The Chair announced that a commemorative paving stone would be paid at Cheadle Hulme war memorial on Sunday, 4 November 2018 to mark the 100th anniversary of the award of a Victoria Cross to Second Lieutenant James Kirk.  Mr Kirk was born in Cheadle Hulme on 27 January 1897.

 

Mr Kirk was awarded a Victoria Cross for his bravery and devotion to duty in north of Ors in France.  His actions prevented many casualties and enabled men from his party to cross a bridge before it was eventually destroyed.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

PCSO Crehan and PCSO Belal (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         Burglaries remained a significant issues within the Bramhall and Cheadle Hulme areas.

·         High value German vehicles remained a lucrative target for criminals, although increasingly middle-market vehicles were also now being stolen.

·         The police were still observing a number of properties which were being left insecure during the day.

·         The level of anti-social behaviour in the area was relatively low, however the Operation Treacle campaign was shortly due to commence to target the annual spike in anti-social behaviour associated with Halloween and bonfire night.

·         The work of the police to assist with the recent traveller incursion at Woodford Recreation Ground was welcomed.

·         Further worked needed to be done to raise the profile and promote the live chat facility on Greater Manchester Police’s website.

 

RESOLVED – That PCSO Crehan and PCSO Belal be thanked for their attendance.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Emma Warrington (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         The reinstatement of the highway at the former Fountains Road recycling site was due to commence during the week commencing 1 October 2018.

·         The wooden bollards for installation on the grass verges along Bramhall Park Road, Bramhall were due to arrive in October, and members would be informed when they were scheduled to be installed.

·         A new litter bin had been installed on Eden Park Road, Cheadle Hulme.

·         Following concerns in relation to litter on Highfield Road, Cheadle Hulme and the passageway from Thornway, Bramhall across Bramhall Park Golf Club monitoring continued to be undertaken to assess the need for new littler bins.

·         There had been a number of issues of bulky waste being flytipped on Gillbent Road, Cheadle Hulme.

·         Local residents had been provided with advice in relation to waste being left next to litter bins on Woods Lane, Cheadle Hulme.

·         Concern was expressed in relation to weed growth in the Cheadle Hulme area, with specific regard to Station Road, Cheadle Hulme from its junction with Albert Road to the John Millington public house.

·         It was requested that the landowner of the fields at the bottom of Blenheim Road, Cheadle Hulme be contacted with a view to removing a container filled with waste.

 

RESOLVED – That Emma Warrington be thanked for her attendance.

Adrian Fisher (Head of Planning Strategy, Cheshire East Council) attended the meeting and made a presentation providing an overview of the consultation process on the proposed Handforth Garden Village Supplementary Planning Document including the site allocation, the proposed form of the SPD along with an overview of the master plan concept for the site.

 

The following comments were made/ issues raised:-

 

·         Members expressed their disappointment that the Planning Inspector had given approval to the inclusion of the proposed garden village development within Cheshire East’s Local Plan document.

·         The impact of traffic flows resulting from a development of this size on the A34 would be significant and have a hugely detrimental impact on existing pinch points such as at the Gatley traffic lights.

·         Members requested clarity on the highways mitigation measures that would be introduced as a result of this development in the light of the fact that the majority of the traffic from the site would travel into and through the Stockport area.

·         It was stated that Cheshire East’s approach to housing demand within its area was to allocate sites large enough to be able to attract funding to mitigate the impact of such development, rather than through a piecemeal approach of smaller developments.

·         Concern was expressed in relation to the impact of the development on existing schools in the area, with specific regard to those in Stockport.  It was acknowledged that a new primary school was proposed on the site, however there was no provision on site for secondary education.  In response it was stated that discussions were taking place with regard to the expansion of Wilmslow High School.

·         It was stated that Cheshire East Council were seeking to apply a policy that 30% of the units on the site would be affordable.

The report details the findings of a consultation exercise and seeks approval for the implementation of an additional set of speed cushions on Moor Lane, Woodford to address concerns from local residents in relation to the gap in the series of traffic calming features adjacent numbers 40/45 Moor Lane.

 

The Area Committee is recommended to give approval to the legal advertising of the following scheme and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders, at a cost of £3,500, to be funded by way of a development agreement:-

The report details a proposal to introduce a Traffic Regulation Order to extend the ‘No Waiting at Any Time’ parking restrictions around the junction of Moss Lane / Athol Road, Bramhall in order to keep a larger area around the junction free from vehicles, in order that vehicles can manoeuvre more safely, as well as introducing ‘Limited Waiting’ restrictions to prevent vehicles from using Athol Road as a free car park.

 

The Area Committee is recommended to give approval to the legal advertising of the package traffic regulation orders and associated revocations as detailed in Appendix A and Appendix B to the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1,310 to be funded from the Area Committee’s Delegated Budget (Bramhall South and Woodford ward allocation).

It was commented that there was an error in the report such that the limited waiting restrictions on Athol Road, Bramhall should reflect the timing of the existing restrictions on Syddal Road.

 

RESOLVED – That consideration of this item be deferred to a future meeting of the Area Committee pending clarification of the extent of the proposed limited waiting restrictions on Athol Road, Bramhall.
