The Chair reported that following a question raised at the preceding Council meeting regarding hospital generated parking issues had spoken with Officers and the responsible Cabinet Member and could confirm there were no updates at the time of asking due to waiting for legal advice. The Chair asked on behalf of the Committee that it be progressed as swiftly as possible.

To consider an application for Ward Flexibility Funding received from the United Stockport Circuit for a grant of £1,050 (£150 from this Area Committee) towards the cost of a Drive-In Carol Service over Christmas.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of the United Stockport Circuit for a grant from the Ward Flexibility Budget towards the cost of a Drive-In Carol Service over Christmas.

 

RESOLVED - That approval be given to an application received from the United Stockport Circuit for a grant of £150 from the Ward Flexibility Budget towards the cost of a Drive-In Carol Service over Christmas.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report (copies of which had been circulated) summarising recent appeal decisions; and listing current planning appeals and dates for local enquiries, informal hearings for planning appeals, and enforcement action within the Stepping Hill Area Committee area.

 

It was reported that in relation to 22 Gladstone Street, Stockport, following the refusal to grant planning permission by the Council an appeal was lodged with the Secretary of State and the matter was under investigation.

To consider a report of Deputy Chief Executive & Corporate Director for Place Management & Regeneration.

The report details a proposed highway maintenance scheme on Battersbay Grove, Hazel Grove – Carriageway Resurfacing (Part Contribution) totalling £9,750.00.

The Area Committee is recommended to approve the maintenance scheme outlined in the report and authorise the Deputy Chief Executive & Corporate Director for Place Management & Regeneration to order the work, at a cost of £9,750.00 to be funded from the Area Committee’s Delegated Budget (Hazel Grove Ward Allocation).

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Deputy Chief Executive & Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to resurface the carriageway of Battersbay Grove, Hazel Grove and that the Area Committee be requested to make a partial contribution of £9,750 to the total cost of the scheme from its Delegated Budget.

 

It was commented that the proposal represented a successful compromise following discussions with the Council Highways Team and that part-funding of the works would avoid consuming the totality of the delegated budget.

 

RESOVLED – (1) That approval be given to the resurfacing of the carriageway of Battersby Grove, Hazel Grove, with the Area Committee making a part contribution totalling £9,750.00, to be funded from the Area Committee’s Delegated Budget (Hazel Grove Ward Allocation).

 

(2) That the Deputy Chief Executive & Corporate Director for Place Management & Regeneration be authorised to order the work.

The report provides information in relation to proposed footpath improvements to PROW 77 between Sandown Road and the access road to Hazel Grove Golf Club, including vegetation management.

 

The Area Committee is requested to recommend that the Cabinet Member for Economy & Regeneration gives approval to the scheme.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Deputy Chief Executive & Corporate Director for Place Management & Regeneration (copies of which had been circulated) providing information in relation to proposed footpath improvements to PROW 77 between Sandown Road and the access road to Hazel Grove Golf Club, including vegetation management.

 

The following comments were made/issues raised:-

 

·         That the previous scheme was received with opposition and that the proposals contained within the report were more in keeping with the views of local residents.

·         Concern was raised regarding the lack of a consultation process for the proposals contained within the report.

 

RESOLVED – That consideration this item be deferred to a future meeting of the Area Committee, pending the completion of a consultation with residents.

The report requests the Area Committee to give consideration to the revocation of a mandatory disabled bay on Claremont Road in Great Moor.

 

The Area Committee is recommended to approve the legal advertising of the following Traffic Regulation Order and subject to no objections being received within 21 days from the advertisement date the following order can be made:-

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) requesting that the Area Committee give consideration to the revocation of a mandatory disabled bay on Claremont Road in Great Moor.

 

The following comments were made/issues raised:-

 

·      That there was confusion as to who would be financially responsible for the Traffic Order and revocation of the disabled parking bay.

·      That any associated costs be clearly outlined within all future reports.

The report details a proposal to install new street name plates for Crescent Close and Crescent Way in Davenport.

 

The Area Committee is recommended to approve the installation of new street name plates, as outlined within the report, at a cost of £587 funded to be funded from the Area Committee’s Delegated Budget (Stepping Hill Ward Allocation).

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to install new street name plates for Crescent Close and Crescent Way in Davenport.

 

Members questioned why the funding for the proposals was allocated from the Delegated Budget to replace already existing signage.

 

RESOLVED – That approval be given to the installation of (i) a new double-sided name plate on short poles on the dividing strip for Crescent Close and Crescent Way, and (ii) a new name plate for Crescent Way at a total cost of £587 to be funded from the Area Committee’s Delegated Budget (Stepping Hill Ward Allocation).

The report outlines measures related to road safety around Stockport School and the associated allocated costs. Note: Mile End Lane which is adjacent to the School straddles the boundary between Stepping Hill and Central Area Committees.

 

The Area Committee is recommended to approve the legal advertising of the following Traffic Regulation Orders and subject to no objections being received within 21 days from the advertisement date the following orders can be made:-

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) outlining measures related to road safety around Stockport School and the associated allocated costs.

 

The following comments were made/issues raised:-

 

·         That the proposed measures would not be fully effective without active enforcement. 

·         That conversations had been held with Councillors for Manor Ward (Central Area Committee) who had expressed support for the measures outlined in the report.

·         Members queried why it was necessary to remove one of the 20MPH road markings, and whether this could be moved instead of completely removed.

 

RESOLVED – That approval be given to the legal advertising of the following Traffic Regulation Orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the order at a cost of £3,560 to be funded from the Area Committee’s delegated budget (Stepping Hill Ward Allocation):-

The report details an application for the use of Woodbank Memorial Park on Sunday, 26 June 2022 between 9.00a.m.-12.30p.m as part of a wider application for the Stockport Active Weekend Event.

RESOLVED – That approval be given for the use of Woodbank Memorial Park on Sunday, 26 June 2022 as part of a wider application for the Stockport Active Weekend Event which also includes the use of Daisy Fields and Vernon Park that are the subject of separate applications to the Central Stockport and Werneth area committees, subject to all appropriate paperwork and licences being obtained.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report (copies of which had been circulated) providing an update on progress since the last meeting on decisions taken by the Area Committee and detailing the current position on area flexibility funding. The report also included the current position on the highway and traffic management delegated budget.

 

The following comments were made/issues raised:-

 

·      That the Speed Indicator Devices on Bean Leech Road had been removed, and an update was requested from Highways regarding the status and location of the device.

·      That a report to the Committee had been expected regarding Bean Leach Road/Bosden Farm, and Members requested the report be submitted for consideration at the next meeting of the Area Committee.

·      Disappointment was expressed that a report regarding parking on Lake Street, Great Moor had not been provided for the meeting of the Committee, and it was re-iterated that the Committee requested that a report be provided to the next Area Committee meeting.

·      That a meeting had taken place with Officers regarding traffic calming measures on Kennerley Road, and that residents requested further measures beyond those discussed.

·      That the replacement Speed Indicating Device on Edgerton Road was also not working, and as a result the Committee had not been provided with data from the device.

·      That data from the Speed Indicator Device placed on Bean Leach Road had not been provided to the Committee, and the request for this was re-stated by Members.

·      That there was a need for progress on the scheme regarding School Street, Hazel Grove and the access road to McDonald’s, and Members requested an update from Traffic Services. 

·      It was queried why Bosden Fold Road – St Simons School Signs appeared under the Delegated Budget for both Hazel Grove and Offerton wards, and clarification was requested regarding why the item appeared in both wards.

·      That given Speed Indicator Devices at both Woodsmoor Lane and Edgerton Road were removed due to technical faults, there was a need to examine the matter more broadly.

·      Members queried whether unspent flexibility and delegated budgets would remain with the Committee into the next year or be removed from the budget.

 

It was noted by the Chair that the Area Committee was aware of the pressure on Council officers, however there were items contained within the report that required action or acknowledgement.
