Minutes: Tim Devine (Public Realm Services) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.
The following comments were made/issues raised:-
· Recent unprecedented rainfall in June - sites include Hartington Road, Andrew Lane, Bramway, Cromley Road, Strines Road, Turf Lea Road, Norbury Hollow Rd and various other sites borough wide. Funding has been applied for to repair any highways that were damaged during the flooding. The gully cleaning team have also attended to sites where blocked gullies were reported and further investigations are being carried out on any gully pots where there were blockages or other issues reported. · Due to recent weather conditions not all routine grass cutting had been carried out, this was due to verges being too wet to mow without causing damage. The grounds maintenance team will carry out the mowing as soon as the verges are dry enough to allow access. · Buxton Road Carriageway Resurfacing (From Carr Brow to Red Lion Public House) is due to commence on 25th July 2016 for approximately three weeks. Stop/Go lights will be in place. · Ley Lane, Marple Bridge – The drainage team report that repairs to an unmapped ancient culvert are still ongoing and have taken longer than first expected. Longhurst Lane, Marple Bridge – Phase 1 of the repairs to highway drainage is due to begin this week, phase 2 is being planned for August.

1. Issues relating to School Organisation in the Marple Area Committee area. Minutes: Issues relating to School Organisation in the Marple Area Committee Area
Stephen Bell, Head of School Organisation, Stockport Council provided an update on issues relating to school organisation and pupil numbers in relation to schools in the Marple Area Committee area as well as the rest of the borough.
The following comments were made/issues raised:-
· The Council has had an eight year programme of school expansion which could be seen through the creation of Rose Hill primary school. However, pressure has swelled again due to increased birth rate. Marple Hall High School has capacity 1735 pupils with 1450 places currently being taken up at the moment. It was anticipated that this spare capacity would be taken up by 2018/2019. · Meetings had been held with local Head-Teachers to discuss capacity in the area and what action could be taken to address those pressures. · Concern was expressed at the Council policy to create larger single site schools such as Rose Hill Primary School rather than having smaller community schools which met the needs of the communities of Marple. Hawk Green was identified as an area that should have its own primary school. The creation of 2 and 3 form entry primary schools has resulted in traffic congestion and parking problems at school drop off and pick up times. · The additional demand on school places resulting from the approval of and building of housing developments in Marple and the surrounding area. Marple and the Heatons were the two areas under the most pressure. · Government policy in respect to spare places and the primary investment programme. · The replacement and rebuild of High Lane Primary School was an ambition – similar to the redevelopment of Orrishmere Primary School · The process for the creation of Free Schools and Academies – the Local Authority was not in a financial position to be able to build new schools.
RESOLVED – That Stephen Bell be thanked for his attendance and participation in the debate and that given the growing pressure on schools places in the Marple area, he be requested to attend the Area Committee in 12 months’ time to provide an update on what action the Council has taken.
