The Chair reported that following a meeting with the Cheadle Hulme South ward Highway Spokesperson, the Corporate Director for Place Management & Regeneration had requested that Agenda Item 9 – ‘Cycle City Ambition Grant Phase 2 - Station Road Cycle Improvements, Cheadle Hulme’ be withdrawn.

 

RESOLVED – That the consent of the Area Committee be given to the withdrawal of Agenda Item 9 - ‘Cycle City Ambition Grant Phase 2 - Station Road Cycle Improvements, Cheadle Hulme’.

Neighbourhood Policing

The Chair reported that representatives of Greater Manchester Police had been unable to attend the meeting on this occasion.

 

RESOLVED – That the Democratic Services Manager be requested to write to Greater Manchester Police expressing the Area Committee’s disappointment that they had been unable to be represented at a meeting of the area committee since September 2017 and requesting their attendance, where operationally possible, at the next meeting on 19 April 2018.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Chris Pollitt (Senior Public Realm Inspector) and Emma Warrington (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was requested that the report from the regular driven inspections of the highway network were circulated to members of the area committee to avoid duplication in reporting highway defects.

·         It was commented that there were a number of significant pot holes along Grange Road and Midland Road, Bramhall which needed to addressed.

·         Concern was expressed in relation to the length of time it was taking for United Utilities to address the water leak on Midland Road, Bramhall at its junction with Bramhall Lane South.

 

RESOLVED – That Chris Pollitt and Emma Warrington be thanked for their attendance.

RESOLVED – That approval be given to the award of a grant of £1,500 from the Ward Flexibility Budget (£750 from each of the Bramhall North and Bramhall South and Woodford ward allocations) to the Rotary Club of Bramhall and Woodford towards the cost of holding the 2018 Duck Race and Family Fun Day in Bramhall Park on 20 May 2018.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Council’s overall strategic transport ambition is to increase the numbers of children walking or cycling to school, both to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is, and is perceived to be, a safe option for children and their families.  Work has continued to progress the Council’s programme of activity to improve road safety around schools across the borough. The purpose of this report is to provide an update on the 2017/18 road safety around schools programme and the recommended list of schools for the 2018/19 financial year.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the 2017/18 Road Safety Around Schools Programme and detailing the recommended list of schools for inclusion in the 2018/19 financial year.

 

The following comments were made/ issues raised:-

 

·         It was requested investigations take place to identify potential funding streams for the upgrading to a puffin crossing of the existing pelican crossing on Bramhall Lane South outside Pownall Green Primary School.

·         Concern was expressed in relation to the safety of pupils from Cheadle Hulme School and Greenbank School negotiating the junction of Highfield Road, Heathbank Road and Claremont Road, Cheadle Hulme and it was requested that consideration be given to the inclusion of this area within the Road Safety Around Schools Programme.

·         It was commented that Lane End Primary School had incorrectly been identified in the report as being within the Cheadle Hulme North ward, rather than Cheadle Hulme South ward.

·         It was requested that the methodology by which schools had been selected for inclusion within the programme be circulated to members of the area committee.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management & Regeneration be recommended to include Cheadle Hulme School and Greenbank School within the Road Safety Around Schools Programme.

The report outlines the proposed Cycle City Ambition Grant Phase 2 (CCAG2) package of works which include the conversion of the existing signalised Puffin Crossing adjacent to the railway station on Station Road, Cheadle Hulme to a Toucan Crossing, the introduction of shared-use (pedestrian/ cyclist) paths on Station Road and Mellor Road and carriageway/signing treatments to provide a visual entrance into the district centre.

 

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the proposals contained in the plan appended to the report, and the legal advertising of the associated package of traffic regulation orders, and subject to no objections being received within 21 days of the advertisement date, the subsequent making of the orders.

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the proposals contained in the plan appended to the report, and the legal advertising of the associated package of traffic regulation orders, and subject to no objections being received within 21 days of the advertisement date, the subsequent making of the orders.

Concern was expressed that the extension of the existing parking bay to facilitate the introduction of a new disabled persons parking bay on the north side of Church Road would reduce the visibility for vehicles exiting Hill Top Avenue onto Church Road and therefore be harmful to road safety.  It was suggested that the new disabled persons parking bay could reasonably be accommodated within the extent of the existing general parking bay.

 

RESOLVED – That, subject to the amendment of the proposal such that the new disabled persons parking bay was incorporated within the extent of the existing general parking bay, the Cabinet Member for Communities & Housing be recommended to give approval to the proposals contained in the plan appended to the report, and the legal advertising of the associated package of traffic regulation orders, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.
