Chair's Announcements To receive any announcements from the Chair about local community events or issues. Minutes: The Chair reported that due to circumstances outside of the Council’s control it had not been possible to submit a report to the meeting about proposals for traffic calming measures associated with the expansion of Warren Wood School as had been requested at the December meeting of the Offerton Ward Committee. The report was programmed to be submitted to the next meeting on 15 March 2016. |

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Kay Williams, Public Realm Inspector, attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.
The following comments were made/ issues raised:-
· Since the last meeting, there had been 194 highway related reports and 23 environmental quality reports made to the Council. · The root damage caused to the shop frontage on Turnstone Road had now been resolved by the land owner. · Further investigation and repairs were planned during half term to resolve the pooling on Moorfield Road. · Resurfacing work had been completed on Deva Close, Hazel Grove. It was commented that a cause of some damage to the carriageway were the refuse collection vehicles turning. · Concerns were raised about tyres being fly-tipped on Offerton Road layby. · It was confirmed that the installation of additional dropped kerbs to service the parking at the Cenacle Centre on Dialstone Lane had now been programmed. · There was ongoing monitoring of littering on Dialstone Lane to determine whether additional litter bins were needed. · Water was pooling near the bus stop on Reedshaw Bank, Offerton preventing access to the bus stop. · There was a loose hidden utility cover on the A6 near the junction with Commercial Road. · The hole in the carriageway on New Moor Lane was due to be filled within the following 48 hours.

Area Flexibility Funding - Bosden Farm Community Group PDF 127 KB To consider an application from the Bosden Farm Community Group seeking funding toward the cost of a community noticeboard. Minutes: Ms Amanda Thorley of the Bosden Farm Community Group, attended the meeting to answer questions from councillors in relation to an application for area funding (copies of which had been circulated) toward the cost of a community notice board for the Bosden Farm estate.
Councillors welcomed the proposal and the possible use of an electronic noticeboard in a shop window.
RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 to Bosden Farm Community Group toward the cost of a community notice board. |

The report proposed the introduction of No Waiting at Any Time restrictions at the junction of Queen's Road and Douglas Road in Hazel Grove to regularise restrictions at this location and to reduce inappropriate parking. The report also sets out consultation carried out with residents.
The Area Committee is recommended to approve the following Order, at a cost of £500, to be funded from the delegated budget (Hazel Grove Ward allocation):-

RESOLVED – (1) That approval be given to the statutory legal advertising of the following Traffic Regulation Order and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the Order at a cost of approximately £500 to be funded from the Area Committee’s Delegated Budget (Hazel Grove Ward allocation):-

Proposal for a barrier at Green Lane Playing Field, Stepping Hill PDF 82 KB To consider a report of the Chief Executive.
The report sets out a proposal to install a barrier at Green Lane Playing Field, Stepping Hill to reduce the anti-social behaviour that residents are experiencing.
The Area Committee is requested to approve the installation of the barrier at Green Lane Playing Field and use of £2,435 from the Area Committee’s Delegated Budget (Hazel Grove Ward Allocation).

Minutes: A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) inviting the Area Committee to consider a proposal to install a barrier at Green Lane Playing Field to reduce anti-social behaviour being experienced by residents caused by people parking on this site.
Councillors discussed the background to the proposal and the problems reported by residents.
It was commented that as the proposal would mean the reduction in the availability of parking in the area that its implementation should be delayed until various proposed resident permit parking schemes in the vicinity had been implemented.
RESOLVED – (1) That the proposal to install a barrier to the car park at Green Lane Playing Field be endorsed and that approval be given to the allocation of £2,435 from the Area Committee Delegated Budget (Hazel Grove Ward allocatioN0 toward the cost of the installation.
(2) That the Chief Executive be requested to liaise with local councillors and Traffic Services as to the timing of the installation of the barrier to ensure that the implementation of the proposal does not cause undue pressure on the availability of parking for residents, and to liaise with ward councillors as to the distribution of keys to the lock for the barrier. |

Proposed Alan Newton Way PDF 52 KB To consider a report of the Chief Executive.
The report details a proposal for the naming of a linked series of bridle/ cycleways extending from Hilltop Drive in Marple, along the Goyt Valley, through to Dark Lane in Lower Bredbury as the Alan Newton Way.
The Area Committee is recommended to
(1) Note the report.
(2) Support the proposal by giving consideration to the use of some of its Local Initiative Funding towards the total anticipated costs of £10,000.
