To elect a chair of the Scrutiny Committee for the period until the next Annual Council Meeting.

RESOLVED – That Councillor Colin Foster be elected Chair of the Scrutiny Co-ordination Committee for the period until the next Annual Council Meeting.

To appoint a Vice-Chair of the Scrutiny Committee for the period until the next Annual Council Meeting.

RESOLVED – That Councillor David Sedgwick be appointed Vice-Chair of the Scrutiny Co-ordination Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 25 September 2023.

The Minutes (copies of which had been circulated) of the meeting held on 25 September 2023 were approved as a correct record and signed by the Chair.

To consider a report of the Assistant Director – Legal & Democratic Governance.

The Scrutiny Committee is recommended to consider the remit of the scrutiny committees and the subsequent reporting arrangements in the light of the Cabinet Portfolios agreed by the Leader of the Council and as reported to the Annual Council Meeting on 21 May 2024.

The Scrutiny Co-ordination Committee is asked to note the report and give approval to the distribution of portfolios to Scrutiny committees as detailed in the table at Section 2.7 of the report.

The Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) requesting that the Scrutiny Committee give consideration to the remit of the scrutiny committees and the subsequent reporting arrangements in the light of the Cabinet Portfolios agreed by the Leader of the Council and as reported to the Annual Council Meeting on 21 May 2024.

(2) That approval be given to the to the distribution of cabinet portfolios to scrutiny committees as detailed in the table at Section 2.7 of the report.

This report outlines the Scrutiny Review process, provides a framework within which they should be undertaken and will support Scrutiny Committee Members with the selection of Scrutiny Review topics for the 2024/25 municipal year.

The Scrutiny Committee is recommended to give approval to the proposed process for the selection of Scrutiny Review topics to be carried out during the 2024/2025 municipal year.
