The report outline proposals for future performance and resources reporting to Scrutiny Committees.

 

The Scrutiny Committee are invited to consider and comment on the report.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) outlining a proposed approach both to quarter three 2018/19 and future reporting from 2019/20 onwards. The aim of the proposals is to reduce duplication and to ensure the more effective use of senior officer capacity in response to the reduction of posts within the Strategy and Reform Team. The proposed changes would ensure ongoing robust

scrutiny of Performance and Resources management across the Council,

supported from reduced resources.

 

RESOLVED – (1) That the Deputy Chief Executive be requested to email all Councillors concerning the proposed changes to reporting for quarter three 2018/19 and that a report be circulated to a future meeting of the Scrutiny Co-ordination Committee evaluating the outcome of that cycle of meetings.

 

(2) That the Deputy Chief Executive be requested to meet with the individual Scrutiny Committee Chairs to outline in detail the proposals for performance reporting from 2019/2020 onwards and that this matter be considered at a future meeting of the Scrutiny Co-ordination Committee following those meetings.

 

 

5.

Undertaking Scrutiny in Stockport

To assist Councillors in their review of how Scrutiny is undertaken in Stockport, Dr Stephanie Snape from North West Employers has been invited to attend the meeting to address issues of interest that Councillors had raised at the previous meeting of the Committee and to help facilitate a discussion on any future considerations or proposals.

Dr Stephanie Snape, North West Employers, attende dthe meeting and made a presentation in respect to best practice for undertaking Overview and Scrutiny in local government which included the latest advice from the Local Government Association and commenting on the current Scrutiny arrangements within the Council.

 

Councillors discussed a wide range of issues relating to Overview and Scruting in respect to the Local Authoirty an in particular the business programme, the Scrutiny Work Programme, the scrutiny process & culture and member training.

 

RESOLVED – (1) That the Deputy Chief Executive, in consultation with the Chair of the Committee, be requested to draft a final report and recommendations for consideration at the February 2019 meeting of the Committee.

 

(2) That the meeting of the Scrutiny Committee scheduled to take place on 17 December 2018 be cancelled.
