The Chair reported that a Pink Parade would be taking place on 30 September 2017 as part of ‘Paint Cheadle Hulme Pink’ to raise money for Prevent Breast Cancer.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

PC Karl Cummings and PCSO Maureen Crehan (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public in relation to Neighbourhood Policing issues within the Bramhall and Cheadle Hulme South area.

 

The following comments were made/ issues raised:-

 

·         Additional support was being provided to tackle burglaries in the Stockport area.

·         Concern was expressed that information relating to criminal activity was often circulated on social media which was inaccurate and the public were encouraged to treat such information with caution.

·         The police continued to provide crime prevention advice and would be doing so at the forthcoming Paint Cheadle Hulme Pink event on 30 September and in Bramhall Precinct on 7 October.

·         A member of the public commented that there had been a number of incidents of gangs of youths engaging in assaults robberies in the Bramhall area.

·         The swift response of the police to a robbery and abduction in Cheadle Hulme which resulted in the arrest of five men was welcomed.

·         It was commented that a number of residents had complained about the number of calls to the 101 police non-emergency telephone number which went unanswered or where there was a significant waiting time before the caller was connected.

 

RESOLVED – That PC Cummings and PCSO Crehan be thanked for their attendance.

One public question was submitted relating to parking provision for visitors attending Bramhall Hall and Park during events.  As the questioner was not in attendance at the meeting, in accordance with the Code of Practice, the Democratic Services Manager was requested to respond to the questioner in writing.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

The Chair reported that the Public Realm Inspector had been unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the Area Committee separately.

4.(v)

Petitions - Snowden Drive and Pembroke Close pdf icon PDF 136 KB

To consider a petition received on behalf of the residents of Snowdon Drive and Pembroke Close, Cheadle Hulme signed by five signatories requesting the introduction of a residents permit parking scheme.

 

The Network Management Service has undertaken a preliminary analysis of the request and have determined that as the properties in question have off road parking, and accordingly do not meet the criteria for the introduction of such a scheme, it is recommended that no further investigation be undertaken.

A representative of the Democratic Services Manager reported on the receipt of a petition received on behalf of the residents of Snowdon Drive and Pembroke Close, Cheadle Hulme signed by five signatories requesting the introduction of a residents permit parking scheme.

RESOLVED - That approval be given to the award of a grant of £396 to ‘The Friends of Hesketh Park’ from the Ward Flexibility Budget (Cheadle Hulme South ward allocation) towards the cost of providing noticeboards.

The report provides an update on the public consultation being undertaken regarding transport issues and options in Stockport to inform the updating of the South East Manchester Multi-Modal Strategy to 2040.

Sue Stevenson (Head of Highways and Transportation, Stockport Council) attended the meeting and provided an update on the public consultation being undertaken regarding transport issues and options in Stockport to inform the updating of the South East Manchester Multi-Modal Strategy to 2040.

 

The following comments were made/ issues raised:-

 

·         Improved connectivity to Stepping Hill Hospital by public transport was noted as being of particular importance.  The lack of a direct link to the hospital by northbound 192 bus services was highlighted an example of the current disconnect.

·         The priority for the Council should be to ensure that the A6 to M60 Relief Road was progressed as quickly as possible.

·         There needed to be improvements to the frequency and speed of rail services from Bramhall Station to Manchester.

·         Various options for bringing Metrolink to the Borough were discussed.

·         It was proposed that a new railway station could be built on the Manchester to Atrincham via Stockport railway line to serve the Cheadle area.

 

RESOLVED – That Sue Stevenson be thanked for her attendance.

5.

Dedication Of Bridleway on Land Owned Privately And By The Council, Creation of a Bridleway Over Privately Owned Land In Ladybrook Valley, Cheadle Hulme, and Extinguishment of a Section of Footpath 75 Cheadle and Gatley pdf icon PDF 97 KB

To consider a joint report of the Corporate Director for Place Management and Regeneration and the Deputy Chief Executive

 

The Area Committee is requested to dedicate a bridleway over a section of land owned by the Council in the Ladybrook Valley and a section of land that is outside its ownership in the Ladybrook Valley, and consider the extinguishment of a section of Footpath 75 Cheadle and Gatley.

 

The Area Committee is recommended to:-

 

(i)         authorise the dedication of a bridleway over the section of the route between Points A–B–C–D–E and K–L–M–N, as shown on the plans at Appendices 5, 6, 7 and 8.

(ii)        authorise appropriate dedication agreements to be entered into between the Council and landowners of the land over which the sections of path marked A–B–C and D–E run.

(iii)       authorise the making of a bridleway creation order in respect of the sections of the route between points E – F – G – H – I and G - J, as shown on the plans at Appendix 6.

(iv)      authorise the making of a footpath extinguishment order under section 118 Highways Act 1980 to extinguish that section of footpath 75 Cheadle and Gatley between Points X – Y, as shown on the plan at Appendix 2.

(v)       in the event that objections are received to the creation and / or extinguishment orders, delegate authority to send the orders to the Secretary of State for confirmation, or not proceed with the orders, to the Corporate Director for Place Management and Regeneration.

A representative of the Head of Legal and Democratic Governance submitted a joint report of the Corporate Director for Place Management and Regeneration and the Head of Legal and Democratic Governance (copies of which had been circulated) detailing a proposal to dedicate a bridleway over a section of land owned by the Council in the Ladybrook Valley and a section of land that is outside its ownership in the Ladybrook Valley, and consider the extinguishment of a section of Footpath 75 Cheadle and Gatley.

 

It was commented that the proposal to extinguish that section of footpath 75 Cheadle and Gatley marked as being between Points X–Y on the plan at Appendix 2 should not be pursued as the said footpath traversed an open field which was not replicated in the proposed bridleway which was partially enclosed.

 

RESOLVED – (1) That:-

 

(i)            authorisation be given to the dedication of a bridleway over the section of the route between Points A–B–C–D–E and K–L–M–N, as shown on the plans at Appendices 5, 6, 7 and 8.

(ii)          authorisation be given to appropriate dedication agreements to be entered into between the Council and landowners of the land over which the sections of path marked A–B–C and D–E run.

(iii)     authorisation be given to the making of a bridleway creation order in respect of the sections of the route between points E – F – G – H – I and G - J, as shown on the plans at Appendix 6.

It was commented that the traffic resume contained within the wider Progress Report did not constitute a comprehensive summary of the activities of Traffic Services within the Bramhall & Cheadle Hulme South area.
