· A Supplementary Planning Document (SPD) for Woodford will be issued for public consultation from 3 September 2012 up to and including 15 October 2012.
The SPD consultation document will be available to view on the Council’s website at www.stockport.gov.uk/woodfordspd as well as at the Council’s main reception at Fred Perry House and all libraries and local information centres in Stockport during their regular opening hours.
In addition, the Council will be holding two Open Days at Woodford Community Centre, Chester Road, Woodford on: Friday 7 September 3pm – 8pm and Saturday 29 September 10am – 3pm.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm Service The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality and highways. Minutes: Kay Williams, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Stepping Hill Area Committee.
The following issues were raised/ comments made:-
· There was an on-going programme of gulley cleansing and a programme of communication with residents to encourage them to move their vehicles when their roads were due to be cleansed. The programme was also being monitored to ensure the frequency was correct. · The Public Realm Service was working in conjunction with Stockport Homes to address problems with advancement at their properties. · Work was on-going to address issue the pigeon fouling accumulation underneath the railway bridges on Macclesfield Road through collection of information on the rate of accumulation before reporting these findings to Network Rail. · There was a persistent problem with fly-tipping on Reevey Avenue approaching the industrial estate. · Replacement road name plates were outstanding on Arne Close, Offerton.
A further update was provided in respect of the request made at the previous meeting for further details of the restorative justice project to remove litter from the footpaths to the rear of Longmead and Linda Avenues. It was stated that the restorative justice team would undertake work in this area on a bi-weekly programme and that this would include the private land in this area following agreement from the landowner.

The Area Committee is recommended to approve the following schemes to be funded from their Highway Maintenance and Traffic Management delegated budget:-
Hazel Grove Ward Bosden Hall Road, Hazel Grove - To remove flagged footway and reconstruct using bituminous materials. Estimated costs £14,000.00.

Area Flexibility Funding To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.
· Hazel Grove Tai Chi for Health · Norbury Puppet Team Minutes: Hazel Grove Tai Chi for Health
Mr Brian Beswick, instructor at Hazel Grove Tai Chi for Health, attended the meeting to answer questions from councillors in relation to an application for funding toward the cost of training, new equipment and printing costs for advertising.
RESOLVED – That the Democratic Services Manager be recommended to make a grant of £250 to the Hazel Grove Tai Chi for Health group toward the cost of training, new equipment and printing costs.
Norbury Puppet Team
Mr Neal Preston of the Norbury Puppet Team attended the meeting to answer questions from councillors about an application funding toward the cost of new puppets to expand the activity of the group to include outreach work at local groups and schools.
RESOLVED – (Five in favour) That the Democratic Services Manager be recommended to make a grant of £907.50 to the Norbury Puppet Team toward the cost of new puppets. |

To consider a report of the Service Director (Place Management)
The report provides the Area Committee with the results of a traffic survey carried out in February 2012 and subsequent traffic modelling of the Bramhall Lane / Bramhall Lane South corridor.
The Area Committee is requested to note the contents of the report and recommend to the Executive Councillor (Economic Development and Regeneration) that in any negotiations with property developers who will put significant additional traffic on Bramhall Lane that the following measures be included in the development proposals:
“A modified junction at the Garners Lane / Bramhall Lane junction to allow ‘walk with traffic’ pedestrian facilities and additional controlled crossing facilities on Bramhall Lane between Garners Lane and Clutha Road.”

To consider a joint report of the Service Directors (Legal & Democratic Services) and (Place Management)
The report details a number of objections received by the Council to a proposed Residents Permit Parking Scheme and an alteration to waiting restrictions at Brookfield Terrace, Hazel Grove. The report also sets out the response of Traffic Services to the issues raised by the objectors.
The Area Committee is recommended to make the Order as advertised, notwithstanding the objections received.

Proposed Carriageway Widening At Pepper Road, Hazel Grove PDF 208 KB To consider a report of the Service Director (Place Management)
The report informs the Area Committee of the proposal to widen and re-mark the carriageway of Pepper Road to increase capacity and reduce congestion at the junction of the Pepper Road and Bramhall Moor Lane as shown in Appendix 2.
The Area Committee is asked to consider the Service Director’s report and recommend that the Executive Councillor (Economic Development and Regeneration) approves the widening and re-marking of the carriageway of Pepper Road.

RESOLVED – That the Executive Councillor (Economic Development & Regeneration) be recommended to approve the widening and re-marking of the carriageway at Pepper Road to facilitate increased employment opportunities at the Bramhall Moor Technology Park and that consideration be given to the inclusion of planting on the boundary with 162 Bramhall Moor Lane and the inclusion of the cost of any consequential traffic regulation orders within the overall scheme.

To consider a report of the Service Director (Place Management)
The report informs the Area Committee of the results of the public consultation exercise which was carried in June 2012 regarding the addition of Chester Road (from the A6 London Road to south of Station Street) and Grundey Street to the 20mph limit area of Hazel Grove and seek approval to proceed with the implementation of the traffic management scheme and associated Traffic Regulation Orders detailed in Appendix 2 of the report.
