The Chair made the following statement in respect to Marple Pool:-

 

“The swimming pool at Marple has been temporarily closed since March 2018 due to problems with the pool fabric and filtration system.  These meant that it was not safe for the public to continue to use the pool.  The gym has remained open.

Relevant surveys were commissioned and these indicated that the site required investment of £2.7m in the next 2 years to address a series of urgent and priority condition issues.  After consultation with local Councillors, a decision was made not to seek the investment required immediately whilst the Council looked into whether it would be more cost effective in the long term to provide a replacement facility.

Since summer 2018, the Council has been carrying out initial feasibility work to develop options for providing a modern, fit for purpose, leisure facility with pool in Marple.  This has been considering:

·      Potential sites for a new facility

·      The range of facilities which might be incorporated

·      The scope for incorporating a range of additional community facilities with the leisure offer

·      Funding options for a new facility

This phase of work will be completed shortly.

The Council has now taken a decision to proceed with a more detailed piece of work to develop a concept design for a new facility. 

The Council will form a proposal from this work, which will be discussed with the local community. There will be further regular written updates”

 

He further listed consultations which were currently open on the Council website. In light of the adverse weather conditions, Councillor Steve Gribbon reported on the gritting schedule and directed residents to the Council website for the most up to date information.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to submit questions to the Chair on any matters within the powers and duties of the Area Committee subject to the exclusions contained in the code of practice.

 

Five questions were submitted as follows:-

 

a)    Traffic Calming Measures on The Ridge, Marple

 

RESOLVED – That the Corporate Director for Place Management and Regeneration (copies of which had been circulated) be requested to arrange a site visit with local residents to consider traffic calming options on The Ridge and submit a report to a future meeting.

 

b)    Traffic Mitigation Measures on Broadhurst Bridge and Hawk Green.

 

A representative of the Corporate Director for Place Management and Regeneration answered the question at the meeting.

 

RESOLVED – That the report be noted.

 

c)    Illegal Parking on Strines Road close to Posset Bridge

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be request to provide a written response.

 

d)    Progress Report update on Whitecroft Road/Strines Road and Buxton Lane/Peacefield

 

RESOLVED – That the Deputy Chief Executive be requested to ensure that an update is provided to the next Area Committee meeting

 

e)    Signage: HGV’s using Windlehurst at a cut through to Marple and A555

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to review the signage on the approach to Windlehurst Road to ensure that it is appropriate and sufficient.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

4.(iv)

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.

 

The relevant Neighbourhood Manager will attend the meeting to answer any questions from councillors.

 

The Area Committee is recommended to comment on and note the report.

Traffic Issues in Marple South and High Lane

This item has been placed on the agenda at the request of Councillor Colin MacAlister.

 

A representative of the Corporate Director for Place Management and Regeneration will attend the meeting to answer questions.

A representative of the Corporate Director for Place Management and Regeneration attended the meeting and answered questions from Councillors and Members of the Public.

 

The following comments were made/issues raised:-

·         Signage on the A6 explaining the weight restrictions on Windlehurst Road similar to that for Threaphurst Lane.

·         The possibility of a permanent speed camera being erected on Strines Road and the use of the mobile speed indicator.

·         Problems associated with rat running in the Sutton Lane area.

·         The phasing of the lights at Hibbert Lane, Stockport Road and the A555 was generating significant traffic problems in the Marple area.

·         Traffic issues on the A6 due to the poor phasing of the lights at Norbury Hollow. Councillors asked that a report be submitted to a future meeting in respect to traffic light sequencing in the Marple and surround areas.

·         A number of members of the public expressed the opinion that the traffic mitigation measures associated with the A6MARR scheme had been a failure and requested that they be assessed as a matter of urgency.

·         The enforcement of the No Entry sign at the Simpson’s Lane Car Park.

·         The timeline for the implementation of the traffic mitigation measures in High Lane that had not yet been completed.

·         Cars parking too close to the junction at Edwards Way were causing significant problems for other road users and Councillors requested that traffic officers investigate these concerns as a matter of urgency.

 

RESOLVED – That the Corporate Director for Place Management be requested to give consideration to the comments raised and to submit a comprehensive report/update to a future meeting of the Area Committee.

Greater Manchester's Plan for Homes, Jobs and the Environment - The Greater Manchester Spatial Framework Draft for Consultation pdf icon PDF 126 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework (GMSF) was approved for public consultation at a meeting of the Joint Greater Manchester Combined Authority (GMCA)/Association of Greater Manchester Authorities Joint Board on 11 January 2019. The formal consultation on the document commenced on 21 January 2019 and will run until 18 March 2019.This is the next stage of the process which follows on from an initial consultation on a first Draft GMSF, which ran from October 2016 to January 2017.

 

The Area Committee is recommended to note the report.

The report requests the Area Committee to consider an event application which has been received from Marple Carnival Charities Committee to hold their annual Carnival event at Marple Memorial Park and Brabyns Park on Saturday 15th June 2019, permission has been requested to use both Parks between 15th and 17th June to enable event set up and event drop.

 

The Area Committee is recommended to approve the application.

The report details and application from Marple Runners who have applied to utilise Brabyns Park to start and finish their Carnival Weekend 10k run on Sunday 16th June 2019 between the hours of 8.00am 1.00pm, accessing the site from 7.00am - 1.00pm to set up and close down. The 10k run will start and finish within Brabyns with the course route also utilising highway and canal routes (route map attached).

 

The Area Committee is requested to consider and determine the application.

Councillor Annette Finnie expressed concern that in spite of and enforcement notice being served in respect to 144 Stockport Road, Marple, Stockport  - facilitate a vehicle access/parking area from a classified road, the parking persisted. She asked that officers investigate this as a matter of urgency.
