was stated that ward councillors would contact officers in Traffic Services to establish whether it was possible to consider alternative options to ameliorate the concerns expressed by residents at the meeting.

·         Relating to progress towards more widely disseminating and promoting the activities of the Area Committee.

In response it was stated that the Chair had contacted local community organisations with a view to using their communication activities to advertise the dates of forthcoming meetings.  It was also confirmed that on this occasion the press were in attendance at the meeting, however, while the press were already routinely informed of the dates and business of the area committees, it was a matter for them as to whether they were able to resource the attendance of journalists to report on the activities of the Area Committee.

·         Relating to the progress on the replacement of highway trees on the footway of Bramley Road, Bramhall near its junction with Bramley Close.

It was responded that work was taking place throughout the borough to remove tree stumps according to an agreed schedule.

·         Relating to the legality of a traffic monitoring device erected on a Council owned lighting column.

In response, it was stated that the device had been erected on behalf of a developer to monitor traffic flows, however this had not received the necessary permission from the Council.  It was further stated that in the course of affixing the equipment, damage had been caused to the column which was being pursued with the responsible party.

It was requested that clarity be sought on whether the data obtained from the traffic monitoring device could be used to support the submission of a development application in the light of the means by which it had been obtained.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A representative of the Deputy Chief Executive reported that the Public Realm Inspector had been unable to attend the meeting, however it was stated that any outstanding issues relating to the public realm that councillors and members of the public wished to raise at the meeting would be reported back to the appropriate officer for a response following the meeting.

To receive petitions from members of the public and community groups.

No petitions were submitted.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Deputy Chief Executive reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

The report details an application from the Bramhall & Woodford Rotary Club to hold their annual Duck Race & Family Fun Day at Bramhall Park on 17 May 2020.

A representative of Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report details the results of a consultation on the Mayor’s Challenge Fund proposal for five new links which are proposed between the existing multi user path along the A555 and residential areas, schools, retail and employment areas in Bramhall, Heald Green, Cheadle Hulme and Hazel Grove. The proposals include the conversion of existing Public Right of Way footpaths to bridleways, the creation of new bridleways, segregated cycle paths along roads, conversion of a signal junction to a roundabout and the provision of a new controlled crossing at locations where routes for pedestrians and cyclists cross busy roads.

The Area Committee is recommended to:-

(1)  Consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses around the Cheadle Area Committee area and the Bramhall and Cheadle Hulme South Area Committee area.

(2)  recommend the Cabinet Member for Economy and Regeneration to approve the proposals and statutory legal advertising of the Traffic Regulation Orders associated with Links 2, 3 and 4 detailed in Appendix C to the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

(3)   authorise the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable the adoption by the Council and to authorise/approve the Council to designate a public right of way (bridleway) across Council land as detailed in Appendix D.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing a proposal to convert existing Public Right of Way footpaths to bridleways, the creation of new bridleways, segregated cycle paths along roads, conversion of a signal junction to a roundabout and the provision of a new controlled crossing at locations where routes for pedestrians and cyclists cross busy roads at locations between the existing multi user path along the A555 and residential areas, schools, retail and employment areas in Bramhall, Heald Green, Cheadle Hulme and Hazel Grove.

RESOLVED – (1) That it be noted in the light of the outcome of the consultation, Link 1 (Wilmslow Road) would be subject to amendment and further consultation before being submitted to a future meeting of the Area Committee.

(2) That approval be given to the proposed Links 2 (Stanley Green), 3 (Highfield Parkway – Hall Moss Lane), and 4 (Bramhall Park – A555) as outlined in the report and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), insofar as they related to Local Distributor and Local Access Roads within their purview. and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders

This report details a proposal for an upgrade of an existing Puffing crossing to a Parallel signal crossing and associated cycle paths at Gillbent Road, Cheadle Hulme.

The Area Committee is requested to recommend that the Cabinet Member for Economy & Regeneration gives approval to the implementation of the scheme and the legal advertising of the traffic regulation orders contained in Appendix B, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal to enhance the walking and cycling link between the quiet routes of Newlands Avenue and Woodstock Avenue across the busy Gillbent Road in Cheadle Hulme which separates the local community.

RESOLVED – That the Cabinet Member for Economy & Regeneration be recommended to give approval to proposals to enhance the walking and cycling links in the vicinity of Gillbent Road, Cheadle (as detailed in Section 3 of the report) and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix B of the report), and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders.

The Area Committee is requested to consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses around the Stepping Hill and Bramhall areas and to recommend that the Cabinet Member  for Economy & Regeneration gives approval to the proposed measures and associated traffic regulation orders.

The Area Committee is requested to comment on the report and recommend that the Cabinet Member  for Economy & Regeneration gives approval to the implementation of the scheme and the legal advertising of the traffic regulation orders contained in Appendix B of the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.

RESOLVED – (1) That approval be given to the proposal to create a 4km long cycle link from Bramhall Park to the former A6 at ‘Simpson’s Corner’ in Hazel Grove as part of the Stockport East–West Cycle Route (as detailed in Section 3 of the report) and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix B of the report), insofar as they related to Local Distributor and Local Access Roads within its purview, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders.

The report details the findings of a consultation exercise for Road Safety Around Schools in the vicinity of Nevill Road Infant & Junior Schools and to seek approval for the introduction of Traffic Regulation Orders and signing as detailed in the report.

The Area Committee is recommended to give approval to the proposals for Road Safety around Schools in the vicinity of Nevill Road Infant and Junior Schools as shown on the proposals plan (Drawing No. 0307/NR/003 in Appendix B) and to give approval to the legal advertising of the Traffic Regulation Orders as detailed in the report and scheduled in Appendix C and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal to improve road safety for children and other road users in the area around Nevill Road Infant and Junior Schools.

RESOLVED - That approval be given to the proposals for Road Safety around Schools in the vicinity of Nevill Road Infant and Junior Schools as shown on the proposals plan at Appendix B to the report, and to the legal advertising of the associated package of traffic regulation orders (as detailed in Appendix C to the report) and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £5,200 to be funded from the Road Safety around Schools Programme.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details a proposal to introduce new traffic regulation orders on Hillcrest Road, Bramhall following a request to investigate traffic issues on Hillcrest Road at the junction with Bridge Lane as it had been reported that vehicles were regularly parking on both sides of the road on Hillcrest Road close to its junction with Bridge Lane.  These parked vehicles are said to be causing an obstruction together with visibility issues for drivers negotiating the junction safely.

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the legal advertising of the Traffic Regulation Order (as detailed in Appendix A and B of the report) and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1,010, to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme South ward allocation).

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal to introduce new traffic regulation orders on Hillcrest Road, Bramhall following a request to investigate traffic issues at the junction with Bridge Lane as it had been reported that vehicles were regularly parking on both sides of the road on Hillcrest Road close to its junction with Bridge Lane which was causing an obstruction together with visibility issues for drivers negotiating the junction safely.

It was noted that the Area Committee had considered alternative proposals for traffic regulation orders at this location on 18 July 2019, however it was agreed to defer the matter to a future meeting of the Area Committee pending the undertaking of a site visit between ward councillors and Traffic Services officers to determine whether the extent of the proposed Traffic Regulation Orders was appropriate in the light of concerns raised by local residents.

As a result of the concerns raised by a local residents and following the additional investigations and site visits by officers, the proposal had been amended to extend the existing ‘No Waiting at Any Time’ restriction and introduce a new ‘No Waiting Monday-Friday 7.00 am-9.30 am & 4.00 pm-6.30 pm’ restriction.
