To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.

 

The relevant Neighbourhood Manager will attend the meeting to answer any questions from councillors.

Ian Walsmley (Head of Neighbourhoods, Stockport Council) and Peter Cooke (West Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with members to address those concerns that were of greatest concern to local residents.

 

It was commented that while members had been provided with information relating to the creation of the new structure in Place Management and the responsibilities for the functions of the Neighbourhood Team, there was less clarity with regard to the backfilling of those roles previously performed by officers making up the new team.  In response, it was stated that until the Neighbourhood Team had become fully formed, members should maintain their existing contacts.

 

RESOLVED – That Ian Walsmley and Peter Cooke be thanked for their attendance.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Emma Warrington (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         There had been a number of complaints in relation to the tidiness of the passageway between Barrington Avenue and Swann Lane, Cheadle Hulme.

·         It was commented that attention needed to be given to the removal of redundant temporary street signage that was erected during road works. 

·         An update was requested with regard to the removal of a blockage in the drains under Fir Road, Bramhall that was the cause of persistent flooding in the area.

·         There were accumulations of litter around the perimeter fence of Bramhall High School that needed to be removed.

·         An update was requested on the activities of the Public Realm service in identifying those contractors that were responsible for damaging grass verges.

Ward Flexibility Funding - Grove Lane Baptist Church Day Centre pdf icon PDF 217 KB

To consider an application received from Grove Lane Baptist Church Day Centre for a grant of £1,000 from the Ward Flexibility Fund towards the cost of replacement kitchen furniture.

Megan Benton attended the meeting and submitted an application on behalf of Grove Lane Baptist Church Day Centre for a grant of £700 from the ward flexibility budget towards the cost of replacement kitchen furniture.

 

A representative of the Deputy Chief Executive reported that the Cheadle Area Committee had given approval to a grant of £300 to the Day Centre at their meeting on Tuesday, 29 January 2019.

 

Members commented that the Day Centre provided an invaluable community service. It was noted that should the area committee be minded to give approval to the grant as applied for, there would still remain a significant shortfall in the funding secured for this project that would need to be otherwise diverted from the general funding available to the Day Centre and that may impact on their core activities.  As such, the area committee noted that the guidance on the use of the ward flexibility fund states that awards of over £1,000 will not ordinarily be made, but considered that in all the circumstances of the case it was appropriate to deviate from the guidance in this instance.

 

RESOLVED - That approval be given to the award of a grant of £1,100 from the Ward Flexibility Budget (£200 from each of the Bramhall North and Bramhall South & Woodford ward allocations and £700 from the Cheadle Hulme South ward allocation) to the Grove Lane Baptist Church Day Centre towards the cost of replacement kitchen furniture.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

 

It was reported that since the publication of the report the appeal against the refusal of planning permission for the erection of a first floor extension to create a 2 bedroom dwelling above the existing class A1 shop at 42A Gillbent Road, Cheadle Hulme had been dismissed.

 

It was further reported that a further appeal had been received in respect of the decision to refuse planning permission for the demolition of the existing dwelling and a new residential development comprising four dwellings and one detached garage at 6 Kings Close, Bramhall.

 

RESOLVED – That the report be noted.

Greater Manchester's Plan for Homes, Jobs and the Environment - The Greater Manchester Spatial Framework Draft for Consultation pdf icon PDF 126 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework (GMSF) was approved for public consultation at a meeting of the Joint Greater Manchester Combined Authority (GMCA)/Association of Greater Manchester Authorities Joint Board on 11 January 2019. The formal consultation on the document commenced on 21 January 2019 and will run until 18 March 2019.This is the next stage of the process which follows on from an initial consultation on a first Draft GMSF, which ran from October 2016 to January 2017.

The report details a proposal for the replacement of two benches at Bramhall War Memorial.

 

The Area Committee is recommended to give approval to the removal of the existing concrete and timber slat benches and replace them with 2 x 2m long new black metal benches, includes tarmac patch below benches at a cost of £2,263 to be funded from the Area Committee’s Delegated Budget (Bramhall South & Woodford ward allocation).

The report details a proposal to removal and placement of pedestrian safety barriers at the entrance to Hursthead Infant School in Cheadle Hulme.

 

The Area Committee is recommended to give approval to the removal of the existing barrier at the pedestrian entrance to the Infant School and erect safety barriers towards the kerb edge on Kirkstead Road, Cheadle Hulme at a cost of £460 to be funded from the Area Committee’s Delegated Budget (Bramhall South and Woodford ward allocation).

The report details a number of objections to a proposed Traffic Regulation Order, for the Moss Lane / Athol Road area of Bramhall.

 

The Area Committee is recommended to amend the order such that only the ‘No Waiting at Any Time’ restrictions would be extended into Athol Road, and along Moss Lane, and that the ‘Limited Waiting’ restrictions would be omitted in their entirety.
