To elect a Chair of the Scrutiny Co-ordination Committee for the period until the next Annual Meeting of the Council.

RESOLVED – That Councillor Tom McGee be elected Chair of the Scrutiny Co-ordination Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 21 March 2022.

The Minutes (copies of which had been circulated) of the meeting held on 4 July 2022 were approved as a correct record and signed by the Chair.

To consider a report of the Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance).

The composition of the new Cabinet and the relevant portfolio holders was approved by the Leader of the Council on 24 May 2022.

The Scrutiny Co-ordination Committee has requested a report which sets out the current reporting arrangements of those Portfolio Holders in terms of which Scrutiny Committee they report to so that the Committee can make proposed amendments and recommendations as it sees fit.

The Scrutiny Co-ordination Committee is asked to note the report and make recommendations as to the distribution of portfolios to Scrutiny committees, following which such recommendations will be taken to the Council Meeting to be ultimately decided upon.

The Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance) submitted a report (copies of which had been circulated) detailing the current scrutiny reporting arrangements for the new Cabinet portfolios following the reallocation of executive functions by the Leader of the Council on 24 May 2022.

The Scrutiny Committee was invited to consider whether these reporting arrangements remained appropriate in the light of these changes.

The following comments were made/ issues raised:-

·         It was noted that the Communities & Housing Scrutiny Committee was now responsible for scrutinising three cabinet portfolios.

·         The redistribution of some responsibilities, such as district and local centres, may result in some matters being considered by more than one scrutiny committee.

·         It was suggested that rather than make changes at this stage, the committee should further consider this matter in the light of its experience of the next cycle of scrutiny committees.

RESOLVED – (1) That the report be noted.

(2) That the Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance) be requested to place this item on the agenda for the next meeting of the Scrutiny Committee in order that further consideration could be given to the matter in the light of the experience of the next cycle of scrutiny committees.

To consider a report of the Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance).

The report sets out Scrutiny Review topics which have been proposed by Scrutiny Committees for 2022/23.

The Committee is invited to consider the proposed topics and make recommendations to the Council Meeting in relation to the Scrutiny Work Programme for 2022/2023.

The Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance) submitted a report (copies of which had been circulated) inviting the Committee to consider Scrutiny Review topics that had been identified and proposed by scrutiny committees for inclusion in the 2022/2023 Work Programme.

RESOLVED – That the proposed Scrutiny Work Programme of scrutiny reviews be approved.
