The Chair on behalf of the Area Committee informed the Marple residents regarding The Marple Neighbourhood Plan which had passed through the approval stages and was now at the referendum stage. The referendum was due to take place on Thursday 21 March 2024. Full details of the referendum were due to be announced on 12 February 2024.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that a representative of Greater Manchester Police had been unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

 

It was commented that members had written to the Police to express their concern with non-attendance.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Kevin Murray attended the meeting and expressed his gratitude on behalf of the ‘Ride of Remembrance Poppy Appeal’ to the Area Committee, John Headlam and Jon Browne for the continued support and funding.

Ben Eastwood attended the meeting and submitted an application received on behalf of BeOne Mindset for a grant of £300 from the Ward Flexibility Funding Budget (£150 from Marple North, £150 from Marple South & High Lane) towards the cost of supporting local men referred to CBT and other therapies with their mental well-being, through continuing updates to their online platform.

To consider an application for Ward Flexibility Funding received from Twisted Trees Production for a grant of £970 (£485 from Marple North, £485 from Marple South & High Lane) towards the cost of organising an Art Trail exhibition in Marple, with workshops and materials provided to engage members of the local community.

Aimee Horrocks and Melanie Cove attended the meeting and submitted an application received on behalf of Twisted Trees Production for a grant of £970 from the Ward Flexibility Funding Budget (£485 from Marple North, £485 from Marple South & High Lane) towards the cost of organising an Art Trail exhibition in Marple, with workshops and materials provided to engage members of the local community.

 

RESOLVED - That approval be given to an application from Twisted Trees Production for a reduced grant of £800 from the Ward Flexibility Funding Budget (£400 from Marple North, £400 from Marple South & High Lane) towards the cost of organising an Art Trail exhibition in Marple, with workshops and materials provided to engage members of the local community.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report (copies of which had been circulated) describing the Neighbourhoods and Prevention Programme.

 

The following comments were made/issues raised:-

 

·       Marple was thriving, however, was at risk of becoming more isolated from Stockport town centre as a consequence of the limits of and cuts to public transport and did not receive funding from the Bee Network as this was an urban fund.

·       Members expressed a desire to protect the green belt in favour of developing on brown space.

·       The ambition of the plan was well received.

·       It was noted that Marple residents were invested in the area they lived in and benefitted from the involvement of well-informed stakeholders with whom members engaged.

·       Members expressed a need for the plan to target pockets of deprivation and address issues such as lack of access to services for residents.

 

RESOLVED – That the report be noted.

8.

Neighbourhoods and Prevention Programme pdf icon PDF 557 KB

To consider a report of the Executive Director for People and Integration

 

This report describes the Neighbourhoods and Prevention Programme.  This is an ambitious and key programme of work for the Council and Partners and is a key priority in the Council Plan, Borough Plan and One Future.  It will enable better integration and collaboration in our neighbourhoods across our public, private, Voluntary Community Faith and Social enterprise (VCFSE) sector organisations to deliver on priorities.

 

The Area Committee is recommended to:-

(2) Request further updates on this programme at a frequency to be agreed.

The report provides details relating to the review of parking concerns on George Street, Compstall outside the local post office and to consider changing the usage of the current bays.

 

The Area Committee is asked to approve the legal advertising of the Experimental Traffic Regulation Order (ETRO) set out in Appendix A at a cost of £2,000 to be funded by the Marple North Delegated Ward Budget as follows:-

The report provides the findings of a consultation exercise for Traffic Regulation Order (TRO) amendments associated with the extension of Ludworth Primary School.

 

The Area Committee is asked to recommend that the Cabinet Member for Parks, Highway and Transport Service Area Committee approves the legal advertising of the TROs shown in Appendix A of this report and subject to no objections being received within 21 days from the advertisement date, the orders can be made.

RESOLVED - (1) That the Cabinet Member for Parks, Highway and Transport Service be recommended to approve the legal advertising of the Traffic Regulation Order as set out in Appendix A of the report and subject to no objections being received within 21 days from the advertisement date, that the orders be made.

 

(2) That the Cabinet Member for Parks, Highways and Transport Service be recommended to give consideration to the means by which the effect of the above traffic regulation orders would be communicated to parents/ guardians and other affected residents to ensure that the orders had the anticipated impact.

 

(3) That the Cabinet Member for Parks, Highways and Transport Service be recommended to consider the implementation of the above traffic regulation orders on a phased basis to ensure that appropriate targeted enforcement could be put in place during the introductory phase while the new arrangements were embedded.
