To elect a Chair of the Area Committee until the next Annual Council meeting.

RESOLVED – That Councillor Lisa Walker be elected Chair of the Area Committee for the period until the next Annual Council Meeting.

To appoint a Vice-Chair of the Area Committee until the next Annual Council meeting.

RESOLVED – That Councillor Mike Hurleston be appointed Vice-Chair of the Area Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 13 April 2017.

The Minutes (copies of which had been circulated) of the meeting held on 13 April 2017 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

No urgent decisions were reported.

To receive any announcements from the Chair about local community events or issues.

The Chair announced that the Bramhall Festival would be held on Saturday, 24 June 2017 and that there would be associated road closures for most of the day, which included that part of Bramhall Lane South, south of its junction with Lumb Lane.

It was further announced that Lane End School would be celebrating its 50^th anniversary on Friday, 23 June 2017.  The school was proposing to mark the occasion by a sponsored jog throughout Cheadle Hulme which would involve the closure of Station Road for part of the morning.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that representatives of Greater Manchester Police had been unable to attend the meeting on this occasion.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

The following comments were made/ issues raised:-

·         It was requested that priority be given to the cleansing of gullies on Woodford Road, Woodford.

·         Concern was expressed in relation to ongoing drainage issues associated with the footpath which ran to the rear of Bramhall Methodist Church.

·         It was requested that an update be provided to the next meeting of the Area Committee relating to the enforcement of fly posting and the number of prosecutions that had been pursued by the Council against those responsible.

RESOLVED – That Carolyn Turner be thanked for her attendance.

To receive petitions from members of the public and community groups.

No petitions were submitted.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application from Bramhall Together Trust for a grant from the area flexibility fund towards the cost of events in the Bramhall area.

Jonathan Dawson attended the meeting and submitted an application on behalf of the Bramhall Together Trust for ward flexibility funding towards the cost of events in the Bramhall area.

RESOLVED - That approval be given to the award of a grant of £1,250 (£750 from the Bramhall South & Woodford ward allocation and £500 from the Bramhall North ward allocation) to the Bramhall Together Trust towards the cost of events in the Bramhall area.

To consider an application from the Friends of Hesketh Park for a grant of £399 from the area flexibility fund towards the cost of purchasing gazebos.

A representative of the Democratic Services Manager submitted an application received on behalf of the Friends of Hesketh Park for ward flexibility funding towards the cost of purchasing gazebos.

RESOLVED – That approval be given to the award of a grant of £399 to the Friends of Hesketh Park from the Ward Flexibility Budget (Cheadle Hulme South ward allocation) towards the cost of purchasing gazebos.

To consider an application from North Park Seniors for a grant of £660 from the area flexibility fund towards the cost of monthly meetings at Parkside Social Club and trips out.

David Langton attended the meeting and submitted an application on behalf of the North Park Seniors Group for ward flexibility funding towards the cost of monthly meetings at Parkside Social Club and trips out.

RESOLVED – That approval be given to the award of a grant of £660 to North Park Seniors from the Ward Flexibility Budget (Bramhall North ward allocation) towards the cost of monthly meetings at Parkside Social Club and trips out.

To consider an application from ‘Holiday at Home’ for a grant of £750 from the area flexibility fund towards the cost of events for seniors in Bramhall, Cheadle Hulme and Woodford.

David Langton attended the meeting and submitted an application on behalf of the Holiday at Home group for ward flexibility funding towards the cost of events for seniors in Bramhall, Cheadle Hulme and Woodford.

RESOLVED - That approval be given to the award of a grant of £750 to the ‘Holiday at Home’ Group from the Ward Flexibility Budget (£250 from each ward allocation) towards the cost of events for seniors in Bramhall, Cheadle Hulme and Woodford.

To consider a report of the Corporate Director for Place Management & Regeneration.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

RESOLVED – That the report be noted.

The Area Committee is invited to nominate Ward Spokespersons with whom the Corporate Director for Place Management & Regeneration can consult on highway maintenance and traffic management matters.

A copy of the Ward Spokesperson Protocol previously approved by the Area Committee is attached for information.

The Area Committee is recommended to nominate Ward Spokespersons in accordance with the Protocol.

To consider a report of the Corporate Director for Place Management & Regeneration.

To report the findings of a consultation exercise which had been undertaken with residents in relation to the introduction of No Waiting At Any Time traffic regulation orders on of Fir Road, Seal Road, Colwyn Road and Damery Court, Bramhall.

The Area Committee is recommended to give approval to statutory advertisement of the package of traffic regulation orders, as detailed in the report, at a cost of £750 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation) and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the order.

RESOLVED - That approval be given to the statutory advertising of the following traffic regulation orders, at a cost of £750 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation) and subject to the receipt of no objections within 21 days from the advertisement date, the subsequent making of the orders:-

Seal Road, Bramhall – No Waiting at Any Time

Both Sides – From the intersection of the eastern kerb line of Fir Road for a distance of 12 metres in an easterly direction.

Colwyn Road, Bramhall – No Waiting at Any Time

Both Sides – From the intersection of the eastern kerb line of Fir Road for a

distance of 10 metres in a south easterly direction.

Damery Court, Bramhall – No Waiting at Any Time

Both Sides – From the intersection of the north western kerb line of Fir Road for a distance of 10 metres in a north westerly direction.

Fir Road, Bramhall – No Waiting at Any Time

North West Side – From a point 10 metres south west, of the southern kerb line of Damery Court, to a point 10 metres north east of the northern kerb line of Damery Court.

West Side – From a point, 20 metres north of the intersection of the projected northern kerb line of Seal road, for a distance of 80 metres in a south westerly direction.

East Side – From a point, 10 metres north of the intersection of the northern kerb line of Seal road, to a point 10 metres south of the southern kerb line of Seal Road.

The report details a proposal to install signage to inform the general public that they cannot cycle on the Public Right Of Way which runs from Station Road to Hulme Hall Road, Cheadle Hulme.

The Area Committee is recommended to give approval to the installation of a Prohibition of Cycling sign on the Public Right of Way which runs from Station Road to Hulme Hall Road, Cheadle Hulme at a cost of £625 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme South ward allocation).

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

RESOLVED – (1) That the report be noted.

(2) That the Corporate Director for Place Management & Regeneration be requested to attend the next meeting of the Area Committee to explain the reason for the delays associated with the implementation of those decisions of the Area Committee contained within the Progress Report.

(3) That the Corporate Director for Place Management & Regeneration be requested to clarify the progress of the following two schemes that had previously been submitted by the Area Committee for investigation:-

·         The extension of the existing No Waiting At Any Time traffic regulation orders at the junction of Church Road and Ravenoak Road, Cheadle Hulme around the junction to include the roundabout to prevent parking on the roundabout by patrons of The Church Inn public house.

·         The extension of the existing No Waiting At Any Time traffic regulation orders on both sides of Woodfield Road, Cheadle Hulme to extend around its junction with Church Road.
