To approve as a correct record and sign the Minutes of the meeting held on 7 November 2019.

The Minutes (copies of which had been circulated) of the meeting held on 7 November 2019 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

No urgent decisions were reported.

To receive any announcements from the Chair about local community events or issues.

There were no announcements made.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Inspector Rob Hawksley (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

The following comments were made/ issues raised:-

·         There had been a number of arrests in relation burglaries in the area which had seen a consequent reduction in the number of offences being committed.

·         Uniformed and plain clothes patrols continued to take place at night to both deter and apprehend suspects.

·         There were ongoing issues of youth anti-social behaviour in Cheadle Hulme and efforts continued to tackle this.

·         It was commented that it would be useful to proactively contact local businesses to advise them to ensure that cash did not remain on the premises over the festive period.

·         The Bramhall & Cheadle Hulme area now had a full complement of four neighbourhood police officers and six PCSOs.  It was stated that another 320 police officers were to be recruited across the force area.

·         Residents needed to do more to ensure that their property did not become a target through the use of simple measures such as light timers and steering locks.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

Two public questions were submitted as follows:-

·         Relating to the lack of coverage of the activities of the area committee in the local press.

In response it was stated that while agendas and minutes of all local authority meetings were published on the Council’s website, and that meetings were webcast live, there was a general lack of information in relation to the activities of the Council in local newspapers.  It was stated that councillors would investigate alternative sources of publicity for area committee meetings.

·         Relating to the purpose of a device attached to a lamppost adjacent to properties at 9 and 11 Bramley Close, Bramhall.

In response, a councillor stated that he had been in contact with relevant officers and that he would respond directly to the questioner.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

The Chair reported that the Public Realm Officer was unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details a proposal to divert part of Public Footpath 19 Hazel Grove and Bramhall under Section 119 of the Highways Act 1980 as shown on the plan at Appendix 1.

The existing footpath currently runs south easterly (A-F) and then follows a line adjacent to the north side of the A6 Manchester Airport Relief Road (A6 MARR) (F-C), crosses the road via a tunnel beneath the road (C-D), and follows a line adjacent to the south side of the A6 MARR (D-E) and then continues from point E in an easterly direction. The footpath is unsurfaced between A – C and then surfaced from C – E.

The A6 MARR is a major carriageway and it is considered that diverting the footpath as it follows line A-B-C will be in the interests of the public because it keeps the footpath further away from the main road for that section and offers a more aesthetic aspect for pedestrians. It is also in the landowner’s interest as it follows the field edge rather than crossing the centre of the field, and the landowner has indicated that he has no objection to the diversion.

The Area Committee is recommended to resolve to authorise the making of an Order under Section 119 of the Highways Act 1980, diverting part of Public Footpath 19 Hazel Grove and Bramhall shown as a black solid line between Points A – F – C, to a route shown by a bold dashed line at Points A – B – C.

The report details two objections received to a proposed introduction of ‘No Waiting at Any Time’ restrictions on Bramhall Park Road, Bramhall and Surrounding Roads in the Bramhall North Ward.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing two objections received to a proposed introduction of ‘No Waiting at Any Time’ restrictions on Bramhall Park Road, Bramhall and Surrounding Roads in the Bramhall North Ward.

RESOLVED – That, notwithstanding the objections, the Order be made as advertised.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details proposals for new traffic orders associated with proposed permanent speed limits on the recently constructed A555 and also other roads affected by the A6-MARR highway scheme (A6 to Manchester Airport Relief Road). The new road (A555) now links Ringway Road West within Manchester City Council’s boundary to the new section of A6 constructed east of Buxton Road in Hazel Grove.

Sections of the A555 and associated approach /side roads that require speed limits which differ from the three national speed limits of 30mph, 60mph and 70mph where these would be considered inappropriate will be set (or re-set on existing sections) by Stockport Council as Lead Highway Authority in order to meet the local needs and conditions.

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the legal advertising of the package of traffic regulation orders and associated revocations detailed at Appendix A and B of the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders, to be funded from the existing budget for the A6-MARR scheme.
