To approve as a correct record and sign the Minutes of the meeting held on 14 April 2015.

The Minutes (copies of which had been circulated) of the meeting held on 14 April 2015 were approved as a correct record and signed by the Chair.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Kay Williams, Public Realm Inspector, attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.

The following comments were made/ issues raised:-

·         Since the last meeting, there had been 39 reports of graffiti, 29 reports relating to waste and 36 highway issues reported to the Council.

·         The owners of the Precinct on the Bosden Farm estate had undertaken some works to repair pavement defects having been required to by the Council under the Private Street Works Act. A number of defects remained and officers were liaising with the owners to ensure these were addressed.

·         There had been a recent conviction of the operator of a fast food establishment for fly tipping and he had received a community order and was required to pay court costs.

·         Two Section 34 notices had been issued to businesses for disposing of waste at public expense.

·         Members requested that when undertaking the planned resurfacing of Torkington Road that noise reducing/ dampening materials be used.

·         Concerns previously raised about the condition and use of the passageway between Spring Gardens and the A6 in Hazel Grove had been referred to the Development Management Service.

Councillors requested that the following matters be investigated:-

·         whether the broken signs on Macclesfield Road had been repaired;

·         the lining of the parking bays used for the shops on Hazelwood Road;

·         dead animals on Turnstone Road;

·         whether Flowery Fields would be included within the resurfacing scheme taking place in this area;

·         the ownership of the unsurfaced portion of Barlow Lane South.

RESOLVED – That Kay Williams be thanked for her attendance.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

To consider an application for funding from Targeted Youth Engagement Services C.I.C. toward the cost of detached youth projects with young women around health, safety and emotional wellbeing.

Following issues raised by the Area Committee in November 2014, the Head of the Integrated Children’s Service has responded as follows:-

“Mr Leroux’s organisation has undertaken work with young people in Stockport and is an independent organisation working to either commissions or grant applications.  As we have no direct experience of their work, we are not in a position to provide an evaluation or comment on the quality of it.

I have worked with the Local Safeguarding Board Business Manager and we asked Mr Leroux to send us a range of governance documents and policies regarding his organisation: ‘Targeted Youth Engagement Services’ or TYES. This he has done and they appear to be adequate in meeting the usual requirements.

We have had some dialogue with a colleague of Mr Leroux regarding the inappropriate sharing of personal information about young people and this was followed up by advice from the Council’s Information Governance Manager.”

A representative of the Democratic Services Manager reported that the applicant was unable to attend the meeting as he was attending the Cheadle Area Committee.

RESOLVED – That consideration of the application be deferred until the next meeting and the applicant be invited to attend to answer questions from the Area Committee.

To consider an application from the Allotments Love Life group seeking funding toward the cost of a community garden scheme.

A representative of the Democratic Services Manager reported that the applicant was not in attendance.

To consider an application from Hazel Grove Allotment Association requesting funding toward the cost of a Generator.

Mr George Wilson, representing the Hazel Grove Allotment Association, attended the meeting to answer questions in relation to an application for funding toward the cost of an electricity generator.

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £549 to the Hazel Grove Allotment Association toward the cost of petrol driven generator.

To consider an application submitted on behalf of Olivia Royan to support her attendance as a national representative at the Dance World Cup in Romania.

Mrs Deborah Royan and Miss Olivia Royan attended the meeting to answer questions from the Area Committee in relation to an application for funding toward the cost of Olivia’s attendance and participation in the Dance World Cup in Romania to represent England.

RESOLVED – (1) That the Democratic Services Manager be recommended to make a grant of £300 to Olivia Royan toward the cost of her attendance at the Dance World Cup.

(2) That Olivia Royan be invited to attend a future meeting of the Area Committee to report back on her participation in the Dance World Cup.

In respect of plan no. 58067 for the erection of two dwellings at Shores Farm, Buxton Road, Hazel Grove, it was

RESOLVED – (1) That the Corporate Director for Place Management & Regeneration be requested to clarify the location of the proposed development in light of the Area Committee’s belief that the application site was within the Marple South Ward, and should this prove to be the case that the application be referred to the Marple Area Committee for consideration.

(2) That should the application site be in the Hazel Grove Ward, the Planning & Highways Regulation Committee be recommended to grant planning permission.

In respect of plan no 56579 for the erection of a petrol station, ancillary kiosk and landscaping at Sainsbury’s Supermarket, London Road, Hazel Grove,

To consider a report of the Chief Executive of Stockport Homes Ltd.

To report provides the Area Committee with an update on progress in delivery of Stockport Homes Limited (SHL) Neighbourhood Action Plans and seeks comments on progress to date and any future actions for inclusion in the current  2015-2016  and future action plans.

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing an update on progress in the delivery of Stockport Homes Neighbourhood Action Plans. The report also requested Councillors to comment on further issues which the Action Plans may address in 2015/2016.

The following comments were made/ issues raised:-

·         The extensive use of the Offerton Community Hub was welcomed.

·         The new play space on Cherry Tree Drive, Hazel Grove was welcomed. Feedback from older children in the area had asked if ‘urban gym’ equipment could also be installed in the area.

·         Stockport Homes were anticipating grant funding from Energy companies to support a range of environmental improvement schemes. Stockport Homes was committed to these schemes and would pursue them using its own resources if required, albeit on a longer timescale for delivery.

·         Stockport Homes, working with partners including the Council and Greater Manchester Police, would take strong action against those abusing drugs or using Stockport Homes managed properties to produce drugs.

RESOLVED – That the report be welcomed at those involved in the delivery of the Neighbourhood Action Plans be thanked for their hard work and contribution.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report sets out a proposal to introduce waiting restrictions at Hempshaw Lane at the junction with Offerton Fold to improve the safety of the junction for pedestrians and motorists.

The Area Committee is invited to consider the proposals and recommend that the Executive Councillor (Supporting Places) approve the legal advertising of the Traffic Regulation Order detailed below and, subject to no objections being received within 21 days from the advertisement date, the order can be made

To consider a report of the Corporate Director for Place Management & Regeneration.

The report informs the Area Committee of a proposal to widen the exit lane on Lisburne Lane at the signalised junction  with Marple Road to allow cars to form a two lane side by side queue to increase vehicle capacity. This scheme also aims to improve pedestrian facilities by introducing push button pedestrian crossing control across Lisburne Lane and Marple Road which will result in a pedestrian crossing stage as part of the traffic signal operation at this junction. The existing central pedestrian island on Lisburne Lane is proposed to be removed.

The Area Committee is recommended to approve the proposed junction modification including pedestrian push button crossing facility on Lisburne Lane and Marple Road as set out in this report and recommend that the Executive Councillor (Supporting Places) approves the proposals within his remit for a Strategic or District Distributor route and, subject to no objections being received within 21 days from the statutory legal advertising period, the orders can be made.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) inviting the Area Committee to consider proposals to improve the junction of Lisburne Land and Marple Road, Offerton to improve the capacity of the junction for vehicles exiting Lisburne Lane and to improve pedestrian crossing facilities.

Councillors expressed concerns about whether the proposals would constitute value for money given the projected costs and the likely impact on traffic flows on Marple Road. Councillors expressed the view that installing traffic signals at the junction of Lisburne Lane and Dialstone would be more beneficial, particularly in view of the new housing developments at the former Dialstone Centre and former Cherry Tree Hospital sites. In response, the representative of the Corporate Director confirmed that the cost of the proposed improvements at Lisburne Lane/ Marple Road would be funded from developer contributions associated with the former Dialstone Centre site and that these improvements were a condition of that planning permission. It was also confirmed that previous investigations of the Lisburne Lane/ Dialstone Lane junction had not shown the installation of signal controls to be justified due to the pattern and volume of vehicular movements.

RESOLVED – (1 against) That in relation to the proposed improvements to the junction of Lisburne Lane and Marple Road, Offerton the Executive Councillor (Supporting Places):-

(i)            be informed of this Area Committee’s concern that the proposals were not an effective use of resources, and the belief of the Area Committee that installing a signalised junction at Lisburne Lane and Dialstone Lane would be a more effective use of these resources

(ii)          be requested to undertake a feasibility study into the installation of signals at this location.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility budget.

A representative of the Corporate Director for Place Management & Regeneration updated councillors in relation to Cromley Road. She stated that the installation of speed humps at this location would require speed counts and public consultation and would cost in the region of £30,000.

The Area Committee is invited to nominate Ward Spokespersons with whom the Corporate Director for Place Management and Regeneration can consult on highway maintenance and traffic management matters.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) inviting the Area Committee to nominate Ward Spokespersons with whom the Corporate Director could consult on highway maintenance and traffic management matters, and the expenditure of the Ward Delegated Budget up to £300.
